President Mwanawasa’s body to arrive on sunday

Secretary to the Cabinet Dr. Joshua Kanganja has announced in a statement released to ZANIS in Lusaka today that the body of President Mwanawasa will arrive on August 24, this Sunday at the Lusaka International Airport at 09:00 hours.

He said arrangements for the State Funeral were underway. Dr. Kanganja further said arrangements for a public funeral programme at the Showgrounds in Lusaka are also being made, as the nation awaits the arrival of the body from France.

He said the programme, which will comprise inter-denominational prayers and choirs, will be presided over by the church in conjunction with Government.

Dr. Kanganja appealed to those wishing to travel to Lusaka, not to do so, until a full programme for the State Funeral is finalized and announced.

He urged the public that, during the period of mourning, only solemn music should be played on all radio and television stations.

He said all functions of an entertainment nature are discouraged, while the national flag will fly at half mast.

Dr. Kanganja appealed to the public to continue to mourn the loss of Dr. Mwanawasa with decorum, unity and dignity.

He further advised the public and private sectors that, business should continue as usual, although the country is in a state of mourning.

  17. #15, Failed to write your name pal. I only noticed this morning some kaponyas at Kulima Station running rounds chasing after a Honda Traffic Officer. He later went away and came back with collegues, and the co boys continued booing them at a distant. But it didnt last long. Later a collegue told me they were defying orders from the officer and using the President’s death as a reason. But generally, the situation home here is very calm. Evryone is going about their business. Thou am sure this mood is bound to change as soon as Levy has been buried. For now, the debates of who takes over have already started in offices.

It is 7 o’clock in Zambia and there is not mention of the change from 7 to 21 days mourning period, I am sure the mourning period is somewhere in the Office Holders conditions of service.

  24. What can we learn from LPMs personal life and health… A time of mourning is usually a time for introspection for those who are still verticle. There is a lot of what ifs , but what is done is done. One thing i would say as Zambian men we dont take life seriously…Look @ Sata… Do you need to survive a near fatal heart attack to quite smoking?   28. #41 there is a chance LPM had chosen to be buried in his home village and there I think a museum is his honour can be created, something like the museum in goldreef city in RSA, with documentation, footage, books and all that he has acomplished from the time he was born 59 years ago, but I agree with the principle. I mean in the same RSA they created a museum for the June 16th incident, the circumstances are the same because LPM sacrificed a lot for this country, he has actually attained the martydom status according to me.

Am not being nairve about the all discussion here but just being factual. LPM (MHSRP) came into the office at the right time when the economy started turning around. If Presidential By elections are held now after 90 days, Does it mean that the next President shall rule for the remainder of LPM Mandate till (2010) or a full five years. If its 5 years then this will definitely run pass the current mandate of MPs which I believe ends in 2010.

    1-cabinet in zambia had to sit down in a formal meeting and make/deliberate on variuos issues/arrangements.
    2-They had to send people ie Govnt reps to offically go and collect the body.This is because there is an official ceremony which will be perfomed by the French govt when handing over the body.it will be a military parade okay.
    3-The siting president’s burrial is an official ceremony which must not be compared to an odinary person like you.if it was you ,your cacus can even be packed in a sack and thrown in the cargo, 22 hrs later your camma body will be in zambia.

    The Supreme Court bench led by Chief Justice Ernest Sakala found in its judgment that it was clear that Mwata Kazembe’s conduct was such that a good number of voters were prevented from freely and fairly electing a preferred candidate.

    In declaring the election of Mr Chitonge as not being free and fair, the court said Mwata Kazembe breached Article 129 of the constitution, section 82 of the Electoral Act and regulation 7 (1) (a) (c) and (e) of the Electoral (Code Of Conduct) regulation Act Instrument 90 of 2006.

    The court said the whipping of the cadres was not a mere coincidence, but a punishment because of their political views which were in conflict with those of the Mwata.

Lets say the programme starts at 9hr in the morning flying the body to Teka farms will take a good 2 hrs.     (1) Whenever the President is absent from Zambia or considers it desirable so to do by
    reason of illness or for any other cause, he may by direction in writing, authorize the
    Vice-President, or where the Vice-President is absent from Zambia or incapable of
    discharging the functions of the office of President, any other person, to discharge
    such functions of the office of President as he may specify, and the Vice-President or
    such other person may discharge those functions until his authority is revoked by the
    President. (2) If the President is incapable by reason of physical or mental infirmity of
    discharging the functions of his office and the infirmity is of such a nature that the
    President is unable to authorize another person under this Article to perform those
    functions: (a) the Vice-President; or (b) during any period when the Vice-President is
    absent from Zambia or is himself, by reason of physical or mental infirmity, unable to
    perform the functions of his office, such member of the Cabinet as the Cabinet shall
    elect; shall perform the functions of the office of President. Provided that any person
    performing the functions of the office of President under this clause shall not dissolve
    the National Assembly nor, except on the advice of the Cabinet, revoke any
    appointment made by the President. (3) Any person performing the functions of the
    office of President by virtue of clause (2) shall cease to perform those functions if he
    is notified by the President that the President is about to resume those functions or if
    another person is elected as, and assumes the office of, President. (4) For the purpose
    of sub clause (2), a certificate of the Chief Justice that (a) the President is incapable by
    reason of physical or mental infirmity of discharging the functions of his office and
    that the infirmity is of such a nature that the President is unable to authorize another
    person under this Article to perform those functions; or (b) the Vice-President is by
    reason of physical or mental infirmity unable to discharge the functions of his office:
    shall be conclusive and shall not be questioned in any court: Provided that any such
    certificate as is referred to in paragraph (a) shall cease to have effect if the President
    notifies any person under clause (3) that he is about to resume the functions of the
    office of the President or if another person is elected as, and assumes the office of,
    President.

    Assembly is dissolved under this Article there shall be Presidential elections and
    elections to the National Assembly and the first session of the new Parliament shall
    commence within three months from the date of the dissolution. (8) At any time when
    the Republic is at war, Parliament may from time to time extend the period of five
    years specified in clause (6) for not more than twelve months at a time: Provided that
    the life of the National Assembly shall not be extended under this clause for more
    than five years. (9) If, after a dissolution of Parliament and before the holding of the
    general elections, the President considers that owing to the existence of a state of war
    or of a state of emergency in Zambia or any part thereof, it is necessary to recall
    Parliament, the President may summon the Parliament that has been dissolved to meet
    and that Parliament shall be deemed to be the Parliament for the time being, but the
    general election of members of the National Assembly shall proceed and the
    Parliament that has been recalled shall, if not sooner dissolved again stand dissolved

    Many criticised Levy when he was alive, but the man died serving his country, something others wouldn’t even think about. I believe a mausoleum is being built for him to be buried in. It would be nice if it was by the Freedom Statue.

  256. Rupiah Bwezani Banda, a celebrated Zambian diplomat and politician, was born on February 13, 1937 in Gwenda, Southern Rhodesia (now Zimbabwe).

    He married Hope Mwansa Makulu in 1966 and two have five sons. He was educated at Munali Secondary School, University of Ethiopia, Lund University in Sweden, Wolfson College and Cambridge.

    From 1960 to 1964 he was UNIP’s representative in Europe and was named Ambassador to the United Arab Republic in 1965, serving until 1967 when he was moved to USA to serve as Zambia’s Ambassador there for two years.

    From 1970-74, Banda was the Executive Chairman of Rural Development Corporation and served as General Manager of National Marketing Board of Zambia. From 1974-75 he was Zambia’s Permanent Representative to the United Nations where he also chaired the U. N. Council on Namibia.

    He returned to Zambia to serve as Minister of Foreign Affairs from 1975-1976. He also was chairman of the board for several corporations, among them Chipoza Holdings, Robert Hudson Ltd, Allenwest and Chiparamba Enterprises. He also served as M.P. for Munali for many years.

    In September 2006, Banda was named Vice President, replacing Lupando Mwape who lost his bid for a Parliamentary seat.

    Mwanawasa caused severe embarrassment to Mugabe by likening the state of his economy to that of the “sinking Titanic”.

    When other southern African leaders kept quiet over Mugabe’s re-election – after opposition leader Morgan Tsvangirai pulled out of the contest because of violence against his supporters – Mwanawasa described their silence as “scandalous”.

As I said earlier I don’t think it’s appropriate to speculate because it feels like being one of those relatives at funeral thinking about where kathundu is going before the funeral of the deceased has even finished. I guess it’s a bit different because the Presidential seat is a public office.

    Personally, I would say RB. Even it’s for one term to smooth things over, if he won I don’t think he would want to stay for more than one term. Michael Sata, I would say no purely based on health grounds. In hindsight President LPM should have stepped down after that big stroke in 2006, it was too much for his body and health. MCS won’t be able to cope with the campaining and as much as people want him to stand, it will be too much for him, a heart attack is not something to take lightly. His family have had enough heartache, his daughter died, his son died, then plus his own illness.

    Maybe HH but the tribalism issue needs to really be addressed and has no experience in politics, he might be a great businessman with an amazing economic mind. UPND might not be strong due to the divisions the happened before.

    Isn’t it funny that MMD almost lost the plot with all the scandals and LPM smoothed these over. The man had the balls and resigned after his accident in 1993 when he could see the plundering had started. MCS was there watching and insulting people. We can forgive but we cannot go back. Same as Katele Kalumba and others who formed FDD. They cannot be taken seriously.

    What is really painful is that UNIP has gone to the dogs. This was a party where the MCCs (remember your social studies boys and girls, Members of the Central Committee) were from different tribes, the founding party. It’s a shame the desire to build a dynasty was more of a priority than rebuilding the party.

    Baby Boy, if you look at the list of names RB seems to be the politician of choice (he’s very healthy by the way). He has the experience and political know how and that is what the country might need in times of uncertainty. He knows how to deal with people and respects them at the same time. Imagine if we had one of the former vice presidents as acting presidents now, it would’ve been chaotic.

    This time wisdom has presided and prevailed and maybe President LPM knew something we didn’t by leaving a man with impeccable credentials as his vice. He was never in trouble with KK or UNIP government and he is clean. Hon. Magand has done amazing things with our eceonomy and he should continue with his good work and maybe contest in 5 years time when he has a foundation for his campaign.

    RB has been mediator for many situations, and he is one of the few that commended government workers in their work rather than shooting them down all the time, because he came from that stock, he has been a civil servant and he empaphises with them. I bet you those salary increments weren’t passed through because RB was reluctant to approve them because he knew how the country felt about it (and yet they call him and outsider). Those so called MMD die hards and loyalists were pushing for this and wanting to take advantage of their President’s illness. I hope they are ashamed of themselves.

Let the president go, maybe the next one will have better policies on the environment and forestry coz that matters to me than his life and thats why GOD has taken him…. He wants someone to do something better than him e.g employ all foresters and sack the current director who never wanted to and advise the president so that he employs all foresters do their job. May his soul never rest in peace for neglecting foresters; those working and those not working just from Zambia Forestry College.   309. LT, this new look is a MISS! EN and Mwinga, I agree with your analysis, though I beg to differ with EN on one issue i.e. “salary increments weren’t passed”. The Bill went through parliament at supersonic speed and as at now only awaits presidential assent. So, how will RB refuse to assent to a bill which he was part of proposing to parliament???? He was part of the cabinet decision. As the Chair, had he stood his ground in cabinet it would not have been tabled in parliament (this of course assuming he was even against it). Its on this score that I have my doubts about the big man being able to withstand pressure, which may not be necessarily good for the Zambians from the likes of Mulongoti. As for HH, he needs to go on a serious recruiting campaign in all provinces and setting up effective structures unlike the general campaigns he’s been undertaking. Cause it is only when he has following in other provinces will the tribal tag disappear.

And this, should really make us critically reflect on the leadership qualities of the seemingly likeable and mature RB. We need a person who will be able to stand for the people of Zambia and not who will easily bow down to pressure for the sake of having friends around them.

    This is just a Presidential By-election to last the term of the parliament, there is a likelihood there will be no dissolution of parliament and once the new President assumes power he/she will make the necessary changes, about gratuity do I make it you are refering to the Mpombos etc, I think there is something called Mid Term gratuity which I think is about due.

As usual, you are right on spot Mwiinga, Cabinet Ministers need to exonerate themselves on this issue and unfortunately for them, after a cabinet decision is made, it becomes a collective responsibilty, one cannot easily disassociate oneself from the decision which was made and RB as the chair must have been the final endorsee. If he did not agree and did not want to seem undemocratic and decided to allow parliament to decide, again that is a serious exibition of lack of leadership, especially considering that the MPs would also be beneficaries. As Zambians, we need to be vigilant and take heed of the signs of bad leaders. It is very easy at this time of mourning to make decisions based on purely emotions but we should desist from this and be as objective, rational and critical as possble when choosing the next president. We have been taken for granted for tool long.

    Precisely, that is why when we start choosing this leader in the next ninety days, if ZNBC and Muvi TV (Am assuming you are in Zambia) but even if not, we shall keep guys in the diaspora informed, they could organise something like a national debate where these prospective ‘leaders’ would be asked questions that matter by the public and see how they exonerate themselves. I would imagine how MMD is going to defend the salaries, and what is even bad is that these guys think we are fools, they insulted our intelligence by stating it is 15% when in actual effect the increases are in 100’s. That will be a big issue and it has been so mistimed or did they really think LPM was still going to come back and rule. Secondly what we need now is the vigilancy on what the Acting President can and cannot do, because if signing bills into law are some of the functions then we need to guard against it seriously.

    PY @4;40. you know the dilemma we are in as a country is that personal interests drive decision making by our leaders. so the chances are very high that RB might just be voted president of MMD and eventually of the country especially that we are talking about the good that mwanawasa has done now that he has passed on. even opposition leaders have praised him and it will be interesting to hear what they will when they start campaigning

  327. PY, Sorry I didn’t express myself clearly. I totally agree with what you’re saying. I think RB may have wanted it to go to Parliament for them to decide (as he keeps on being called an outsider) but then MPs whether opposition or from the ruling party were greedy. I’m not a lawyer but maybe there were legal implications that caused him to use this route.

    It’s like here in the UK MPs were caught abusing the expenses system but when it came to the crunch they rejected any independent scrutiny of their expense claims. Even Gordon Brown did not have the power to stop this. Do you see where I am coming from?

    RB had nothing to gain from this so those in cabinet have to look at themselves. Doctors, teachers, policemen and women are struggling to make ends meet and these guys are really taking the Michael. I really think they should take before and after pictures of ministers and MPs i.e. before they are appointed and a few months into their positions.

    I have enjoyed and agreed with most of your contributions but your last. Look I really think RB is a nice guy and I am most impressed with how he has managed to hold the nation together during trying circumstances, others too sensitive to share on this site.

    But the way he has handled the salary increments is short of prudence, sympathy and timing. He of all people should understand the suffering that even his government’s workers are going through. There are people in this country who get as low as K250, 000.00!

    Though speaking from a politician’s perspective, this is a good chance for RB to win the hearts of Zambians. Imagine if today he suspended (If legal provisions allow) or spoke against the proposed salary increments!

EN, according to the Zambian system, there were no legal implications for him to refuse the initiation of the cabinet proposal to parliament…as the Chair, if consensus on the issue had not been reached in cabinet, he could have even deffered the discussion of the issue to another time (it implies consensus was reached and they were no strong dissenting views). The moment it was tabled to parliament, it meant all discussions in cabinet about the issue had been made and each one of them was ready to be party to that proposal. The Post was calling for the withdrawal of the Bill, which was not done. Now this is when, there are legal implications because the president is supposed to assent a bill within 21 days after approval by parliament.
