Government abandons Zambian students in Russia

The government has in the last six months failed to give students  allowances, deserting more than 400 students based in Russia.Thus leaving them to face the savage winter on their own without financial or material help. In a bid to buy school materials for the new academic year that opened two weeks ago,students both male and female have engaged in various activities to raise money. It is well know that the Russian law does not allow foreign students to work in Russia. This has lead to some students going to extreme measures to make ends meet.

According to a 2007 survey Moscow was found to be the most expensive city in the world, to live in. The students complained that their meager allowances, even when the government remembers to send them, are hardly enough to sustain them especially in the harsh winters.

“The average cost of living in Russia is approximately $600 per month and our government only manages to give us $200 per month which is paid after every 4 months. Every time our payments are delayed by at least a month. We tried to forge these complaints to our government but they have been giving us a blind eye and deaf ear. Officials from the Ministry of Education came some months ago only to come and comfort us and not minding our empty stomach,” said one student, who preferred to remain anonymous lest the government withdrew its sponsorship from him.

The students also lamented that they are given $10 equivalent for accommodation whilst current prices for accommodation facility’s range in price from $170 – $800 depending on the university and location. They are thus forced to lodge in dilapidated accommodation facilities.The students feel cheated as they where initially given the impression that accommodation is free.

“Is it just an adage that accommodation is free to lure the rabbit out of its hole or we are fed wrong information right from the start?” asked one of the students. The students however, emphasized that they never wished or required to live in luxurious hostels at the expense of the Government but only decent facilities.

“Why not just build better universities at home than sending us here in winter colleges so that we freeze broke! Please help us guys before we become beggers in Russia. Five months no money and snow!” cried another student.

The students are pleading with Government to look into the hardships they are facing. They request for the government to review the contract it has with the Russian government.

“We appeal to the stakeholders to foster amendments in the contract to better serve the welfare of students.”

  1. Congrats LT for bringing this sad story about Zambian youths suffering in Russia. I pray that some government officials in charge of disbursing these funds do so fast before these lives are ruined by the cold, prostitution and drugs.

    Why send people abroad if you can not afford to pay for their education? If we do not need Russian education then we do not need to send poor Zambians there

  3. This story of students getting stuck in Russia has been going on for years now. I can not bring myself to comprehend why the government keeps on sending students there when they can not afford it. Maybe they should shut UNZA for good and channel the cash to the stranded students doing meaningful courses. Gosh this so called University of Zambia and its outdated courses my ass!!

  7. i guess we r still moving backwards as a nation, from having one of the best universities in Africa to actually being as good as having no unversity,Disgusting that now the state can send its own people to live in poverty in another country and YET its ok to increase ministerial salaries. we need leadership that is in touch with the people, laws to scrutinise our leaders when they are at fault rendering them accountable. These old farts dont listen to the people who gave them power instead they jus talk and keep farting till they have no gas.

I know, if and when you become President the same tribalists will be advocating that you (HH) go for a third term, but as a powerful man committed to improving the Zambian Citizens’ lives please do your part and leave others to take it up from where you will leave it in a democratic and constituional manner.

  10. What is rotten and useless is the Zambian foriegn services, all stuffed by relatives of those in power. These Zambian missions abroad are totally useless, they serve no other purpose than as job centers for ministers relatives. They should be pushing the case for the stranded students.

    This is very very sad. Please, GRZ take Unza, OTHER universities and colleges in Zambia very seriously. It does not help to just send our Citizens to suffer in foreign countries like Russia. Parents and relatives to the suffering students please consider voting the UPND’s HH fro real change in the way GRZ operates.

We all know how difficult it can be to live in foreign countires without money and for our government to continue to send students to foreign countries only to abandon them si unforgivable. Improve our Universities instead of subjecting these poor kids to these conditions. Shame on you GRZ. You really need to get your act together.   15. I have just been talking to rb on the phone trying to persuade and remind him on the student situation in Russia. He tells me, ” i am in the mean time busy dishing out car loans to chiefs, giving sugar and mealie meal handouts villagers in eastern province and endorsing the salary increments for myself and my comrades who are capable of voting. Those boys and girls are just making noise while they are not even in the position to vote-just ignore their rantings”.

  16. Zambian education for sure is slowly but surely going to the dogs, in particular our Universities. Most of the Ministers and government officials are educating their children outside Zambia well funded for that matter. Sad reading that the Government has abandoned the very brains we need to utilise to catch up with the changing world. Botswana is heavily investing into education as witnessed by the many students who are doing their studies abroad. If you think education is expensive, then try ignorance at your own peril because the world is moving forward not waiting for Zambia to figure out a plan for its future. UNZA is always closed so what is government governing?

  17. Guys I was a student in St.Petersberg,in 2003, we faced similar problems. One of my Bemba (as usual) friend, could not leave his bedroom, because he made a schedule of every 3 hours there was a girl coming in his room. They were paying him $10. So a $50/day was a good income for him. Anyway, he help feed us, while we brought him notes from classes, sometimes doing assignments for him. Its Russia ku munobe..

  22. It was Kaunda’s idea to send students to Russia and other eastern bloc countries e.g Romania, E. Germany, Poland etc. It turned out that the education systems were sub-standard. Now since the fall of the iron curtain the government has continued the trend. Moscow is no longer what it used to be, its the most expensive city to live in the world. Question is, why continue sending students there? They could certainly invest in UNZA……

Sad reading indeed,i think i’ll be right to say that all patriotic Zambians especially lawyers should fight to ensure whoever is responsible for this mess is prosecuted.How do you fly poor students with no money in their pockets to a country that is still in the 19th Century socially & expect them to survive.There is a high rate of HIV infections in Russia so i worry for those being forced to engage in selling their bodies to earn a living,shame on the govt 1st for not ensuring we have more universities & 2nd for sending students abroad when they know there is no funding.If students at UNZA & cbu can’t get allowances,how can the voiceless in Russia get theirs?fCUK MMD.

  25. Now this is a sad story that needs its deserved attention. UNZA closed, loans for chiefs, stranded students in Russia, one begins to wonder where our priorities lie as a nation!!! The whole story makes very sad reading. And where is the so called concerned MMD govt when our students are struggling to sustain themselves, with no one from the concerned govt to listen to them?! It bothers me when I hear that Zambia is doing well in terms of economy. What we can truly say is rather than the country, some people are benefiting immensely from the booming economy. I know what you are all going through. Its worse in a foreign land.   29. its very sad to read this story other countries are beta as you are allowed to work a number of hours a week.the good scholarships go to their relatives who aften dont even deserve it.russia is a 3rd world country the only deference is their colour.substandard accomodation, poverty is writen on pipos faces.some of these if not all are even beta off pa Z.the level of stupidity in our leaders just continue to grow.russians men and women alike have gone pro escorts they even fly to other countries fot prostitution that tell you even a take away job is imposible to get for a foreighn student there no black jobs even.we need to stand up and speak enough is enough

Now you brothers and Sisters are going through these difficulties, i feel sorry for you. I know i am also a student here and life is hard.   36. #10,about 4 yrs back i visited sweden with 2 friends the host group we visited arranged that we visit our embassy in stockholm as it is prestigious for our friends to visit their misions abroad,they thougt it will be for us.to our suprise when we got to the embassy the charged afairs asked us why we visited the embasy,well we thougt it was great to see where our mission in sweden is as we are on tour of nordic countris.without shame he put it upright they were concerned as they are not interested in stranded pipo running to them for help as they are not a charity.i was ashamed but glad that the tour guide just droped us and picked us later and never heard it.imagine what if we were stranded

  40. These are the issues that well meaning Zambians and newspapers should be discussing. I hope LT would grow so that it covers issues like these extensively, investigate and report back to the people. The post that we all depended on has lost direction. Its gone really petty, leaving out real issues. Mmembe is now serving his interests and now what the paper stands for.   41. This applies also to the Zambian students in Cuba. Last year they stayed for 8 months without being paid their BCs. That was sad since they couldn´t receive any help from Zed.

  43. Poor guys. As a university student, i know how it feels when there’s financial neglect. It gets real hard to concentrate on studies or do anything for that matter! Plus, Russia is quite a dangerous place in terms of security for foreign students. The government needs to get serious on issues like these as these are the future HC for Zambia.

  45. this russia fiasco has been going on for along time now. way back in thew ’80s my cousin was sent to russia he was complaining the about the same situation these innocent zambians are complaining about now. years later my young brother’s friend also went through the same. he and his friends had to sell beer bottles to raise money for food. i almost went to russia but my father said ‘no’ too many bad stories coming from russia. in any case the russian education is not even highly regarded in the world.

Unza courses are very much up-to-date and very competetive. I have had the chance to be educated at Unza and further in a developed country where students only go to university to chat and work in cafes. There is no seriousness, they pass exams because the lecturer tells them all that is expected in the exam. You also seem to be a fool anyway, compare your comments to others.

UNZA started off as a very good institution but its standards soon eroded and was scrapped off from the list of the best 100 universities in Africa. University of Botswana is better rated than UNZA. According to Prof, Mwauluka’s recent comments; inability to change and revise courses has been one of the major causes of the decline. Let’s not yield to the false confort of appeasing yourselves because we’re Zambians – the fact is that UNZA is in a bad state in every way and needs a complete overhaul. Burying your heads in the sand will not change the situation. Call a spade by its rightful name.

It’s high time Govt decided to invest in improving local institutions to reach international standards unlike sending students to foreign lands like Moscow and later abandon them. We’re now told they go to extreme measures in order to survive, only God knows what extreme measures they go to. We’ve enough resources like the ones being wasted towards the hefty allowances for the so called CRC committee etc. but because this is a govt full of misplaced priorities, we look on and wonder if things will ever change. They got their education 40-50 years ago and they still believe they are the best yet they can’t change with modern technology. So if these old prof. and lecturers are phased out and new generation of young men and women takes over, I am sure UNZA will come back to its level. But as long as these old guys don’t retire or comes back on contract because they have nowhere to go, standards at UNZA will continue going down until it becomes a secondary sch. Some old lectures can’t even open the email or surf the net or some literally do not know any software in their courses.

  63. As earlier indicated in my blogs, i feel it is time for the Zambian government to come up with ever lasting solutions on the management of local and foreign students. Why is it that there is money for other things, but nothing for student fee and other allowances?????. If i was the president of Zambia, I would reduce the number of ministrial positions and instead invest more in education, health, agriculture and security.

This is a clear testimony of govt without clear policies meant to address important issues. if UNZA can close indefinitely due to some petty reasons, what more those students in Russia who can’t even afford a peaceful demonstration to air their grievances. You think a minister back here would waste his time think about them? Forget! If UNZA can close for 3 months then expect them to suffer for 3 years.   67. Sad development is’t the Government ashemed to award itself huge salaries at the cost of priority sectors like education. This Government is insenstive. Some of us spent six (6) years at UNZA doing a programme that was supposed to be completed within four years.

But my fellow country youths, the best u can do for now is not rush to go abroad in the name of education with hopes of getting the best u can imagine only to end up porn stars, street kids/venders or robbers in order to sustain urselves whilst abroad stranded.   82. Actually the big problem is that our government uses Zambian timing. Here it doesn’t work. You miss registration by a day, that’s it, you pay 5000 rubles =$200. Evereybody was expected to complete the registration by 1st September. You don’t buy materials, you lag behind, no one waits for you. And you are busy filling your pockets with hefty allowances. While government is asleep it is vital to keep the education sector running for both UNZA and students abroad. Our country will one day be embarassed beyond recognition. We don’t wish to become crooks like Nigerians. We don’t even demonstrate, we always dialog with our embassy.

Chidumayo)has published a paper or two in the last two years. Let’s not be too sentimental about UNZA and sing praises for the institution when we know very well that it’s going under.   90. I studied on a govt. scholarship and recently completed. This problem is everywhere where there are Zambian students and the real issue is that people are not informed when the money has been released. This creates a loophole as it allows the embassies to start playing tricks with the money.

    In many instances the money is sent from Zambia but the embassy holds on to it for its own reasons.

    In January they blame the budget, for the rest of the year they claim they have no money. Blame the family tree as they are the ones in most of the embassies

  113. These chaps in Russia must be truthful. What normally happens in Russia is that the students get their money every three months. Upon getting it ninshi nomba Vodka nilekaleka. Ninshi calila muma club. They then get broke within a week. On top of that the bulk of the funding comes from the Russian government. I left that place in 2004 and nobody will tell me that students there live at the edge of existence. When did things change? Yes sometimes there are delays in payments but not to the extent that students would resort to other means. In our time, i.e four years ago, those of us who where prudent with our money managed to save and moved to the UK there after. Baiche be serious with life

I find difficulty it to understand why GRZ students in other countries(e.g Turkey) got their $200 allowances for May-August 2008 and all the previous months.Though, yes, from time to time they do delay. There is not way Bursaries Committee(BC) can channel allowances to other students in other Countries and leave out Russia.

    hav increased by more than 150%. e.g in 2005 our staple food bread
    in russia costed 4-5 pubbles but now bread is 17-20 pubbles,cooking oil was 27 but now its 50-85,but the gov has mentained the same $200 from that time.not only that,the medical policys are only used for a doctor to describe the medicine and not buying.
    Above all,its quite intresting that the russian ambasador comented
    that “i tell them to iconomise”.this clear shows that she is also not happy with the govnts atitude.

  165. It is not true that students in Russia had not been paid for six months. First of all all the students under Bursaries Committee in all countries are paid at the same time. To this end therefore, all students including over 350 in Russia were paid up to August,2008. It was done in time for the graduating students who are already in the country.
    Let the complaints be genuine so that genuine comments are made for better solutions. Comments are based on misinformation.
    The next set of money has been sent for September to December, 2008. Students are paid on four months intervals.

Even poor Zimbabwe pays their students much more..Im ashamed to say the very least.As students in Algeria, we don’t have it really rough…Education here is highly subsidised…Free transport,free accommodation, books are available…But still, the accountant moves at a snails pace when he’s bringing our allowances..Not only that, Gosh, he delays big time.

The standard of living has gone up that side that people spend that much in a day. Really. But guys try to get jobs. I used to work in an IT firm even without a permit. It can only bring down your grades, but you learn alot when you work aswell……SITE ADMIN plz reduce font sizes

  176. I really got disappointed with you students. After all the efforts I put to have your allowances sent in time, none of you couldn’t even give me a $10 to appreciate my efforts. Otherwise the gov’t was planning to send the money in December!

Ine I have a BSC degree in computer science which I did from CBU and I was on 100% sponsorship.My degree costed me K400,000 kwacha.I used to pay 100 pin per year.Now why couldn’t u guys stay in zed and school from here?
