Justice Mumba from ECZ defends her meetings with RB

Electoral Commission of Zambia, ECZ, Chairperson, Florence Mumba, says her recent visits to the Office of the President were part of the Commission’s procedure in holding national elections.

Justice Mumba has explained that she recently met Acting President, Rupiah Banda, on two occasions in line with the necessary procedure in an event of national elections.

Justice Mumba told ZANIS in a statement this evening that her first meeting with Mr Banda was to discuss the possible date for the Presidential elections in view of the school examination calendar.

She also indicated that on the second occasion the meeting was called to advise the Acting President on the preparedness of the Commission to meet the target within the 90 day period in accordance with the law.

She said the two meetings were held before the ruling MMD elected Mr Banda as its candidate in the Presidential elections.

“The meetings were held before the Acting President was elected by the National Executive Committee of the MMD as its Presidential Candidate,” read Justice Mumba’s statement.

  1. I think the Constitution should stipulate that such meetings should also include all contestants….at least for transparency and credibility.

Pragmatist vehemently denounced the post newspaper for the Katete pictures where RB was distributing sugar and other commodities calling the post that they practice “gutter journalism.” Pragmatist claimed that the pics were taken in Gweebe valley insinuating that actually those pics were taken before levys death. well. we all know the truth as confirmed by namugala and it turns out that the post were actually correct!!! I wonder what the motives of the so called pragmatist are? HH is coming and your randevous at the zambian mission is coming to an end. Kuya Bebele!!!

Wena Miss booty (#9), No probs with the justice meeting with RB, but if indeed the issue was to talk about the preparations for the elections, she should have done so accompañied by all stake holders. Ms Mumba as a judge you know best about ethics and any explanations though well intended cannot just be easily accepted. It is a very sad development. Either the meeting should have been openly announced and the opposition made aware of it or the meeting should have been held in your offices with everyone present and the press invited. Very bad news indeed.

  9. The word going round is that the office of the president was closed for 45 minutes and Florence got it on with Mr R Banda. After the second meeting Florence wanted to stay for another 1 hour but it was going to look suspicious. Another meeting has been planned in the coming days.

  25. I hate to say or admit this but whether we like it or not out side Lusaka and copperbelt. Southern province economically is the strongest province. The reason is simple tongas work hard. They are hard workers who dont believe in short cuts. They are also acccommodating to other tribes and races. It is one province with the highest number of investment from either other provinces or countries. They certainly accommodate others more than my own province and that is a plus to them.

    the system being advanced by the CDP chaps is effectively a federal system of governance. I do not see the current NCC discussing and even less advancing Zambia as a federal state. There would be no need to go in this direction if the powers currently vested in the office of the president were clipped (fewer or no appointment) and the separation of the arms of government was fact and not theory.

    Why are the CDP being cagey about their identities? What are they afraid of?

  34. I was waiting for a response. LT went quiet after my discovery. these Cdp characters are tricky- but I think they are saying that power will be spread out if the office of the president’s power was clipped and sent to provinces- @ least that’s what I get from them-which only makes sense. But you are right- they need to reveal themselves.

    I hope a Zambian @ home says something maybe they have a better idea than us in the diaspora as to who these characters are.

One possible explanation for the identity black-out at CDP is that they are either civil servants who would very quickly be kicked out of their jobs for engaging in politics or they are a bunch of disaffected old guard who still want to enjoy the benefits of affiliation with the hand that is feeding them.

    Who ever CDP are, they obviously lack two things:

    1.) Balls or the courage of their convictions;
    2.) Money. If they had enough money, they would not have to hide their identities behind some nebulous motto like ‘putting people first’.

    These are a bunch of enthusiastic amateurs until proven otherwise. Keep a safe distance.

Patrick Chisanga in a Post issue was actually asked about them and his reaction seems that he;s somewhat involved with them google maravi Chisanga. I don’t know about dismissing as amaateurs them because I have also been told they have distributed a lot of literature pa Zed by a cousin. I think we can agree they talk sense- maybe too advanced for Zambia.

    Thanks for that bit of info. Patrick Chisanga, if indeed involved, is no amateur, but I still think he (of all people) would know better.

    A federated Zambia is not a new idea and the brains behind CDP must know this. One of the major counter-arguments against federation is the ‘One Zambia, one nation’ national motto. Federation may indirectly lead to fragmentation of the country and we all know the Barotses have a nervous finger on that trigger.

    How does any one advance the federation of Zambia without being perceived as an enemy of the state deserving the punishment for treason (death by hanging)? If CDP can overturn Kenneth Kaunda’s powerful vision, I will applaud them.

    I too will get in touch with CDP and will not dismiss them wholesale before I figure out what they represent. But unlike them, I will be open about my identity.

    The seven point plan looks good, but I am keen to see the vehicle (usually called the manifesto) which will covert these objectives into hard reality.

  45. The last 44 years of our independence has shown that our ethnic diversity is a huge impedement to the development of this country. The way forward is federalization. Welding ourselves to a disfunctional notion of one Zambia one nation that has clearly failed to deliver and is now just as dry as Mugabe’s misguided belief in external conspiracies working against him will just dig us deeper into economic malaise and potential civil war. Listening to Banda, Sata, Aka, HH, Kavindele and Katele, any sensible man would see we’re not a people working in unisom for one nation but a people split on ethnic lines first and national one a distant second.

This is the only way you can get professionals to go back to their roots and help the folks. Who wouldn’t want to help their own people develop? Let the central govt. only handle major projects like hydro-dams and highways. The state govt. has no business mending roads in a township that has no national significance.

Justice Florence Mumba is not your ordinary judge,she’s probably one if not the most accomplished judge in Zambia,she’s worked at all levels in the Judiciary & also worked as Presiding Judge at the International War Crimes Tribunal at the Hague.Justice Mumba is not new to the ECZ having sat on the board from 1989 to 1992.
    The appointing authority for the position of ECZ Chairperson is the President,the position is ratified by Parliament so like all those appointed by the President,she has to report to the President who operates from State House,the Acting President is Banda so she had to go there not the other way round,Sata & HH don’t have offices at State House they’re ordinary men.
