Acting Zambian President Rupiah Banda said he would keep Ng’andu Magande as finance minister if he wins next month’s presidential election, suggesting he will keep to economic policies praised by donors.

Investors are keen to know whether the election will mean policy changes after the death of President Levy Mwanawasa.

Mwanawasa, who died in August after a stroke, was credited with prudent economic management and tackling corruption. He helped turn Africa’s biggest copper producer into a rare success story on the continent.

Banda defeated Magande to become the Movement for Multiparty Democracy’s (MMD) candidate for the October 30 election and the competition for the party leadership had raised questions over the fate of the finance minister and other senior officials.

“I look forward to working with them all the coming years,” said Banda.

If Magande, a tough economic manager with wide experience in government and finance, keeps his job after the election, he is likely to ease any concerns foreign investors may have.

Since 1978, he has been a top negotiator in major financing deals Zambia has signed with major lenders, including the International Monetary Fund. An IMF mission is in Zambia for a periodic review of economic targets, Magande said.

Opposition Patriotic Front leader Michael Sata is expected to be Banda’s main rival.

In an apparent policy shift designed to reassure foreign imvestors, Sata has said he would welcome Chinese investors in the country’s mining industry.

Chinese companies have invested over $500 million in mining and other sectors over the last five years, Treasury data shows.

Magande is credited with helping Mwanawasa usher in strong growth, which averaged 5 percent over the last six years, while inflation declined to single digits in April 2006, for the first time in over three decades.

Banda pledged to protect foreign investors, saying their money generated wealth and jobs for Zambians, many of whom are still impoverished despite economic growth.

“We welcome all foreign investors for as long as they obey the laws of our country and protect our people and the environment. I will in the next few weeks announce new economic measures,” Banda said.

  6. RB is playing nice guy for now, but when he’s sworn in on Nov 1, he’ll start his clean-up process. He might keep Magande, but it’s only logical that he get’s his own competent & loyal team! LPM was surrounded by a close knit group of friends & relatives who could not undermine him. RB needs to cleanse out the Mpombo/Shakas/Sisala/Kunda/Shikapwasha/Mbula connection…

  16. Magande should go even if RB wins, the guy has sold our country, keeping him is like saying, “I will keep him so that he can help me[RB] sell whatever else that hasn’t been sold yet”. RB is just sweeting talking the investors so that they can support him but I’m sure once he is President, magande will go and he should. We have alot of other people that can do the same job perhaps even better than Magande. We need to change with times. I just hope we change government this time,even HH is better than keeping the magande type near gov’t. I think RB has to idea of what to do when he wins, which is a shame because Magande was LPM(MHSRIP)carpet, RB should get his own rug.

  25. The sad thing about African politics is that as long as the people can see development, he is a good leader but once he makes a controversial decision (e.g. land reforms in Mugabe’s case), everybody forgets the good he had done and at the end of the day, the same people call him a dictator.
    Let’s wait and see how long RB’s supporters will put it up with him.

    I think keep Magande as Finance Minister is a good leadership move than to make him VP.
    I strong believe that a good leader must be able to identify people skills and place them appropriately.
    Moving Magande to VP will be wastage of human resource, an aspect most african organisations have not yet learned to manage.
    You dont make someone VP or president because they are good at economics; you make someone president because they have good leadership qualities. They are able to identify skill and place such skill appropriately and enable such skill to maximize their potentials; such are leaders, and those should be made presidents.

It is not Magande that pushed the price of copper up on the world market, it is the markets in the east(China and India) that have pushed demand for copper upwards that is why the Zambian economy is starting to improve slightly. Those who are claiming that Magande is the best finance minister in the history of Zambia are just dead wrong. Penza, Nawakwi, Kasonde, Kavindele could have even done far much better. Let us try other people not Magande. RB don’t trust Magande, he might set you up to make you fail and lose the Presidency. Besides Magande is also a tribalist. It seems RB has no idea of what to do because all his close friend are retired.

  65. RB I don’t think you should appoint your Cabinet just now. Don’t confine your options. There will be lots of factors to consider.

    The Zambians praised LPM for everything. They were lying – because you don’t criticise a dead person. There were a lot things that were wrong and you will have to change them. For instance you can not have every Zambian mission with a Levy relative as Head or Deputy.

    You will need to govern as RB not as Levy. You will be a new President and we are waiting to see your ideas work.

    That is a reality he doesnt feel those guys should go as they have proved themselves that they have the country at heart and are not plunderers.Even the security chiefs his keeping the Zambia Army, Police etc There many people who will stay in government. there shall be only a few reshuffles.
    But Sisala seems will be retired, so am sure right now his preparing himself.Too bad for the man unless probably he give a very good reason. The problem is he neglected many things and his predecessors at Zesco did a very good job rather than him.

  81. In 2006 Michael Sata got 148,000 votes from Northern Province and Levy Mwanawasa got 161,000 votes from Northern Province.

    This position will not change in 2008. In fact RB will get more votes from Northern Province than Levy for obvious reasons (if you know Zambia)

    No one can win a national election without carrying your own Province and Shi Chilufya will not carry Northern Province. But let Sata finish his political career so that a credible person can emerge from the North.

The pattern shows ath Pf won majority in Luapula and Northern provinces I guess where sata comes from and HH won his majority in southern. Come 30 October I do not see the opposition winning, even if they did they will find difficulties in governing because the MMD has the majority in Parliament, this in turn means working with the bulk of the current Ministers and that they may nit last a term before being impeached unless they set up fashionable power-sharing deal as is becoming common in africa.

  153. MMD is now stopping people from expressing their opinions. We have always had phone in programs. Its just because most callers have been givig them a tough time and are now scared that other parts of the country will get influenced. This is a very cheap political gimmick by Mulongot (RB’s campaign manager and Minister of information). We need to fight this one just like the salaries increment.
