Zambian companies are unreliable – Tembo

A senior government official is concerned at the poor performance of some Zambian companies contracted to undertake various government development projects.

Lusaka Province Deputy Permanent Secretary Conrad Tembo says this is delaying the implementation of development projects such as schools, health centres, roads and other infrastructure aimed at improving the living standards of the people.

Mr Tembo says government has come up with a deliberate policy to empower local contractors but their poor workmanship and lack of reliability is undermining this well intended objective.

Mr Tembo said this when he toured a mortuary under construction at Luangwa Boma clinic in Lungwa district which a named Zambian contractor has failed to complete for the past three years.

This is despite government paying the contractor about K220 million so far out of a total of K280 million to complete the whole the project.

Mr Tembo warned that such contractors would have themselves to blame if government does not consider them for contracts in future.

“Government is doing all it can to accelerate infrastructure development in Lusaka province but in some instances, it is being let down by some local contractors who can’t perform to expectation,” said Mr Tembo.

Mr Tembo urged the Lusaka Provincial Buildings Engineer to work closely with the offices of the District Commissioners and other stakeholders in ensuring contractors worked according to the deadlines and specifications outlined in the contracts.

“Government wants to get the right value for its money. Underperforming and unreliable contractors will therefore not be tolerated,” he said.

Mr Tembo was leading a team of senior officials from Lusaka provincial administration  to monitor and evaluate the implementation of various government projects in the province.

The team also visited projects in Chongwe, Kafue and Lusaka districts.

  3. Contractcts should bed given to credible contractors. The major problem here is that yourselves who award contracts, you want to gain from what you give out. It is the process of awarding contracts not the companies. I know the game. Some of these companies have no offices, they are gost companies that get regrouped id there is a contract coming. How do you accoint for that? It only the government to blame, not companies. Tembo think again. Make sure the companies that get the contract, get it becasue they are capable.

They pick their relatives who are incompetent and expect perfect results! forget!! its the same thing happening around our presidential campaigns, some people support certain individuals on tribal grounds even when they know that they are not suited for the job. Later-on the same characters will start complaining. change your attitudes or forget about development. Cling to the same old chaps and continue wallowing in poverty.     While your points Mr Tembo are quite sensible, the question is what institution has the MMD GRZ put up in place to make sure that the companies contrated to do some worl do it to the best level and within the time that is sound?

  6. Bull, most of these Zed companies continue receiving contracts without delivery material or services paid by govt. The bottomline and answer is Corruption of highest order. People get paid even with supplying nothing.

  7. problem is guys with out any knowhow are getting these contracts because chaps in the system have a cut in the deal..you dont need to be rocket scientist to know this. .. thats why even a company with a name as pathetic as Chakuti general dealers can get a road contract worth billions.. and then when the workmanship is shoddy epople complain.
    Thats why we need foreign investment so that we can learn how to do things from these people.
    people we are still far from trying to take our destiny in our own hands.

    By the way,The Zambian tender board is to blame for awarding contracts corruptly to inept companies.They should face investigation and possible prosecution in the event of shoddy work.
    On the other hand,most Zambian contractors do perform very high standards of work so avoid the rotten nut saying which spoils all others.

    Sata is also corrupt. I witnessed it. He walked into Chachacha Pharmacy, asked for a number of medicines. When it came to paying, he joked, wasted time and asked not to pay! Of course the indian lady at the till told him it was ok! CORRUPTION!!!!

Zambian companies here shouldnt be blamed but the person to be blamed is the one awarding the contracts.Secondly there is nothing wrong in awarding a contract to a friend or relatives,the only question is do they have the campacity to carry out the intended projects.Deputy PS please revist your stance here coz the quilty party is the Government of the Republic of Zambia

  16. the zambian govt is full of nonsense. do you that when someone delivers at Kanyama clinic they need a bucket. when they deliver, the afterbirth, blood, etc is put in the bucket. they are asked to throw away the stuff at home when they are discharged shortly after delivery. the newly-delivered mother goes home with an unbathed baby and a bucket in their weak and tired state. now if this happens in Lusaka where Ministers are busy driving their brand new Toyota Landcruiser VX, what about those in rural areas!? nurses in maternity ward are less than 10 attending to almost 200 women a day! salaries are less then K1 million! GOD HELP US

  32. Iam yet to see a zambian contract issued by the tender board. Here in Germany contracts are standardised and clearly stipulates penalties for not abinding to the contract. For God’s a contract is a legal dokument and I dont see why it should not be honoured when we have all sorts of legal institutions where Gov’t can take the culprits who break the agreement. Let the document speak and no negotiations period.

  34. number 38, I agree that HH is the best of the four. I voted for him last time and will do the same this year. He provides sound and logical solutions. I dont believe in buying votes with sugar, mealie meal, K15 M, etc. Neither do i believe in the ‘man of action’. I believe he is not educated enough to be president in 2008.   53. The contractor received K220M out of the K280M contract price. A proposal for such a project usually shows the cost of each stage. Giving the contractor more than 78% of the full project cost shows incompetence. I would like to know how much of it went to corrupt office bearers.

  56. #64 I would say the same if the auditor general’s report says 14.7 trillion kwacha has been misapplied by the Government since 2001, that is over 2 trillion a year, so it is possible with fiscal displine. Bo 65 he did not say he knows where the money is, he gave an account of how he intends to make money for zambia, that is the departure between him and Sata who is fond of making general statements which are not backed by figures or atleast some form of planning.

  57. the problem with zambian contractors in my opinion is a lack of empowerment and enteprenuership skills training. why not engage foreigh contractors and make them subcontractor zambian companies? this would be killing two birds with 1 stone. you are empowering the local companies financially at the same time they are aquiring much need enterprenuership and teschnical skills that they need to carry out thesae jibs effeciently in future. thats what botswana did. they used foreign knowledge to educate their locals then replaced the foreighners with their local labour.

    if this can be done we will see a huge turn in the way things are done

    HH has a great plan to develop Zambia, he just needs a chance to do so. He made a lot of sense when he spoke yesterday coupled with good speaking.

  61. #57 please remember that there are many unemployed people on the streets of Zambia. A lot of them are well educated. So if a country outside Zambia is willing to employ them, be thankful for that. At least it offers your brother or sister an opportunity to have food on the table and take care of their family. In no way are they unpatrotic. The fact that they participate in this blog is proof that they are doing the best they can to keep abreast with developments back home. It’s on record that last year or so, Zambians in UK sent £31 million to Zambia to support relatives. This is over 220 Zmk billion. And this is only through Western Union. Some cash go through other ways, even by hand.

  68. Why give a grade 5 a road project. He doesn’t even know where asphalt comes from. Zambia is not very accomodating to learned people unless you know someone. To get a contract is hard coz of requirements. They first should be know-how and not how much money you have in the bank.

    Did you know: We only have 1 grade of cement in the country. It’s supposed to be grades 1 to 4. 1 being the fastest hardening. 4 the strongest. But here all we have is mpamvu. Makes me laugh. What grade is that?

How can a sane person doubt HH’s ability to the degree that choma1 is insinuating? Well, wait and see, we are votinh HH in and RB out. The three years of HH’s prudent resource management and putting the money where it is needed will stimulate YOU to vote for him come 2011.
