I will change the culture of laziness- HH

United Party for National Development (UPND) president, Hakainde Hichilema has said he will change the civil service work culture as a priority if elected president of Zambia.

Mr Hicilema said during a special election campaign programme on Muvi TV on Tuesday night that the current work culture of civil servants was extremely bad and needed to be changed.

“One of my first priorities will be to ensure that I change the work culture of all civil servants because under the current leadership there is too much laziness,” he said on the pre-recorded programme sponsored by the Electoral Commission of Zambia (ECZ).

Mr Hichilema said the country could only develop if all workers put in their very best and it was sad that civil servants who comprised the largest number of the work force had a culture of laziness.

He also pledged to reserve a specific number of seats for disabled persons under eight members of Parliament that the president was allowed to nominate.

Meanwhile, Mr Hichilema said his party could not endorse the candidature of MMD presidential candidate Rupiah Banda because it has a large following countrywide.

Mr Hichilema told journalists in Petauke that parties endorsing the candidature of Mr Banda were ‘one man show’ political parties.
He said no single party with a national character like UPND could endorse Mr Banda.

And addressing a rally in Katete on Tuesday, Mr Hichilema reiterated the need to revive the agriculture sector and pledged to give free inputs in the first three years of his tenure.

Mr Hichilema said he had realised that agriculture was the back bone of Zambia’s economy and the Food Reserve Agency (FRA) would make prompt payments to farmers unlike the situation now.

He also reiterated the need for free education from grade one to university.
Mr Hichilema bemoaned the poor conditions of teachers, nurses and policemen.

Mr Hichilema said he was humbled with the support he had received from the people of Katete saying it was evident that people wanted change.

At another rally in Sinda, the UPND leader thanked the people for voting for him during the 2006 elections.

He urged the people of Sinda to give him more votes during this month’s Presidential election.

  3. Politics in Zambia have now lost value, people behave as if they haven’t been to school or as if we don’t live in a civillised and mordern world of new technology. I just hope one day someone will end these behavour of telling lies. All the presidential candidates seem to be honest and of good character, yet upon obtaining plot 1, they change. They even fail to give normal orders to their ministers.

    its a shame that they keep on giving promises when they know that they will be unable to fulfil them. I wish all the Zambians the best of lack

    Of course, it’s possible to do many positive actions and reach many worthwhile goals and still be highly self-critical. It’s possible to self-talk your way to a negative view of yourself.
    Right this moment, RB should make a commitment to omit negative statements about himself both from his thinking and from his speaking. He has already wasted his lifetime goals of becoming a better and greater person.

He is level headed and has a good idea of what ought to be happening.It is saddening though that he may not make it to plot 1 as the majority of the electorate do not use a single neuron when thinking. The would rather use their spinal cords to follow the likes of Humpty dumpty & big clown, MCS.

    The civil service, the police and the other parastatals (parasites) really need a paradigm shift if africa and Zambia is to ascend from from the stupor it is currently in.Humpty dumpty is in an even deeper stupor as can been seen from his face.

  28. I hear people say ‘Vote Wisely!!!’ and sometimes I just wonder what such statements have. I know that the wisest thing to do is to vote wisely. But you see, you cannot pick what is not on the table. Sometimes our systems and structures are very unfair; even us we are very unfair to ourselves.
    The truth is that you pick from what has been displayed, and no matter how wise you can be if everything on the display is not good enough, it becomes challenging to make a wise choice. This is because even your wisest choice may not bring out a good thing.
    I think we can be wiser than voting wisely by allowing a system that gives us reasonable minimum requirements for aspiring candidates to meet.

  30. I agree with the work culture in civil service. it leaves much to be desired. Hospitals are in a state of disrepair. No Equiptment, no machinery, no motivation for specialist doctors. hard working zambians who pay tax as high as 35% are subsidising civil service workers who spend the money in workshops planning to do the work and never implementing. The schools, teachers have no drive or motivation to teach, private schools have mushroomed because Ministry of Education can deliver to required standards and not up to date with world standards. Basic neccesities such as water and electricity are still an issue 40 years after independence. When will we have money to spend on Advanced factors.

  32. #21 and Economists, I do not uderstand this inflation thing. How come prices of commodities still rise despite having low inflation figures. In Zim, fuel is cheaper compared to us but their inflation is high. Equally goes to my grandmother in the village of Siameja area in Sinazongwe, she will only understand that the Economy is doing fine when prices of things such as salt are reduced, unlike bringing the infaltion to a single digit.

I think he needs a good campaign manager. Also if he can tackle the tribalism tag that is clinging onto him, he will be fine, for now i think RB is not too bad. A party worth to be called a strong political party must have a stronghold regardless of the province or tribe spoken in that place.   145. # 38. Zambians are not lazy. The government have not created enough opportunites for citizens to show their potential. Government has the duty to create job and wealth creating opportunities to participate in the development of the country.

  146. Zambian as usual jealousy of people who have excelled. HH wants to show you how he has acquired so much worth at 46 you do not want to listen. Genuiune worth comes with hardwork. We have to change the work culture everywhere not neccessarily in the civil services if we are going to prosper as a nation.

  147. It is a fact that HH’s statements have been against Civil Servants. Does he mean to tell us that if he is elected on 30th October he will fire the whole Civil Service and bring in his young crop of workers? He has been reported to have addressed MMD’s government as full of “Lunatics and Idiocy” Does this statement exclude Civil Servants? He has never been a civil servant and will never relate to the sacrifices and hardship they go through. Politicians like him and his rhetoric are the ones who demoralize this group of workers. He has clearly demonstrated that he does not need their vote. He made his money the easy way by “book entries” Was it hard work, sacrifice and sweat?

    1. Free education up to University
    2. Free fertilizer
    3. Free medical
    4. Good salaries for Health personnel, Police and Teachers
    5. Pensions for politicians and MPs? Changed his stance and said this must be a sacrifice. Which is which?

    I realised he is just politicking and lying through his teeth. Free things? Dr Kaunda is a testimony to free things. Where is the money coming from to meet these “FREE INCENTIVES? He is going to print more money? Another SATA?

In the run up to the presidential elections my opinion is that HH is the best candidate to be Prsident .Unfortunately come 30th october 2008 he will not be elected president because his party is percieved to be tribalist.Some elements who support the party have blantantly stated that upnd is for tonga’s and lozi’s.Upnd organisers in london will not approach you about upnd if you are bemba.When HH had a meeting with the Zambian community in London only Tonga’s and lozi’s where in attendance. HH you need all nine provinces to be behind you in order to enter plot no. one

  150. The point is whoever wants to be president has to have all the nine provinces behind him. If he decides to be local he is only shooting himself in the foot.HH is the best candidate but mark my words he will not be president unless he repositions his party.

  152. #209, that is what the people of Zambia want to hear. They listen so much to fake promises even those that are not feasible. Just imagine how Sata managed to pull crowds in Lusaka and CB by promising that he would build schools every radius of 5km, and demolish all the shanty compounds in Zambia and build decent accomodation with showers and flush toilets within 90 days. What HH is saying is even much more feasible and workable than what Sata promised yet he (Sata) won votes for such fake promises. Let us not demonise HH please, he is simply telling the people what they want to hear and making promoses that he feels he will deliver. VIVA HH!! I support you man (HH). VOTE HH!!!

  154. #209…I concur with you. It’s not possible to have free this, free that. We cannot afford it! Government will need to invest in infrastructure (roads, railways, bridges etc) to remove the bottlenecks that so often affect the private sector. Then they need to fund education or health. I am certain we cannot afford both! Good salaries will come as a consequence of development. We shouldn’t jump the gun.

  155. #209…you’re right. This is just politicking. Where will the money come from? Is it morally right to fund entirely free university education when there aren’t enough places for all kids to start grade one? Why should we give free fertilizer to farmers that will sell their produce? Good salaries to health personel, the police and teachers…how about the rest? Please, no pensions for MPs. In such a poor country called Zambia, this should be a vocation!!!

  158. Unfortunately for HH no one has ever cleaned up house as well as King Cobra. Remember the days when civil servants where always on their toes because he would show up at un expected times even at 7am to see who reported for work late? So Sata 1 HH 0 on this one
