PF to put up oil pipeline from Angola

THE Patriotic Front (PF), if elected into power, has pledged to put up an oil pipeline from Angola to Zambia’s North-Western Province and a refinery to supplement Indeni Oil Refinery in addressing fuel shortages.

Spokesperson, Given Lubinda said in an interview in Lusaka yesterday that a PF government would address the problem of petroleum importation through the party’s foreign policy.

Mr Lubinda, who is PF presidential candidate Michael Sata’s campaign manager, said there would be need to strengthen bilateral relations with Angola.
He said because of the growing importance of North-Western Province in national development, a PF government would set up a second oil refinery to cater for crude oil from Angola.

Mr Lubinda, who is Kabwata Member of Parliament, said Zambia has not taken full advantage of her position as a neighbour of an oil-producing country.

“The importation of oil from Angola would lead to the stability of pump prices and ensure continued supply of the commodity as the two oil supply sources will supplement each other,” he said.

He said a government led by Mr Sata would also review the existence of the Energy Regulation Board (ERB) and consider its relevance to the current economic situation in the country.

Mr Lubinda said an examination of the ERB would be with a view to either phasing it out or restructuring its operations to ensure efficient service delivery.
He said the PF believes that the Ministry of Energy could handle the work being done by the ERB.

Currently, Zambia imports crude oil through Dar es Salaam in Tanzania and it is pumped through the Tazama pipeline to Ndola where it is refined at Indeni Oil Refinery before it is distributed throughout the country.

  43. Crude oil from Angola need to be cracked before it can be processed. The crude from Tanzanian is already broken down ready fro refinery. This is an ambitious project that if correctly implemented could save a lot of money for our people.

  47. Great idea, I think we should have two pipelines, one through North Western (zambezi, Chavuma) and another through Western (Lukulu or Shangombo).   51. This is another stupid statement from a desperate PF. Indeni can not process crude from Angola because it of a different type. Refining this crude is more expensive. What PF should give us is the complete picture of how they are going to refine this crude and how much it is going to cost to (a) build the pipeline (b) build another refinery. Once they have told us that, then they should tell us how they are going to finance the two projects. They should also tell us how long that would take from planning to actual starting having fuel at the pumps. I DON’T THINK 3 YEARS IS FEASIBLE!!!!

  53. Talk about the cost of putting up the oil pipe line first and then we will see if it makes sence.

    What feasibillity studies have been taken for such a project? What is the real advantage of having this pipe line and how will it be implimented?

    Imagine the Kafue Hydro power station was first espoused way before the sixies and it is just be implimented now.

    A hydro power station located in Kafue would have been more advantageous that at Kariba for its central location.

  54. Building a Refinery plus Pipeline from Angola to zambia is possible but not easy (15years program) plus billions of Dollars.

    Maintenance and emprovement of of Indeni could be much easier and possible because the Govt has already started it and its yielding fruit such us; no more breakdowns at Indeni,Indeni is producing unleaded petrol as per the modern requirement.

    A pipeline from Angola to Indeni plus Hydrocarbon Craker is possible.
    But Pipeline plus Refinery is quiet expensive and could call for heavy borrowing. Lets maintain Indeni than talking of almost impossibilities.The refinery has been undergoing re-capitalisation.
    and it can save the country to the uttermost.

  69. This idea from PF is the only solution for Zambia with regards to stable fuel prices. Indeni can be upded by installing a craker to enable it start processing crude from Angola. Indeni is fractional distillation plant of the feed stock coming from Kuwait. It cannot process crude from oil wells. Weldone PF at least we ve right thinking pipo in Zambia after all.

  72. No one is against long term developmental projects such as Building of new refinery and Pipeline but we are saying these are serious programs which should not just be prounced as campaign tools.

    If Sata is serious about this program obviously every zambian will support him but it will be just sad if he is using this language just to win a vote. Constructing a refinery and putting up a pipeline will very costly venture.Even if the actual cost of refining the crude might reduce, the final price of fuel will still high coz of the cost of putting these that will be reflected the final price unless they tell us they wont get a loan to finance this exercise.
    I think the most viable route is to import already refined fuel & transport it through Tazama like was the case before Indeni was built in 1973.

This issue of oil supply certainly is one that should be debated by the candidates since development of our country depend on how this matter is handled along side, argriculture and transportation sectors. There for need for RB to spell out what MMD policy on the petroleum sector will be. The problems in the sector are structure and can’t be addressed through political if not campaign motivated price reductions which are not sustainable.PF proposal would result in a structure solution to the problem and the benefits in terms of removing middlemen, logistics,reduced freight and transport saving would be enomous.

It should be one of the avenues we take because we have a lot of sun, however we need to put in the necessary financial investement and set up the apporpriate infrustructure to produce them cheaply at a local level.
