CEEC urged to speed up disbursement of funds

Stakeholders in Mufumbwe and Kabompo Districts in Northwestern Province have appealed to the Citizen Economic Empowerment Commission (CEEC) to speed up the process of the disbursement of Citizen Economic Empowerment Fund (CEEF) .

The stakeholders lamented that the process was taking too long for them to access the funds which would sustain their livelihood.

The appeal was made yesterday when Northwestern Provincial Minister Kenneth Chipungu who was accompanied by Assistant Secretary Chijili Zulu addressed two separate meetings in the two districts.

Mufumbwe District Commissioner Robert Muyutu said his district has already formed Empowerment District Committee and that 42 applications have already been sent to Lusaka for appraisal.

Mr. Muyutu said guidelines for the disbursement of the economic funds have also been published for the stakeholders who wanted to apply for the funds.

Mr. Muyutu appealed to all those who did not know how to access the funds to visit his office for more details.

And Kabompo District Commissioner Rebecca Mukuka said the district was still waiting for the original forms from Lusaka so that people can start applying for the funds.

Meanwhile Northwestern Provincial Minister Kenneth Chipungu has advised stakeholders to form cooperatives through which they can access the funds.

Mr. Chipungu said that it was much easier for the cooperatives to access the funds than individuals.

Acting President Rupiah Banda launched the CEEF last month in Solwezi to so as to ensure that all citizens with viable projects access the empowerment funds.

Meanwhile, the provincial minister has advised civil servants in Kabompo and Mufumbwe Districts to stick to their role of executing government policies and programs despite their political affiliation.

Addressing heads of government departments in the two districts on the role of civil servants yesterday, Mr. Chipungu warned that civil servants should not be partisan but must respect government of the day.

Mr. Chipungu who was accompanied Mr. Zulu charged that there were reports that some civil servants were favouring the opposition political parties .

Mr. Chipungu said it does not augur well for development if politicians and civil servants pull in different directions.

And Mr. Chipungu has called on MMD members in the Province to reflect on what the party has done for the Province under the leadership of late president Dr. Levy Mwanawasa.

Mr. Chipungu said the late President had brought sustainable economic development to the once forgotten province hence the need for people to vote for the MMD presidential candidate Rupiah Banda to complete the good things already started for the people of Zambia.

Mr. Chipungu pointed out that the MMD policies have proved to some of their critics that the party was on course and will remain on course.

  1. Please stop miss using words. If Mwanawasa took sustainable economic development to the area why are you crying for CEEF funds. To plunder the money.

  5. CEEC has derailed the disbursement of funds for the Youth Empowerment Fund and so I wonder how they shall deliver these funds beeing requested by citizens seeing that the yoth funds were budgeted for two years ago and have not yet been received by the youth.

  8. #1 do you really know what you are talking about,have you been too long away from home to realize that youths need that fund,people are jobless in these rural areas let alon urban areas.this fund has been on paper for over 3 years now,and the issue only arises during elections.have a heart for these people

  9. CEEC funds maybe available but most of the sector charters – the frameworks for disbursing to the identified economic sectors, are not ready. I stand corrected if this has changed from 3 weeks ago.

  10. this issue is indeed somewhat political….RB and Mutati stand to say you can access the funds but look at the procedures..realy cumbersome…no forms and even when they come you hear they have to be sold….fed up!!!

  11. I KNEW THA THE CEEC/F WILL BE TURNED INTO A POLITICAL FACILITY. THAT IS WHY I WITHDREW FROM APPLYING FOR JOB WITH THEM. IDEALLY IT IS SUPPOSED TO BE PROFESSIONALLY MANAGED BUT ALAS CEEC WILL SIMPLY BE USED TO REWARD CADRES OF ALL HUES REGARDLESS OF WHETHER THEIR BUSINESS PROPOSALS ARE VIABLE OR NOT. THE ALL PROCEDURE WILL BE ABUSED DUE TO POLITICAL PRESSURE.

    WE HAVE NOT FORGOTTEN ABOUT THE 40BN LIE FOR THE YOUTH SINCE THE TIME OF CHULUMANDA. IT HAS NEVER BEEN IMPLEMENTED. WE NEED ACTION IN THE IN-COMING GOVT.

  12. if they don’t want to disburse the youth empowerment funds now,when will they?in the next budget?maybe these are funds they are using for the elections since, according to them, the funds are coming from non-priority areas and this govt thinks issues to do with the youth are non-priority.Shame on you MMD.

  14. This is exactly the plot. CEEC are struggling to get formated and yet Zambians are being folled with farcical price reductions. Can’t you see through the whole farce? a true leader would have concentrated on issues of economic siginificance by order of priority. Not appeasement.

CEEC will not benefit anyone, more politicks than deliverbles, KUYA BEBELE, i have been there, how can CEEC take forever and when they are “ready” we are told they are identifying banks to be disbursing money, they are just inceasiang transaction costs, by the time they are ready only 2% of the money will be available, divide that by 9 provinces = national plunder, BANE TIYENI MU BWATO!!!!!!     If you receive the money I expect you to pay me a nice sum for helping you to get access to the address and the application form. Or have you ever seen somebody here doing something for free??? I have not.

  18. Agree with you Juicy – what is needed more is volunteerism – that means doing things for free – without payment!!!!! A country like Zambia needs Volunteers badly. So People, go and volunteer where there is need. Ask yourself what you can do to bring your country forward.

  19. “Peter asked Vice-President Banda to forgive all those who voted against him”. Why the word ‘FORGIVE’? Not everyone can vote for one candidate. If no people are opposing you, the know there is something wrong with you or the system or both. Please, read the post about the divisions in MMD.

  20. ceec should set a time frame, from when the application is made and when the applicate will know the outcome. it also appears ceec have;nt specified the type security(colloletal)which goes with every amount range applied.

  21. I think the government should put a time frame. and also the dead line of them receiveing the applications.It will help alot of people speed up their pushing in of forms.

  22. I hope the money will help the youths and not the gorvenment officials. I also hope that we the youths who are starting up our businesses will be farely consided just as much as the already existing companies. Because our government is the only source of help we have as Zambians. We can not be depending on other finacial institutions when our Government is capable of helping us.

  23. mmd is just becoming another unip what a mistake zambians have made. This money is only available to the relatives to the known figures alredy. for a common zambian ta access it is after the kwacha has lost value completely against a dollas possibly two years down the line does it make sense. Certainly not.
