PARLIAMENT has scrapped the responsibility allowance for constitutional office holders and drastically reduced the special and utility allowances in the revised emolument bills that were approved yesterday.

This was when the House passed the three amended emolument bills that seek to increase salaries and allowances for the president, ministers, deputy ministers, members of Parliament and other constitutional office holders.

The amended bills, which were subjected to a vote electronically, saw a significant reduction of the utility allowance while the salary still stood at 15 per cent increment.

The three bills, which had earlier passed through the House, were sent back after President Banda wrote a letter to the Speaker on November 7, asking Parliament to reconsider the bills, as they were costly to the Government in their old form.

Presenting the amended bills, Vice-President George Kunda said the treasury had insufficient funds to implement the earlier proposed allowances, hence the need to amend the bills.

Mr Kunda said the Government had spent huge sums of money to conduct the October 30 presidential election and expenses towards the State funeral of late president Mwanawasa.

According to the amended Presidential Emolument Bill number 18 of 2008, the President’s special annual allowance of K157,210,523 had been reduced to K59,194,734 while the annual responsibility allowance of K150 million was scrapped.

The salary of the president has been increased by 15 per cent and would now annually be pegged at K164, 120, 016.

The vice-president’s annual salary would be K99,227,544 while the special allowance had been reduced to K33, 886,567 from K 94, 119, 870. The responsibility allowance of K90 million has been scrapped and the utility allowance was now K26, 680,000 from K66,400,000.

The deputy speaker, Cabinet minister, the chief whip, leaders of opposition would get an annual salary of K75, 117, 124, special allowance of K26, 382, 673 instead of K64, 412, 182. The utility allowance for the same category of officers is now K26, 680,000 from K66, 400,000.

Back benchers would get an annual salary of K70,161,239, special allowance at K19, 165,615 instead of K66 million. The utility allowance annually was pegged at K26, 680,000 instead of K66, 400,000.

Deputy ministers would get an annual salary increment of K70, 953,196, the special allowance of K24, 107,904 instead of K61, 448, 092 and utility allowance of K26, 680,000 other than earlier proposed K66, 400,000.

The constitutional office amendment Bill now states that the secretary to the Cabinet would get an annual salary increment of K159, 340, 959 and a responsibility allowance of K48, 300,000 annually instead of K80 million.

The Attorney General would get annual salary increment of K135, 485,950 and responsibility allowance of K41, 400,000 annually instead K80 million.

And the Speaker of the National Assembly told the House the three bills were passed with more than two thirds of the majority votes which was done electronically.

Red through these numbers and stop being blinded by the myopic POST. This is actually a good saving for our tax money. RB allownaces have been slashed by 250 million and what is 15% of his salary compared to this. I hate RB, but I think this move is encouraging. To be fare guys if you are getting K70million a year in the private sector and you are still young start thinking of going to school while you still can.the average salary for a junior executive these days is around K185million a year and that is without allowances. infact in most parastatals in Zambia the salary of a graduate engineer strait from school is about K109 million a year only that he doesnt have so much allowances. so those big guys complaining in the newspapers we must ask them how much they get.Lets just go to school if we can guys or else we will just be complaining and going nowhere.

  27. Have you noticed the harmonius way MPs agree when it comes to their outrages salaries. No insults, no name calling, no wild punches, its all smiles, love and unity. When discussing their allowances, you wouldnt know who is MMD, UPND, Independent, even the usually loud mouthed, violet PF members become timid and tame.
    You wouldnt know there is Kambili, Mumbi Phiri or Guy Scot in the house. no walk outs, shame on you all.

  29. I personally think these salaries are ok. They should now look at the car loans they give themselves at near zero interest. Most of these chaps live beyond their means and provide a bad example to the young generation. I met Peter Daka last weekend driving a Range Rover Vogue – for a public figure that’s criminal. Even the donors that give us money for development don’t drive such vehicles – what vanity!

  37. Be reasonable and fair; the public service workers got the exact same increment of 15% and that is what was used as a benchmark. RB never lied to anyone, he said he would send the pre election increments back to Parliament for review. Let us not condemn everything done just because we hate RB and MMD so much.

  38. The post is just against RB whether he does something right or wrong, anyhow let us see why this is a cheaper option for the country. The President has two options, to approve this bill and make it law or dissolve parliament and call for a new general election, because he cannot refer a bill back to parliament more than two times without signing it. So it is up to us to understand this and these are the questions we should be asking before the election for politicians to explian or simply read the constitution, it is a public document. Even if Sata or HH won, unless the bill was withdrawn by a motion in parliament, these are the same options they would have had.

The Zambians’ concern is that how can the Mps and Government Ministers increase their Salaries at the expense of ordinary Zambians who can not afford three meals a day. Lecturers,Doctors, Civil Servants etc have been asking for salary increments but to no avail. Do these people think they are more special than the people they claim to serve?.   71. #69 do you know why councils are not performing well. its because the councilors( politicians running councils including the mayor) get too little and only people from bus stations with nothing to do get attracted to contest those elections. This is the very reason politicians at district level are mostly uneducated. if you want the mayor to be town planner by proffession then there must be a good package, otherwise who will be intersted. So for now a 15% increament on the mayor and his councilors Salary wont change anything and he will continue selling plots in Bars and tarvens.

  77. There is no way a reasonable cabinet can start work by increasing salaries for itself before settling down to reduce the mounting tension resulting from the disputed election results. These guys just want to ammass wealth at the expense of the poor Zambians. Our Pay As You Earn (PAYE)is too much for an average worker in Zambia who carries the yoke economic recovery.     Kenya however proves that higher remuneration doesnt stop the theft of public funds but it does bring a level of dignity.

  156. The problem is that the qualification to be president or minister needs to be revised such that you need first of all a bachelors degree and have substantial amount of money to stand this way when one is in office they are not preoccupied with getting rich.

Some Parastatal CEOs who report to Ministers actuaaly get far much more money than the ministers. I will not be shocked if our President is not the lowest paid President in Africa.     The commissioner General of ZRA, the BOZ governor etc get more than K100million per month and yet this is the minister of finance’s monthly salary to whom they report. This is not to suggest that ministers salaries should should be pegged at a higher rate than their juniors but probably the other way round.

While I agree with the thought that these increments are untimely as most parliamentarians around the world are currently discussing issues of the global financial crisis and finding ways of getting solutions to the same. On the other hand the Zambian Parliamentarians are busy discussing their pay rise. This is complettely dissappointing.
    However, I dont agree with those of you who were injured by the just ended elections and so you want to blame everything on the MMD when your MPs are busy voting for the increments in the house. only 25 MPs have voted against, why the blame on the MMD.   181. If we analysed critically, the amounts they are showing us are actually the amounts they have added on top of their salaries. They try to make it seem as if they are getting very little when in fact they are getting much more money in salaries and allowances.

    What capacity do we have in our parliament to analyse the global slow down? I am sure they do not think it will affect them or Zambia. They think it is the western world problem. I do not think they have a plan in place. What a country, the first thing the President does is to signs his salary increment and we are happy about it.   187. Much as the president’s pay appears to be large annually I took out a calculator and converted it to forein currency and it comes to only about 34000 pound sterling or about 53000 dollars. As an annual salary compared to other countries this is less than what an average footballer gets in a week in most leagues in Europe. For a head of state this is quite average. It is only that our country is poor and every one is underpaid and under worked that we think is is big money. I believe RB is earning less than the Executive Diretors at Barclays or any other big company. The parliament must now consider a minimum wage of all grz employees to be at least 3 million kwacha.

    Review of conditions of service is a rolling programme and it comes and goes. This cycle started when LPM was around. These guys are just finalising it. This would have happened even if LPM had not died.
    On the English issue, salary is increased by 15% to K164,120,016 means ‘exactly what it says on the tin’. In maths terms the equation would be: (15/100 * X) + X = 164120016. (where X is the old salary). Solving for X gives K142,713,057.39 as the previous salary.

  200. Points to consider; i) £2000 may buy more in Zambia than it does in the UK ii) What is Zambia’s GDP? What levels of spending can be afforded in relation to this GDP? iii) Is 15% of a civil servant’s salary the same as 15% of a higher salary? iv) I am not an economist, but perhaps someone who is, should enlighten us on the above.

    Lastly, being a politician does not necessarily entitle one to gigantic perks. That is why other people more eminently qualified with experience and generating wealth in their work, are able to earn more.
