Government introduces Code of Conduct for Civil Servants

Government will tomorrow launch the inaugural Code of Ethics for the Zambian public service.

Secretary to the Cabinet Joshua Kanganja says the Code of Ethics for the public service will enable public service employees execute their duties with efficiency and effectiveness whilst exhibiting high moral values through exemplary conduct both on and off duty.

Dr. Kanganja, who announced this in Lusaka today, said it is government’s commitment to inculcate a sense of values and to have an efficient, loyal and hardworking civil service.

He explained that the Code of Ethics outlines broad principles of basic values and behavioral standards that call for a high level of ethical conduct by public service employees.

Dr. Kanganja the Code of Ethics is further designed to enhance public confidence in the public service and urged the public service employees to comply with the Code in order to renew their commitment towards enhancing public confidence.

He explained that by doing so the public service employees will contribute to the delivery of quality services to the people of Zambia.

Dr. Kanganja pointed out that unlike in the early 70s, government now has immense challenges hence the need for public service employees to change their attitude towards work.

The Secretary to the Cabinet however noted that both the public service employees and members of the public have a duty towards national building.

He pointed out that there can not be an efficient and effective public service if members of the public condone corrupt practices.

Dr. Kanganja said after the launch of the Code of ethics, government will embark on sensitization period of the contents of the document.

Meanwhile, Dr. Kanganja has said entry into the Public Service should be competitive and transparency.

He said those qualified should be given chance to serve the people of Zambia in the public service and warned that there should be no manipulation of things by those in influential positions to employ relatives and friends who are not qualified.

The Secretary to the Cabinet advised that employing wrong people has implications such as difficulties in removing them.

He assured that as the economy grows, government will give public service employees competitive packages saying it is sad that government spends huge sums of money educating and training people in the public service who later leave the service for other countries.

  1. That is certainly a positive step. This is what we want!.

    As Dr Kanganja is trying hard to contribute positively to our country, the other guys should be seen to change their behaviors, especially the police. I think police force could be the most corrupt part of the govenment, and those Zambia Revenue workers. Especially the livingstone one. Those crroks should be shown how to just work and earn their salaries properly.

  2. Secondly people with bad records, like drug traffiking should not be alowed to work in government. No not at any level. This includes ministers. You demoralize us when we see that you still their in government just waiting for another opprotunity to swindle the country.

    Some are even non-repentant but very old people. You give a bad example.

  3. In all these countries that are developed and some that doing well, there is always a sense of trust that make people dynamic and they become proud to do more for their countries. This is the thing we have never had in Zambia. This countries has good people who are always cheated by crooks. That is the reason there is no moral. People can even vote. How do you even feel to move among people who you cheated and they even know /????? Please engage people even those in oposition. It is our country and only yours……………..????????????????

  4. PEOPLE WORKING IN GRZ SHOULD RETIRE AS WELL.SO MANY OLD TIRED MEN AND WOMEN WORKING IN GRZ.MAKA MAKA MA PS.WE NEED YOUNG ENERGETIC RISING STARS IN THOSE POSITIONS.BA SIKANETA,BA KAPULU ETC MUST GO.

  5. Better performance, no corruption and people staying in the country will only happen if they get enough money, finish.

  6. for your passport to be leady in 1wk, i need something, aloso i need to give my boss a some thing. Because it usually take 3 months, but becuse i know you need it soon, 1 can talk to my brothers to feel sorre for you and may be the situation can be quick. Even 300 pin can be enough becuase those chaps are taking too much a lisk. Only becuase you need your passport for emergency i will talk to them.

  7. Its nice to talk about code of ethics both at work and at home. But the bottom line is: How do you enforce it? If you find a permanent secretary drinking and shouting in Kalingalinga, do you bring that up as a case the follwing day at work? A case in point was the behaviour of late Remmy Mushota, the man had very bad manners but there he was, appointed as a minister by a man of his ilk.

  9. Guys, have heard about the new passport thing. I have never heard of a country that charges so much for a passport. I think it is the most expensive passport in the entire world.

  10. Ciao is right! drug barons still in Government.They are the ones who made Zambians start needing visa to go to UK and the USA.The govt does’nt mind if they have self confessed drug dealers. YES! great grannies are still in offices leaving no jobs for their children,grandchildren and great grand children. SHAME

  11. The problem is that most public servants think that they are doing the public a favour, and that serving you is not their main job. On the whole us Africans are never trust worthy.

    Until overcome this colonial attitude of thinking that government is a body we nothing to do with, Niva boma attitude, come year 3000, we will still be in some or worse position.

  14. thats a good initiative beening put in place, if both parties
    co-oporate i.e (public and civil service) this will give birth to a new culture. An culture of “effeciency” can in the medium to long term produce an effective service. Reduction of operational costs can be expected therewith..the benefits are immense.. go for it..

What they need is change of attitude and be motivated.The public service including the defence n police is full of tired and retired bosses on contracts.Others have been on contracts for more than three years.They spend government resources and time finishing their houses and developing farms.For them,its time to recover from their wasted past years.How can this economy grow?

  17. every time that i have an appointment with any GRZ OFFICE or let alone any parastatal i get shivers because you never get anything when you want it.here in the private sector breach of COC results in severe penalties.
    It would be interestin to read and watch the COC in action if its not mere rhetoria

  18. that secretary to the cabinet, joshua kanjanga is wating our time. a long time ago there used to be the general orders and the financial regulations which all civil servants used to read. when king freddy came to power, he got rid of all these important documents. kleptomanic tendencies soon crept in.

  20. What is the game Dr Kanganja? Code of conduct for civil servants so that they can be harassed more by corrupt politicians? Control the corrupt politians at the same time so that they do not try to pass on that HIV/AIDS to the intimidated, helpless female civil servants at their hands for example. That VJ is a hopeless politician when he sees a skirt. He rigs anything in his way.

  21. As part of the code of conduct, we shall ban reading of nespapers during working hours. Furthermore, we shall breatherise all PS every morning and ban those who smell alcohol in the morning and come with brick red eyes. Female officers shall not be allowed to wear mini skirts or wear very high heeled shows that make noise in the corridors. No public officer shall leave work before the head of dept leaves. All sexual relationships must be officially declared to HOD.

  24. In a home ethics including morals and values start from parents then down to children. Same in government what do u learn from Election Riggers, former Drug pushers and higly corrupt leaders. Kanjanga need to discuss this with the Presido. Don’t just go fixing junior officers this should be for all in GRZ.
    We have seen selective prosecuting by Task Force even getting to use ZRA.

  27. This is not something new. If you work in government you know there are general orders – remember those left overs from the British colonial governement. So this whole idea of ‘reinventing the wheel’ so to say is a waste of time. This sec to the cabinet is past his usefulness as many ps who have reached retirement and are now hanging on contracts drawing huge commissions and gratuities and renew their contracts. There is no way we can progress with this type of leadership. It is really sad that this country has and continues to retrogress and this is one reason why…

  28. between ysterday and today there has been about five road mishaps on the dual cariage way .thre of which are heavy truck .Take extra care as we drive on our ZED ROADS and make sure we aim our vision high enough.Too many new drivers also kuno ku CB AND A BIT OF UTU MA BARCLAY LOANS.

The economics of 1964 are in the archives? Everything is progressive and dynamic! If you cant upgrade, you are shunted in the museum!   32. I doubt whether this will be achieved. Civil service is no longer a civil service it is political service. The PSs used to come from file and ranks but now only party cadres are appointed in these positions. We can only change if may be our government in waiting takes over in 2011 then public affairs will be run in professional manner for now it is talk shop. let us wait and see. Sa sita ni kuisefela.

Those who know Dr Kanganja know he is one of the most incoruptable civil servant you will ever know, sad that he works in a very difficult environment, where it is politicians that have the real power and influence. Dr Kanganja dont give up. We may not be home but those of us that know you, hold you in very high esteem, character and reputation is more important than riches acquired corruptly.

  36. I just wished KK could be back. I can’t imagine people like Sata even thinking of the presidency. KK was a special leader in many ways – his only crime – he overstayed!! I simply have so much respect for vision which still governs Zambia today. Chiluba tried to destroy it but failed lamentably. Waikatako wapya! Good ideas live beyond individuals – KK forever.

  37. Let me advise you for free that the Secretary to the Cabinet (SC)

    1. is a tribalist and that is why he has promoted a lot of his tribemen.

    2. employing people in the civil service is done corruptly and only realtives of influential people are employed. SC is aware of this.

    3. For you to be Permanent Secretary (PS) you have to be a boot licker and that is why most highly trained people leave the civil service. Most PS are passed the age of 55 including Dr Kanganja (SC) because they know how to lick the boots of the powers that be.

  38. Code of Ethics are not Bye-laws.Its just committment to uphold certain values.
    In Boma i dont think it will amount to anything coz the workers are highly demotivated.

  39. I hope it includes such important issues as proffessionalism diversity and accounatbility, creativity and personal development. A periodical performance appraisal to inform them of their weak and strong points for improvement

  40. It would be useful to put the document in the public domain, so that as members of the public, we know what to expect from the public service workers.
