ADB gives Zambia a $24m loan

The African Development Bank (ADB) has given Zambia a US$24 million concessional loan for budgetary support for next year and 2010.
The loan, whose agreement was signed by ADB and the Government in Lusaka yesterday, was awarded to Zambia under the Second Poverty Reduction Budget Support Programme.
Finance and National Planning Minister, Situmbeko Musokotwane signed for Zambia while ADB resident representative, Vivienne Apopo signed for the bank.
The duo also signed the financing agreement for the Africa Legal Facility.
Dr Musokotwane said the $24 million which would be disbursed in two equal tranches would go towards supporting some of the on-going projects.
“The specific goal of these funds is to contribute to economic growth and poverty reduction through the provision of an enabling environment for private sector development.
“The funds will be disbursed in two tranches of equal amounts. One tranche will come in 2009 and the other will come through in 2010,” Dr Musokotwane said.
He said the Government had been implementing a number of development programmes in the last few years under the Fifth National Development Programme using finances from domestic sources and cooperating partners.
On the African Legal Facility, Dr Musokotwane said the facility was born following the declaration of African finance ministers in 2003 on aid, debt, the International Monetary Fund and HIV/AIDS.
The objective of the facility, he said, was to help heavily indebted poor countries in Africa to address the problem of creditors and enhance negotiation capacity for complex commercial, investment and other transactions.
“The Africa Legal Facility to be established shall be an international institution with full judicial personality under the law of the states who sign the agreement, Zambia inclusive,” he said.
Ms Apopo said the loan signed yesterday would help create a conducive and cost-effective business environment for the private sector, and accountable management and use of public resources.
She said the ADB had made financing commitment to Zambia amounting to $980 million and an additional $387 million was provided as debt relief since the 1970s.
For the Africa Legal Facility, Ms Apopo said the facility would provide legal advice to African countries faced with litigation and noted that countries through suits instituted by vulture funds had paid out about $700 million.
“A case in point in Zambia is the recent case of Donegal Vs Zambia in which judgment was awarded to Zambia,” she said.

  13. Unless a loan is used in some production venture with positive returns, it simply cannot be repaid. just how do you contract a loan for legal, or even financial advice. We should not be surprised that very soon despite all the debt relief we have gotten so far we end up with another unsustainable debt. There must a transparent approval and monitoring mechanism for such loans. International lenders should not give money to countries that do not have such systems in place.

Why do there go to get loans when they don’t even know what the loan is for and instead they just coin useless terms as poverty eradication. Why can’t we keep things simple and let parliament approve before we go looking for a loan. For example

    1) We want to build a road to Some farming area
    2) Why do we need this road is will it grow our economy, let debate in parliament
    2) How much would it cost, do we have the money, how can we raise the money, how would we repay this money
    4)If this is debated then lets go borrow from World bank or whoever

The world dumped and forced loans on developing nations and the rest is history and they are doing it again. We seem not to learn. It’s even embarrassing that despite RB being party of the 70s disaster, he is still repeating the same mistake and in 20 years you will start another debt forgiveness nonsense. What is up with this leadership? They can’t even use their experience. This is sad indeed.

  34. I am suprised that we have continued to contract loans after some old and unfairly obtained loans were written off. When is Zambia going to fund its budget 100%? In 2008 budget, 8% was funded by external funders. Can someone out there tell me what this $24million plus other loans meant for budget support amount to in percentage term? If it will be more than 8%, then RB is slowly but surely taking this country down to stinking poverty and begging.

If you are a learned Zambian as I expect pipo on this forum to be, then you will know about the FIFTH NATIONAL DEVELOPMENT PROGRAMME (FNDP). Dr Situmbeko has explained that this loan will be used to finance some specific activities outlined in the FNDP. Or do we have grade 4 drop outs on this forum?

  66. Ladies and gentlemen i believe we all have past through grade four and can remember some of our classmates unlike some other “persons” we know. If so then we should have read the reason why this loan has been obtained in the second paragraph of this article.It is not wrong to “borrow to create wealth” at personal level as well as at National level. So some of the areas interms of poverty reduction are: the Fertiliser support prograame; Feeder roads works, CDF etc. All this is there in the FNDP. All we need is to keep our govt on its toes so that this monies are utilised for its purpose. We can ensure this by making sure that even our contributions on this blog are objective. Also NGO and other stakeholders should also come in with intelligent analysis and contributions and not were MPs walkout at every issue and later on come to vote for a bill. Also us professional guys through our professional bodies should seriously engage governmet on matters of this nature. Like on this one I expect, Economic ass. of Zed, Accountants, Lawyer etc to come in and push in there great ideas. Also political parties should come in not just making noise in news papers. Lets get to work and build Zambia. I also believe we can finance our own budget just from our God given precious metals lying beneath and around Lamba land. But that again needs changing some of our laws and our mindset especially the way we conduct our businesses. Look at Zambian suppliers to the mines how they spend their money once paid.Partnership amongst ourselves is not yet in us but I believe we can move on from this slumber. I wish Zambia well.

    That is great contribution and I believe that is the way forward. The most urgent thing is to educate some of out Opposition Leaders about what offering ‘checks and balances’ actually means. It certainly does not mean shouting on every hill top ‘Pabwatooo’ Neither does it mean ‘wrongly indulging’in excesses of misapplied and misinterpreted understandings of our civil liberties at the expense of national development.

  69. If we put the money to good use and create wealth- well and good. I obtained a loan ( only K30m ) from a bank four years ago. I invested it in an agro-processing and poultry business. Today , I employ 10 people and I have a monthly turn-over of K35m. I operate only on a small scale but this enabled be pay back my loan in two years time.Ofcourse, Iam strict on financial controls and ensure that the money is re-invested in my business. If we as Zambians can be financially displined, we can make good use of these loans. We therefore need the opposition to monitor the use of this money by the MMD. HH is an economist and it should be easy for him to check what RB is doing.

But alas! the number of poor pipo keeps growing. Where indeed does the money meant for poverty reduction go to? to answer the question partially, look at the many conferences, workshops and seminars going on in govt depts, councils, NGOs? They are always ‘building capacity’ in these institutions to handle poverty. What capacity do you need to know that people are hungry, poor, jobless or sick before you can act? But if you ask me the Zambian govt has been over-capacitated so much that is can no longer function!
