Sweden to assist NCC

The Swedish government has promised to assist the National Constitutional Conference (NCC) in quickening the constitution making process in Zambia.

This follows the earlier information given to the Swedish Ambassador to Zambia by the NCC chairperson, Chifumu Banda, that the NCC was facing financial problems to publish the report and draft constitution to the public for 60 consecutive days as required by law.

Swedish Ambassador to Zambia, Lars Ronnas said this when he paid a courtesy call on Mr. Banda at Mulungushi International Conference Center (MICC) today.

Mr. Ronnas said his government would mobilize more funds for assisting the NCC through the European Union (EU), which his country currently head in Zambia.

He said he had taken keen interest in Zambia’s constitution making process but expressed concern over the budgetary constraints the NCC was going to face at the stage disseminating its report and draft constitution to the people of Zambia.

Mr. Banda said the report and draft constitution needed to be translated into Zambia’s local languages and brail for the blind people.

Mr. Banda said this would increase legitimacy of the new constitution documents.

He has since appealed to the donor community to come to the rescue of the NCC to enable it reach its mandate.

    Thank you Sweden. Your help will be very much appreciated especially the quickening of the end of NCC so that we can have a new Constitution by 2011 tripartite elections.

    govt has enuf money for that, just that they feel its a waste of money. see how quick they issue money when one of them needs evacuation to SA

  3. #4 Foxy, we didn’t beg. The EU has already voluntarily set aside funds to support democracy in Africa. We Africans working here actually pay tax for that! So this is OUR money, if you like.:)

    Jamaco, what do u understand by that statement, the chairperson personally made it known that the NCC was facing probs. thats an indirect way of begging

  11. Poverty mentality is killing us in Zambia.Why should we always ask for donor aid even for small things like printing the constitution?This mentality is disgusting and we need an atitude change.awe namuchilamo nobuchushi mwe! As if its an honor to be poor.

  12. Fellow bloggers,am of the view that Zambians in the diaspora should also be given access to the draft constitution by putting it on the NCC website.This way,we ll be able to contribute to the constitusion making process just like our brothers and sisters back home.What do u think?

    Were in this wide world have you ever seen a foreign country dictating what to put in the national consitution of another country. Does Zambia really have intellctuals who can be consaulted when there is an impase in which further progression in imposible? Sometimes I feel embarased to be a Zambian. Stinky useless govt. CRAP!!!

  18. A cost benefit analysis needs to be carried out on the NCC and each individual participant. Major amendments have not been adopted such as the 50+1, the President to have a running mate, Dual citizenship etc. What amendments have they adopted so far that will benefit the Zambian citizens,who are they really representing?A critical analysis needs to carried out on this NCC and the participants.

Chifumu Banda and his minnions will have more allowances once they receive the money, more over it won’t come from govrnment coffers, there will be no control. i don’t think these guys are representing us or their pockets.So far at NCC i have never heard someone talking about an ordinaly,poor zambian who have suffered for too long,. there are busy drinking nice coffee for doing nothing. ~o)~o)~o)~o)~o)~o)~o)~o)~o)~o)~o)

  20. Sweden please do us (Zambians), a favour. You do the job yourselves. Pay for the printing and everything else that needs to be done. Dont give these useless chaps the money. It will be diverted to paying themselves allowances.

This is all crap the NCC people are just enjopying tax payers money without something tagible i haven’t heard anything constructive since they started that thing they just argue day in day out, that money from sweden will just go straigt into their pockets without considering the draft constitution they are their to enrich themselves.
