Mpombo asks Parley to approve Budget

Defence Minister, George Mpombo, has asked Parliament to approve the 2009 National Budget without delay to facilitate the country’s timely response to effects of the current global economic meltdown and called those not supporting the budget as political nonsense.

Deputy Speaker of the National Assembly, Mutale Nalumango, ordered Mr. Mpombo to withdrawal the word ‘political nonsense’ .

Mr Mpombo, who complied with the order, replaced the unparliamentary word of ‘political nonsense’ with ‘political foodology’ as an act of not supporting the budget.

Mr Mpombo, however, continued to create laughter in the House when he maintained the usage of bombastic words in his debate.

Mr Mpombo, who is also Kafulafuta Member of Parliament, warned that failure to approve the budget in good time would make it difficult to effectively confront the negative effects of the global economic recession on the people of Zambia.

Contributing to the debate on estimates of revenue and expenditure for 2009 in parliament today, Mr. Mpombo said this year’s national budget gives hope and direction for the Zambian economy as it spells out measures of countering the economic crisis.

Mr. Mpombo urged the MPs and other key stakeholders to support government in implementing the budget, adding that that the economic crisis has not spared even giant economies, hence appealed to stakeholders not to despair.

He said government has embarked on an economic diversification programme in an effort to shift dependance on mining to other sectors such as tourism and agriculture.

He said government through the Ministry of Finance and National Planning released over K100 billion to the agricultural sector for facilitating the livestock and Fertiliser Support Programme, FSP, to encourage small scale farmers to scale up production.

  3. I think Mpombo’s request is justified. Everyone else around the globe is acting swiftly to introduce short or long-term measures necessitated by the current downturn of the global economy.
    If we don’t act quick enough aswell, we might find ourselves unable to face the challenges ahead.

  9. I think Maestro is only bold enough to attack Bembas on the blog. Bushe nga twamumona in person, would he have the guts to say such things about us? [-x I doubt.

    Elo kabili calinkalipa sana to see how he wants to paint a bad picture of Bembas in our neighbouring countries. Thats a very f..lish thing to do!
    Can’t he see how he is tarnishing the image of the whole country? I have never heard any foreigner say that Tongas behave better than Bembas. They always generalise us as ZAMBIANS.
    When will our brother Maestro ever realise this???~X(

  11. Although what he is saying is true, I wonder where mpombo gets his words. The man keeps mutilating the Queens language. He seems to think that you can only communicate if you use big words or funny expressions, even where simple language will do. He is a clown indeed.

  23. Parley should not be rushed into approving the budget until the issue of funding social sectors such as roads has been resolved. By the way, it is time we stopped clustering roads into the social sector. Roads are an important part of the economic sector that cannot be ignored. Without a good road network, the economy suffers. I am talking about transportation of people and goods (agricultural,mining, and so on). Civil society must petition govt on this matter.

  26. Wait a minute guys, Mpombo is not capable like many other mps or ministers of say something right. He meant to say the same words Obama has been teling congress. So ba Mpombo just read that statement and added “nonsense”. What he said was an obvious thing except that he lied again at the end. Zambia is really axegerating this economic crisis. This thing called Zambia is a small country just like any others in the region. However, it is only the Kwacha that has devalued to the extreem. Others currencies are relatively stable. This shows that, these guys dont actially know that crooks are using the crisis as pretxt (Speculation Volatility)to externalising money and money??? scare invester?

  27. what budget? the idea of having a budget is to plan your spending according to allocations, but when you spend like f.ools its a waste of time debating that peice of c.rap. you are already spending , so keep on spending!!!

You could do well doing some write up of say a book on say “The Cultural Dispositions of Zambians from the South and the North” Once again, great imagination and write up, keep on dreaming. As for the Gazelle above, I have nothing except to say that the speech is too good to come from him. He regurgitated it and then missed the description of those who opposed the budget. He should have said ” those who are opposing it are political opponents whose ideologies take an upper hand in trying to score points for the 2011 general elections” rather than they are political nonsense.
