LCC, Manda Hill case with lawyers

THE Lusaka City Council (LCC) has handed over the case in which it is embroid in a controversy surrounding Manda Hill Shopping Centre extension to its lawyers.

But Manda Hill Centre manger, Charity Banage said LCC had not given them a feedback on their recent requests.

LCC public relations manager, Chanda Mankanta said in an interview in Lusaka yesterday that the issue of Manda Hill extension was complex and required experts at this stage.

“It is a complex issue, what we have done now is to hand it over the matter to our lawyers. It is complicated,” she said.

When contacted, Ms Banage said Manda management had not yet received any feedback from the local authority.

Recently, President Banda directed Local Government and Housing Minister, Ben Tetamashimba to intervene in the matter of the Manda Hill and LCC to ensure the expansion went ahead.

According to the plans, 11,000 square metres were to be added to the existing centre through various extensions including 30 stores.

The stalled expansion and redesigning programme was initially, expected to be completed this year.
HBW Group of South Africa, owners of Manda Hill Centre last month announced that it found the continued wrangling over the proposed development frustrating.

The firm insists that LCC had wrongfully continued to claim that it was the owner of a portion of land at Manda Hill Centre which management had intended to use for extension of the shopping centre.

  1. Hi ZZoe. I suppose its just you and me. It feel like the world has come to an end if these no one commenting on LT ne? People are not used to this new LT maybe

    • Agree there are too many stories – its hard to tell which is the current one. But still this new design has its good points

  2. Some of this wrangles do not make sense, what does the LCC intend to do with the same piece of land they do not want developed by Manda Hill? They have enough land which is just growing grass and have no intentions of developing, so let people with good use of these lands develop them. Go Manda Hill expand it.

    • I agree big time cause really Zambia lets not be posessive over nothing, Manda Hill genuinely needs that land for expansion and its not like they have failed us in keeping Zambia clean, they have really brought development so LCC should just find another way of sorting out this case but definately give out that land to Mandahill.

  3. Let Manda hill develop this land in question. Sooner or later squatters will take over and contribute dirty to the already infested city.I see no reason why LCC keeps on holding to the land which they have no intentions of developing! This is being difficult for nothing.

  4. What i have come to learn from the bloggers is that they are not keen on commenting on Times of Zambia / Daily Mail type of news stories. LT should move with time and provide us with thrilling stories even if it is a Zanis/Zana etc rooted site.

  5. # 8 Anonymous, The two papers that you have mentioned are always pro government. We want the paper that digs deeper. what thrilling stories are contend in the papers that you talking about?

  6. infrastracture development is very important. Let them develop and atleast creat some jobs for the many Zambians who are doing nothing. This will also help decongest town and lessen traffic into town if more of such mallscould be built.

    • But maybe thats LCC point exactly. there is always congestion around Manda hill and expanding the mall will create a bottle neck. Let them look at another area than developing in an area that is already full. Watch when Zain open headquaters at junction it will be chaos. Sorry peeps but I am for LCC in this case

  7. If LCC is worried about space they should relocate the show grounds to allow developers build shopping centers and hotels at that place. The show ground is domant almost the whole year, why can’t it be relocated to makeni or Chinika ?

    • Additional problem is that Manda Hill developers had no foresight. They did not think Zambians needed entertainments so they just built an extremely basic shopping outlet. Then came Arcades now they are trying to presurise the Givt (seems they already have RB in their pocket) Again – I am behind LCC on this on. we should stop bending to the will of condensending corporations. Let them do greenfield and develope another area or go to Kitwe like Arcades

    • I dont think barring Manda Hill from developing on the premise that they did not have foresight is a good move. We all know the kind of economy Zambia was in FTJ’s days and we all know the risk involved.

      Let Manda Hill expand and let them compete with Arcades. Who knows, maybe even Arcades will expand and who knows…maybe Downtown Shopping mall and Crossroads shopping mall will also expand.

    • I second that. I think the showgrounds must become our second Business District and hotels, malls, offices, etc must be allowed to be in that area. There must be strict rules on building requirements…etc.

      A new showgrounds can than be located in a new area like the area where Adventure City is located.

  8. its about time they put these wrangles to rest. in my opinion both the LCC and ministry of lands are corrupt to the rafters. unless there is sumin for them they will always make business diffcult.

  9. It would be nice if the developer considered putting up another mall elsewhere with all the envisioned facilities that they are planning to bring to the “hill”
    Would also be a good decongestion plan for the constant mandahill heavy traffic

  10. May I take this opportunity to warn the Manda Hill owners that what they are trying to do is not acceptable to LCC. It has induced, for lack of a better word….a cultural shock in LCC councillors. Dear investors just look around what the LCC has allowed to be put up in Lusaka! As long as you insist on putting up glass structures in Lusaka the more disorientated and uncoooperative LCC will become. Please change your plans and tell them that you want to build a new market. This way you will be on the same wavelength. My dear investors LCC councillors are Komboni folks who like and worship markets because markets serve their people. Lusaka is their trashheap!

    • Its more like a Mifia shakedown. This whole thing will be resolved once someone’s pockets are “greased’ properly by the Manda Hill Developers!

  11. Honestly, i dont understand what LCC wants. In the first place traffic is so congested at the only entrance of Manda Hill. If Manda Hill is given the mentioned piece of land, they will decongest Great East Road cos they plan to open into the other road. there is nichekeleko here. I smell a rat

  12. these guys have been paid off by arcades to block the expansion…how can they allow the shed down the road and block the development of a modern structure. different day but same old…

  13. its when things like this happen when i feel like i was born in the wrong country.Manda hill management say the project will lead to the addition of 30 stores this is job creation and more tax for governement LCC also gets levy from employees so why not just let the project go ahead we shall all benefit in the long run.

  14. why so many things are happening in zambia,let them expand the mall,and create job 4 zambians,where was the LCC wen the ideal of expanding manda hill took place,wen the expansion is in proces thus wen thy want to show inn,ohhh come on zambias!!!!!!!!!!!!!!!

  15. the expansion is good plan but in the wrong place,other places should been considered for that plan to develop other places. to because once you have such a structure elsewhere other will definitely follow and at the end of the day you will see infrastructure development everywhere
