The tribunal set up to probe allegations of abuse of office and corruption against Communications and transport minister, Dora Siliya, has stalled.

The tribunal which was expected to begin receiving submissions on Monday morning could not proceed with business because members of the Civil Society have not yet hired a lawyer.

The civil society is party to the petition against Ms. Siliya.

Transparency international Zambia Executive Director, Goodwell Lungu has asked the chairperson of the Tribunal, Judge Dennis Chirwa, to adjourn the proceedings for another 48 hours to enable the civil society to find lawyers.

However, the adjournment of the proceedings displeased both Judge Chirwa and Ms. Siliya’s lawyer, Eric Silwamba.

And Judge Chirwa who is the Chairman of the Tribunal said he does not have powers to send Ms. Siliya on sabbatical leave or suspension pending the hearing of the allegations against her.

Judge Chirwa and Mr. Silwamba said the powers to appoint and disappoint a minister are the prerogative of the president.

They were responding to concerns by petitioner, William Harrington’s lawyer, Bonaventure Mutale, who argued that Ms. Siliya’s continuation as minister will render the tribunal as a sham.

Mr. Mutale said it is undesirable that Ms. Siliya continues as minister when the complainants in the tribunal have subpoenaed her subordinates to testify against the minister.

The tribunal has been set up in accordance with section 13 of the parliamentary and ministerial code of conduct after complaints by Mr. Harrington and 10 non governmental organizations.

Ms. Siliya is among other issues, accused of not following procedure when awarding contracts to an international firm to value ZAMTEL assets before the company is privatised.

  1. here we go again! only in Zambia! what a waste of tax payers money. the cheapest thing do would have been to fire Dora the explorer and we all live happily ever after!

    • Agree with you. You dont just fire someone just becoz some of these chaps worship Mmembe and think the Post is Gospel truth. What a batch of comedians…they want a tribunal and are not even prepared. they even request Dora to give them correspondence ….I thought they had all the facts. The Post sucks! and i wish these fououols could use thier thick skulls to think not to worshio me and fred my engel. Go huung

    • people people pa zed we need leaders that a straight en en can fast such delays are a waste of money en time i leave in a foreign country where such issues a worked on in days thus why will never develop fasting corruption when u a corrupt its impossible!!!!!

    • Complain en complain corruption is rooted to the people fighting it coz them are the nes corrupt so the whole system is died thus why my country zed can not develop i leave in a developed country for studies only en i pity my country man(leaders) who take years en years to sort out one issue. our leaders a corrupt hence fight corrupt is killing the innocent pipo.geeeeeeeeeeeeeeeeeee

  2. i wil be interested when a tribunal for the falling kwacha, abnormal meali meal prices and mine closers is set up!! not wasting resources and energy on a tribunal that was set up to shut the people up & stop them from preying further!!! i mean the government even supports it !!
    people think about it!!!! if this so called tribunal was not benfical to the people in power could they have allowed it……………….?

  3. The Civil Society needs 48 hours to find lawyers and these lawyers will be ready for the hearings? How much time do these lawyers need for them to get ready?
    I hope this will not lead to a waste of tax payers money.

    • I think these Civil Society are really useless , just fond chewing donor money. They knew about all this long time ago. Just good at talking and did not even believe this will happen and how do you really expect a lawyer to be ready in two days over this case. they should just stop wasting people’s time and money and stick to their NGOs..am digusted

    • Chinondo, these fellows never anticipated that the Presidency will ascent to the tribunal. They were expecting a tribunal in six (6) months!

  4. Dora and MMD are doomed those cerebrating her wrong doing and Nyamasoya have a very short lifespan. Its temporal, the long arm of the Law will catch up with them. Who new that Chiluba and his clonies could end up as… God only knows if they are real pastors? Only time ll tell for real.

    • I don’t think so my friend..with this civil society who still can’t find a lawyer. Dream on. Dora is really prepaid and just see the body language in the picture. She will walk free..these NGOs are disorganised ..it is all talk as usual

  6. Let justice prevail…iam only wondering why this whole thing will again have to drag for some moretime until it cools down. How did levy quickly pick that his minister (gladys) was wanting? cant RB do the same sure? drop her and when shes found innocent re-appoint her or send her into foreign mission, what ever. The fact that RB & GK have craving interest to defent Dora, makes me suspicious. I personally dont trust this govt anymore. MMD doesnt have the people’ s interest at heart. not me i dont need them but the poor man in the village will feel it after this term of office. sad!

  7. Civil society memebers are also not clean. They abuse resources and are getting rich in the name of working for justice. What we need is a total shake up of all sectors of our society.
    Lawyers are even among the worst in terms of corruption. The media is not an exception.

    • yes its up to us the so called ordinary people that have to mount pressure on the so called representatives. we need a critcal mass of citizens not just a few individuals. we all have to stand up and say no to this kind of gabbage.

  8. I am glad to hear that many Zambians are waking up to the reality of life. Our currency is going down due to Copper…says Rupiah. Know that Malawi and Tanzania are doing fine though they do not have copper mines. Their currency is prospering even competing with the dollar and Euro. Shame on us Zambians who claim to be educated people and yet we fail to understand how the economy works. America is busy building her economy and our economy is going down and nothing is put in place to protect it. I am ashamed of my own country!!!

  9. It is unbelieavable all the fussthat is being made about Dora. The only reason that this case as seen the light of day is because of the smear campaign by The Post. Shes has drawn the rath of Mmembe simply bcos she took a strong position against Zambian Airways in which the Post has a 30% operation and stands much to lose. As a director of both the Post and Zambian Airway’s Fred Mmembe know he will be found culpable once the veil of incorparation is lifted. There is not much to Dora’s case, so it is no wonder that a befitting lawyer can not be found to take a case against.   15. After all the hullabaloo of the last few weeks and the multitudes of lawyers in Zambia, the donor-funded civil society have been unable to hire a lawyer. Could it be that the lawyers they have consulted have studied the case and decided that it has no merit?
