Meeting nurses demands entails no drugs for hospitals, Simbao

GOVERNMENT says meeting improved conditions of service demands of striking nurses will entail hospitals and other health centres going without drugs for at least one or two months.

Minister of Health Kapembwa Simbao said this is because his ministry might be forced to obtain money from key areas such as provision of drugs and equipment to meet nurses’ demands.

“Everyone must understand that you can only move around the same money. If you undertake an activity that was not planned for, it means you have to move money from some other area to put into that activity.

And the only place where this money can be obtained from is the budget for drugs, equipment or infrastructure,” Mr Simbao said.

He said such reallocation of money will see hospitals go without drugs for at least one or two months.
“This is where we have a problem. For one or two months, hospitals might have no drugs,” Mr Simbao said.

He said this after touring the University Teaching Hospital (UTH) to check the situation at the institution.

Mr Simbao said if the Minister of Finance and National Planning, Situmbeko Musokotwane objects to the reallocation of money meant for drugs, equipment and infrastructure towards nurses’ demands, then the money might have to be sourced from other ministries.

He said the problem Government has is denying Zambians drugs and critical services to meet nurses’ demands.

“Should we deny people drugs, clinics and equipment? We have that big problem. Once we make that decision, some people will have to suffer,” he said.
Mr Simbao said nurses have not yet resumed work at UTH except for a few.[quote]

He said Government will continue talking to the nurses with the hope that they understand what Government is able to do for them at the moment.

“We have to continue talking to people. We must reach a position where it must be understood what, as Government, we can do,” he said.

Mr Simbao said his tour of UTH was meant to help him see what could be done about the situation at the hospital.

“I came to see how the hospital is being run so that I may be in a position to see what needs to be done,” he said.

Striking nurses have agreed to go back to work on condition that Government and their union leaders sign a commitment agreement that will indicate the time-frame in which their demands for improved conditions of service will be addressed.

Minister of Labour and Social Security Austin Liato said on Monday that Government will get back to the nurses and their unions over their demands for a commitment agreement.

  99. Rb was asked during the press breifing: why we have to seek medical services abroad (South Africa) especailly for ministers and other govrnment officials, instead of zambia.

    Rupiah bamba answered that if we sent people to our local hospital they would die. Thats why they are sent to South africa. He says every zambian has the right to access quality Health care. ( not in zambia I guess)

    He was also asked what he thinks about the Mobile Hospitals.
    Rupiah answered that the idea is good. He added that what was wrong was to leave out the other donors.

  100. If coditions of service are better for the nurses why do you Leaders go abroad for your medical needs? And don’t you go on strike as Ministers? Are you conditions worse than nurses? And why does it become an issue if civil servants want just a simple increament when you as ministers its just a walk over issue in less than a week your salaries allowances etc are increased in no time & its 5 times more than a nurses salary. Leaders lets be fair how i wish you knew God then only you would understand civil servants demands.

Increasing the wages of nurses does not have to come from reducing medicine in hospitals Solutions 1) Reduce management cost by outsourcing the hospital food dept, cleaning dept , maintenance of medical equipment department. Advantages a) This will make the budget constant. You know how much you pay the company each year . If they don’t deliver another company can take over. Additionally , allows ministry to concentrate on managing nurses, doctors and patients 2) Start using student doctors on nurses on things like reception, administrations for an unpaid 24 hr shift per week helps the human resource dept budget 3) Reduce the tax on doctors and nurses 4) Stop promoting the South African health system by flying important officials there emulates the fact we do not have good doctors in Z

Can we lease our teachers, doctors and nurses to other countries with a price tag ? 5) Hospital management pay should be based on achievement performance 6) Form a doctor and nurse society that can give ideas and suggestions on how we can improve Zambian health system. They know what is needed to improve this section we need their voices heard. 7) Companies in Zambia should have a mandatory amount from everyone’s wages that goes to the ministry of health directly thus help with the payment of wages to doctors and nurses 8) Have a section in Goverment hospitals that charges for things like private wards help subsidize for some payment

Also make the tailors sew the bedsheets. they sew complicated Zambian outfits they can do this within the Ministry of health. This eliminates uniform allowance and buying bedsheets for hospital beds. 10) Make it a trendy for the so called wealthy Zedians to make charity contributions to the hospitals.Make it public on TV , name a ward after them .

  111. Lastly11) Noticed RENT is expensive ..Zambian Goverment own the land . They can start building houses owned by the Zambian Ministry of health for doctors and nurses all over the country. Zambia has done this for some goverment officials. It is a good incentive for doctors and nurses if they do not have to pay rent. Make sure it is a good area not the compound

  115. chilipamushi retired .i remember him as a lecturer @cbu.i also took the interest to find out where he is from because of his name.i leant he is lamba .i can understand that he is retired .but one thing for sure is that there have retired an educated man .simbao is an engineer .electrical in particular .they should make him ceo of zesco ,not health matters.in his view of resources ,he thinks of things -medicine for example .typical engineering attitudes .if the hospital staff is not healthy -bad food ,bad accomodation,bad transport .how can u even think of what they will do at the hospital with good medicine ,good equipment .etc .i heard a lot about simbao ,iam reaaly worried .balipile kamudala your life depend on them unless u will be flown down here .
