The Anti-Voter Apathy Project has proposed to government,

through the Registrar of Societies, to create an independent body to be looking at the formation of new political parties.

AVAP Programmes Officer, Richwell Mulwani, said this will put to a stop the mushrooming number of political parties in the country.

Mr Mulwani said the current law where political parties are registered together with NGO’s by the Registrar of Societies, has resulted in the mushrooming of political parties in the country.[quote]

His comment comes in the wake of the official launch of yet another political party called the Forum for Democratic Alternatives (FDA) by former Works and Supply Minister, Ludwig Sondashi, in Kitwe yesterday.

He told ZANIS in Lusaka today that the body should, among other things, be tasked to monitor political parties and ensure that they meet the requirements before they could be registered.

Mr Mulwani said some political parties that were being formed in Zambia do not have the people’s backing and were only there to cause vote-splitting among the major parties.

He further appealed to the National Constitution Commission (NCC) to adopt a clause in the draft constitution that would allow a political party to have more than one thousand members before it could be registered.

He said having this type of laws in the constitution would automatically bar many of what he called family political parties that were just formed when few people came together.

Mr Mulwani said the constitution should be tough on formation of new political parties, adding that all of them should have members in all the 72 districts of the country before they are registered.

He also said political parties should have proper values and ideologies to enable them continue in existence even once a leader of a group resigns from them.
He suggested that leaders of different political parties should ensure that they provide their followers with vital information concerning the party constitutions to enable them make informed choices.

Mr Mulwani has, meanwhile, castigated Leftist Progressive Party Secretary General, James Lukuku, for disowning his party and joining Dr Sondashi’s new party.

He said people should not be allowed to form political parties anyhow, hence the need to have strong laws to prevent similar situations where parties are formed and abandoned.

  1. The irony calling on government which is run by a political party to curb other political parties, That is predatory behaviour. Why not leave it to demos Kratos and let the people decide on which parties should take centre stage. Imposing your own opinion as trying to make it pass as the will of the people to stop parties forming is very dictatorial.

  3. Mr Richwell Mulwani, that a democratic infringement . the best way to regulate these parties is for govt to start funding political parties.How? Ofcourse the amount should not be colossal realtive to our economy and political parties will ony qualify for funding,say,after getting a certain percentage in national elections.In this way small parties will find it hard to compete with already established political parties and people will be joining these existing parties.

  4. Zambia is a democratic country let people form parties when they want how they want where ever they want. Even MMD didnt start with the number of members that they have now, so i dont know what this bally is talking about. PF was the same thing, i remember how Sata failed lamentably in the first election PF took part in. Even cooperations never start with the millions they have, they all start small. Yes i dont like the vote splitting by these small parties, but then again, they are simply exercising their right. Democracy does have some evils and this one of them so lets deal with it.

As for Sondashi… he may be worse of that he was yesterday if not careful how he ‘invest’ in his party…. the good news for Madam Sondashi… your hubby is now a PRESIDENT OF HIS own party…so enjoy.

I like the suggestions that have been put forward especially “Mr Mulwani said the constitution should be tough on formation of new political parties, adding that all of them should have members in all the 72 districts of the country before they are registered“, but my recommendation is that the members should be in the 150 constituencies and not the 72 Districts of Zambia.

    Otherwise, let the NCC consider changing the Constituencies to Districts or vice versa so that our councils can serve the Zambian people effectively. I thoughts are that the 150 Constituencies must be scaled down to just 72 Districts. This will entail that we only need 72 MPs. A lower house Parliament of 2 representatives from each of the 9 Provinces can then be made up oversee provincial matters.

    The total number of elected people will then come to 90 (72 MPs and 18 Provincial Representatives). The the President can be allowed to appoint 10 MPs in the custom manner so that Parliament has about 100 representatives.

    Such will cut down the now 150 MPs that are wasting GRZ money.

    The President can then be allowed to appoint deputy Ministers and Ministers from the opposition also so that we stop our current politics of poverty.

    Thus, the start up of parties will require had work in all the 72 Districts/Constituencies.

    On another note, I am very sad with the behaviour of James Likuku but wish him well with FDA and its leader Dr Sondashi. The best the two would have done is to merger their currently insignificant political parties.

  13. Extremely good points by Mr Mulwani to back his suggestion.
    I further suggest that: 1) the party should be monitored by the commission for 6 months before registration.
    2) the parties should have a well defined strucure of leadership. 3) the parties should have registerd members in all the 9 provincial capitals.
    This will definately avoid individual and family parties by people who just want to be called presidents for status.
    All those saying its undemocrtic are not getting his point, its about regulating and controlling mushrooming of parties by employment seekers. Political parties should be formed to check balances on the incumbent ruling govermnent and also to form govermnent by providing service to the citizens and not looking for a livelyhood.

  15. Mr Gambino, how do you know that Sondashi’s party wont be big. That is prejudice from your side. Sondashi’sparty is not infringing with your life or the income of the state so why should it bother you so much. Let sondashi make a fool of himself , it is his right. It is possible he can even beat Miyanda at the polls. Mr Sondashi has the right wether only his wife votes for him. he still has the right to association, choice, speech you name it. we fought for those rights.

    I compounded Mulwani’s view on forming a commission to register parties by saying that a party in waiting should be given a grace period to grow before being registered. So my reasoning is not wether the party will big or not, but that it should be given time to grow before registering it.

  17. The problem with a lot of NGOs in ZEDI is because they are personal to holder companies.
    They are just a source of income so the owner has to disserminate any gabbage he/she thinks will keep the company in the public domain to get more funding.
    The chap wants to curb the number of political parties when he should be talking about curbing the number of personal to holder NGOs which are just there to fleece the donors.

Western Style Democracy has failed, it is time for Zambia to embrace communism, it is the only way forward otherwise we are doomed with the capitalists who have taken over our country in the name of democracy.   20. Folks, the Registrar of societies has some standards by which to judge organizations before registering them. Registration means that the organization has met these requirements and can be allowed to operate legally. The registrar does not have to concern himself or herself with the question of what will happen to the organization in the future or whether the organization will be popular or not. That is the organization’s leadership issue. However, Mr. Gambino suggested that a political party should first be allowed to grow before it is registered. Well, an unregistered organization would be operating illegally and the government would not “allow” it to grow – remember Father Frank Bwalya’s organization? I rest my case.

How many Zambians are benefiting from the many mines that we have in Zambia, imangine in your own country, all top management jobs are taken up by foreigners and on top of that all profits are externalised living nothing for Zambia. Why should we have situation were only politicians get high quality medical attention abroad while the rest die in the hospitals with no medicine, no decent facilities needed for a 21st century society.     Iam not ready for communism.It works very well on paper but in reality,it just strengthens political monopoly for the political elite. Iam used to an open political system.The way to go I think is Social democracy like in the scandinaavian wher people’s interest come first.During the G8 summit,Medvedev was asked if Russia was contemporating going back to communism cos of visibly capitalist lapse,he was very frank to say we had our lessons with communism and there is no goinn back but what is needed is to perfect the current model.Therefore as somebody who believes in free-market capitalism,iam not ready for communism.I live in a country where it was first practised and I can tell you the fruits were not ther until they abandoned the ideology,

  24. Our version of communism will learn the strengths and weaknesses of different versions of communsim that have existed in the past. Zambia is different from Russia,, China . ZCP seeks to put the people’s interest first. ZCP is not trying to bring old communist ideas to Zambia’s political system, we seek to give Zambians an option of a different type of governance that we believe will free Zambia from the current fraudulent government system that is in place. The people of Zambia are sick and tired of this cycle of crime committed by the current political system. When was the last time Zambia had free and fair elections? In the current political system, certain individuals don’t want to lose even if people want them changed, this is crime, that is fraud. Change has to come in Zambia.
