CHIEF Government Spokesperson, Ronnie Shikapwasha has castigated opposition Patriotic Front (PF) president Michael Sata for publicising the payslip of First Lady Thandiwe Banda.

Lieutenant-General Shikapwasha said it is wrong for Mr Sata to publicise Mrs Banda’s payslip to the media, as it is a confidential document.

Gen Shikapwasha said in an interview in Lusaka yesterday following Mr Sata’s distribution of the copy of the First Lady’s payslip for July this year to the media.

During a UPND-PF press conference yesterday, Mr Sata issued the payslip and wondered why Government has continued to pay Mrs Banda when she is no longer in the teaching service.

But Gen Shikapwasha said Mr Sata had no authority from the First Lady to publicise the payslip.
He said if Mr Sata has queries over Mrs Banda’s payslip, he should have contacted relevant authorities at the Ministry of Education.

“I must say that I’m extremely disappointed with Mr Sata for publicising the First Lady’s payslip at the conference without her authority.

“He should never have done what he did because if he had queries as to why Government has continued to issue the First Lady’s payslip, he should have gone to the Ministry of Education to find out why,” Gen Shikapwasha said.

He said Mrs Banda is a bonafide citizen of the country who should enjoy constitutional rights to privacy.

“The salary of every worker should be a private matter and so Mr Sata should be very ashamed with the action that he took over the First Lady’s payslip,” Gen Shikapwasha said.

  2. Well if he did not show the payslip they would have said that he was lieing. Its not appropriate to display someones payslip in public in our culture but this is politics and every weakness will be used to advantage the the opponent. Its wrong that she is still getting paid when she is no longer a teacher and this is the point that should have annoyed Shikapwasha. This is daylight robbery of government funds from people in higher offices already enjoying tax payers money without use of any effort.

    Nurses have not been paid because, although they were fighting a genuine cause, they were said not to have worked for the salary and did not deserve it.

  5. Bwana Gen Shikapwasha, how about answering the real question: Is the first lady still getting paid for work she has not performed? It seems to me, what you are doing is putting up a smoke-screen, sir!! Mama Thandi as first lady is now a public figure and the level of scrutiny towards her should be separate and apart that of an ordinary citizen—get used to it!!!!

    The only thing I can fault Sata for is publicizing the first lady’s NR #. Employee numbers are arbitrary and means nothing other than for admin purposes. Other than that, her pay/paycheck or sources of income is fair game. In the US, the president’s, first lady, etc, tax returns are an open secret. These records are examined by the media and anybody interested.

    Some details on the payslip indicated that Thandiwe was still considered an active full time employee and received a net salary of K1,541,892.74 for July, 2009. The employee number is 11801 while the National Registration Number is 464544/52/1.

    Shikapwasha must be ashamed to issue such a statement. Which should say Thandiwe must have been consulted before presenting the payslip to the press. The fact that this a criminal case doesn’t neccessarly need permission from a criminal for publication. Doesn’t he think Thandy would have allowed Sata to present it to the press? Shika is the worst Information Minister Zambia has ever had. Phew!!!!!!!!!!!

  9. The question that should be asked is “WAS THANDIWE AWARE THAT SHE WAS STILL RECEIVING A SALARY AFTER SHE RESIGNED???”?? If she was not aware that Mr Sata has got no case. It is not her fault.

    However Thandiwe can sue Sata for publishing her personal information to the public without her consent. Mr. Sata even went as far as releasing her NRC and employee number to the public. This information is very sensitive as it can be used for identity theft. Mrs Thandiwe, if you where not aware, you are innocent. You must also start consulting with your lawyers so as to sue Sata for releasing your personal information without your consent.

To develop we need transparency and accountability but what does zambian politics know about the two. Whilst the mistake might be that of the Ministry of Education, she has a bank account and would surely notice funds going in. It has been quite some time since this “resignation”.   14. No 13…Whether or not she knew is not the question, because someone would know that they are reciveing money from a source, your bank statement tells you where that money is coming from. So thandiwe can’t play ignorance. She knew that money was coming through and didn’t stop or return it. Sata did the right thing, it’s evidence that provides truth and facts, if she decided to be dishonest about it, what does it show about public office holders. She knew the amount of money she was recieving before holding public office, can’t ignore that. It’s public money they using, some teachers have not been paid and someone who’s not working as one is still getting paid. Fair enough she can sue over the release of her NRC and employee number.     Please justify why the first lady who (I am guessing) has access to her husbands money would want to fetch a small teachers salary. This is why I believe Mrs. Thandiwe was not aware. What would she want with a teachers salary in Zambia when she has access to the presidents salary?

    The other thing we have not looked at are the withdrawal parts of the bank account. Does she still use the account? Has she made any withdraws? When was the last time she accessed the account? etc.

    Mrs. Thandiwe has got a valid defense here. Mr. Sata is the one who will find himself either paying a hefty fine or behind bars for releasing personal data of Mrs. Thandiwe without her consent.

    Where using the account is concerned, of course she’ now enjoying tax payers money. She does not need to go to the bank. It’s only through the opposition that the public can know about this kind of misconduct by the first lady.

    And believe me you, had Sata not done that, Shikapwasha and the rest could have refuted that she’s not the one.

As far as I know the Ministries pays money into a bank account and it is just natural for anybody to regularly check their bank account even the richest people do that and the first lady having worked for years knows exactly what a deposit from the ministry looks like and honestly I don’t buy the story that she was not aware.   70. The first lady has probably been illegally receiving K1,5m ($300) per month for the past three years Im assuming. from her husbands appointment as Vice -president in Dec 2006. Thats $300 x 36mths, equiv to $13,400 @ ave. K4100/$1. Quite a descent sum in savings. The Ethical all criminal implications of this is open for all to judge.

  155. This issue of Ghost Workers on government payrolls is real and just goes to show how deeply inefficient our systems are. We really need an overhaul of these government departments. Shame on the first lady. She should have reported the fact that she was being remunerated for services NOT rendered and it could have been rectified ages ago. My mother was a teacher and left the service in 1999. If it were found today that she continued to receibve a salary, she would surely be in the dock. ON your “In another country, the President would have resigned!!“, I believe that this revelation by Mr Sata MC (Grade 2/6, unknown) is one of the bleaches statement for the impeachment motion to be taken to Parliament to for the impeaching of President RB Banda issues as promised by the PACT. The UPND-PF PACT has indicated that the impeachment motion will cover bleaches starting from the time President RB Banda was Vice President of Zambia. MP Given Lubinda warned the MMD GRZ to reveal the data about a Ghost worker but they MMD GRZ did not do anything useful to prevent to one week ultimatum with Mr Sata effected.

  162. #181, Kabafa, I think you failed to understand that this lady had money going into her account from the position she had effectively resigned. Whether some fool at the Ministry did not effect that change, ethically it was her duty to go back and tell them that she was still receiving money in her account from the Ministry. Politics or no politics, this was a theft. Receiving stolen goods is a crime, what about stealing it self? If this was not her money what did she have to do? Logic and ethics say she was suppose to return it. What I see here is that some people who see everything Sata says as a wrong. I knew and discussed this case with Kwathumumawa way before it came out with Sata. This is abating crime and inept behavior by our govt. As long as she benefited, she is at fault.

  163. It’s really disgraceful for the president’s wife to be one of the ghost workers. Why hasn’t she issued a statement yet to explain how this came about. It is really incredible that for about three years she did not realise that she was receiving money that she was not entitled to.

Just send some characters to investigate how she has been using her bank account money since she resigned in 2006 linked to the payslip Mr Sata (Grade 2/6, unknown), whom I understand is humbly educated to know what law applies in terms of privacy — I believe, released to the whole world to see, although learned president HH flanked him and should have informed him not to publicise the mis-doing of the first lady Mrs TB.

    Such investigation will end all current speculations that she did not know about it.

In civilised societies even receiving gifts such as lunches ad paid for trips without disclosing them to parliament have cost ministers their jobs or leaked e-mail could almost bring down an entire govt. Here is a 1st lady receiving a salary illegally for over a year and all is well… man I don’t get it!
    I don’t believe that pretending like she never knew about is a good excuse at all. Love him or hate him, Sata has done a service to the nation as active opposition on this one. It’s now up to Zambians to act and tell those responsible to own up.

I believe you know that Thandiwe’s information was private until she continued stealing from the Ministry of Education. So, her privacy was traded with the money she stole. As long as she stole from the employer, well there was no other way to expose her but through giving out data. Remember when Lubinda spoke about it, no reaction and it was business as usual in Zambia. The mere mention of data and with no mistake about the payslip, here we are today. Debating the same issue. So, the private data given out for sure as sent a message about the corruption in RB govt. Being on the payroll while yo did not perform the duties is another form of corruption.
