Lubinda challenges Police to explain why Deputy Minister was allowed to move with a Gun

The opposition Patriotic Front PF Party spokesperson, Given Lubinda has challenged the Zambia police to tell the nation why a senior political official, Health Deputy Minister Solomon Musonda was allowed to move around with a gun when it is not acceptable by the law.

Dr. Musonda who is also Chitambo Member of Parliament on Tuesday shot and wounded a suspected PF cadre who is currently admitted to the University Teaching Hospital.

Police spokesperson Bonny Kapeso yesterday confirmed the incident. “Yes, I can confirm that we have received a report of a shooting incident in which Dr Solomon Musonda, Health Deputy Minister shot and wounded Jackson Musaka, 25, on the left side of the forehead,” Kapeso said. Mr kapeso also confimed that the police had retrieved the pistol, which was allegedly used.

The incident happened around 17:50 hours in an area called Lubembe within Serenje district. According to eye witness, Dr Musonda open fired at a group of youths that blocked the road he was using. According to the youths, Dr Musonda was not supposed to be using the road that was repaired by youths as he had failed to repair it in his capacity as area MP.

    Deal with your cadres you are using to harangue innocent people as a medieval strategy. people are loaded and will not tolerate kabovalism. Watch out because the worst is yet to come if you don’t stop it. Here in the USA we are ever loaded in our cars,under suits and leather jackets. Self defense is a right.   9. firstly Hon Dr Solomon is Zambian regardless of his political inclinations. We should learn to be get facts before we accuse people. I am yet to hear of Hon Given Lubinda openly castigate Sata for his involvement in the Chawama saga where Kadobi and group were unleashed on defenceless people of chawama for preferring Jeff Samukonga (FDD) at the expence of the MMD candidate. As i blogged last time on Hon. Lubinda’s statement of sending Sata into exile, he seems to be behaving like an average party cadre. We need to understand the circumstances surrounding the whole case. For starters as he has said, we need to know why Hon Musonda was carrying the gun, Have the people of Kabwata South ever blocked the road for Hon Lubinda for the pot holes and floods?

I still recall that in 2005 Sata sent his kabovas to wayraid and lynchy Levy Mwanawasa to death on Lumumba road when Levy was on his way from a campaign rally in Mwembeshi heading for another one in chilanga. PF thugs with stones and cabbages lined up to lynchy levy in Sata’s desperate style for power. The heavily armed protective unity instead diverted levy using a different protective car and route. They were ready to spread the thugs to their dismay but opted to play them a decoy. As not realizing the danger, they did 2 times more on his way from the Airport from a foreign trip.

  18. The “gun culture” is on the match in Zambia. Tomorrow don’t be surprised if every citizen decides to carry a gun to protect themselves from govt criminals.

    Guns seems to be everywhere, especially among people sworn to protect and defend our constitution and laws. If we are not careful, this “gun culture” is bound to trickle down to our youths, and we all know the kind of mayhem such a situation will bring on our streets. Not so long ago it was another PF MP brandishing a gun threatening to shoot unharmed citizens. And today it is a minister shooting an unharmed youth in the head.   29. The question is, the PF youths told the minister that he will not be allowed to proceed, why didn’t he return where he was coming from and use another route? If there is only one road, certainly the minister would have gone back, waited until midnight or 01, he would have used the road without being blocked. What he did was clearly intention to murder. The bullet caught the poor boy in the head, not the leg or arm to scare them away. But it was in the head. It could have been avoided. We have been seeing such moves wenever travelling by bus, some youths organise themselves to do some road maintenence and in return they ask some of the road users go give them something infact not big sums of money they usaully ask for 500, 1000 and so on and so fourth all this is as a result of the failure by the MMD govt to address the state of roads in the country.   55. The Deputy Minister is apparently a friend of mine. We first met at UNZA in 1996 as Freshers. I remember walking on foot with him going to Maxwell House in Longacres taking application letters for the bursary scheme. I am suddened by this event as I thought I knew the fellow very well, least did I know that he was a criminal. I really sympathise with my friend. I also sympathise with the cadre who was shot at, though allow me to say this, it is very unfortunate that in Zambia we seem to be promoting the culture of cadreship for political expediency. What Political parties need are not cadres but members. The concept of cadreship is long gone.

I have also read with deepest sorrow the events in regard to William something Banda who was purposely deported by Chiluba is now walking the streets of Lusaka waving his two pistols in the air threatening people including the clergy and terrorising people in the shanty compounds.     Stopping cars at intersections or major roads is one of the best demonstrations known.
    One it causes traffic jams which people wonder what all the fuss is about.
    People do not EXPECT to be SHOT IN THE HEAD at one of these type of protests.
    People do not expect some who is not a police officer to be carrying a loaded weapon that is ILLEGAL in the country where the issue is raised.
    Pointing a gun at someone is a THREAT(Legal term a CRIME) and shooting someone who is only protesting without a weapon is MURDER or MANSLAUGHTER…

  62. Hon Musonda is the first shooting Minister. As one blogger has already pointed out above, politicians are above the law. As a serving Minister, nothing will be done to him but for him.
    Cooment 52 thumbs up! This shooting could have been avoided. And there was no persuasion from the Hon. Minister. According to reports, there were three to four other people on Hon. Musonda’s vehicle two of whom were area constituency officials. Why not allow these two officials pursuade the cadres to give way. As if to show how much political power he had, Hon. Musonda pushed aside other party officials on his vehicle and took it upon himself to shoot.
    In areas like Chibolya where the Govt has no interest to repair roads, residents repair for themselves and charge K1,000 to the road users.

  105. J Musaka & his friends are now said to be PF cadres – I really wonder whether this has been verified??
    I don’t believe this was a political incident, it was simply a few youths with initiative to try & help road users by patching up a road & asking for some compensation to that effect. These individuals though not legal, should be supported as they are trying to keep out of trouble by making themselves useful & at the same time making remote roads passable. Personally i have encountered them as am sure several zambians have too. Can only conclude that the minister was being tight-pocketed, & obviously arrogant. There is no mention of warning shots, where someone can be excused, they youths seem to have been unarmed (i.e. in terms of weapons such as guns). The law should take its course.

  109. When youths repair roads it is common practice that road users ‘pay’ them when they are stopped. Because of the bad roads in Zambia, this has become common practice and Musonda, as a road user should know that. Are we supposed to shoot them when they stop us for some payment? Where is the police in Zambia?
