Information Minister Ronnie Shikapwasha

GOVERNMENT has warned that individuals or members of civil society organisations who will try to carry out parallel vote tabulation in this year’s tripartite elections will be arrested and prosecuted.

Chief government spokesperson Ronnie Shikapwasha said there is no law in the country that allows an individual or organisation to conduct parallel vote tabulation.

He said any individual or group of people that will go against the law during the elections will face arrest.

Lieutenant-General Shikapwasha said the Electoral Commission of Zambia is the only institution mandated by law to announce results during elections.

“The only institution that has the mandate and authority over all elections in Zambia is the Electoral Commission of Zambia.

“So, civil society organisations have no right to do so as there is no such law in our Constitution,” he said.

Gen Shikapwasha was speaking in an interview on March 8 in reaction to pronouncements by the Southern African Centre for the Constructive Resolution of Disputes (SACCORD) and other civil society organisations that they will apply parallel vote tabulation during the elections.

It also caused unrest in 2001 when the United Party for National Development members and supporters took to the streets to celebrate the party’s then president Anderson Mazoka’s unofficially announced victory in that year’s presidential election.

The official results showed that Mr Mazoka’s rival Levy Mwanawasa was the winner.

But Gen Shikapwasha said Government will not tolerate non-governmental organisations (NGOs) that want to fuel violence in the country.

He also said the parallel vote tabulation has proved to be a recipe for violence in countries where it has been applied.

“Just in Zimbabwe, there was confusion during the elections because some NGOs applied parallel vote tabulation, and so at the end of the day, there was confusion after the electoral body announced the official results.

“And if you also remember during the 2001 general elections, violence almost broke out in this country because the European Union and other NGOs applied the parallel vote tabulation and had announced that late UPND president, Anderson Mazoka, had won the elections when in fact it was late President Mwanawasa. So, people should desist from activities that can cause civil war in this country,” he said.

Gen Shikapwasha said it is also surprising that United States Ambassador Mark Storella is in support of the system when it does not exist in his own country.

“This system does not apply in America or any other country that I’m aware of. So, it is disappointing the ambassador can be in support of such a system.

“Let all those that have intentions of sponsoring NGOs to apply the parallel vote tabulation instead direct those funds to the Electoral Commission of Zambia so that we can strengthen this institution,” Gen Shikapwasha said.

Mr Storella was quoted by the media at the weekend as saying there is nothing wrong with the parallel system.

But Gen Shikapwasha said NGOs that want to implement the system have intentions of rigging elections.
“These institutions just want to cause confusion in this country because they want to come up with their own results and dispute official results of the Electoral Commission of Zambia,” he said.

The ECZ last week rejected the parallel vote tabulation, stating that it would cause confusion in the management of elections in the country.

  1. Muyopa chani bachimbwi imwe? I don’t know why Shikapwasha wants to be in Govt forever when the masses feel he is not qualified to be minister. He was brought in by late LPM because they were related but now he is busy attacking even those that were close to LPM, what a shame this ‘Reverend’ is.

  4. There is no room for intimidation. If Shakapwasha continues intimidating people he will be the one arrested by the people. He should ask where Ben Ali and Hosni Mubarak are currently doing. To avoid suspicions please allow these NGOs to tabulate freely elections results that will be obatined on the ground. MMD is suspected of rigging elections and they must work hard to clear the house and give confidence to the voters. Most likely someone who was an MMD memebr has told someone that rigging is done during tabulation time and that is why they are restless. If you plan to arrest people, which law are you going to apply? What offence are they going to commit? Ronie Mr BIG nose, wake up please and come to your senses.

  5. #2 You are myopic with a twisted opposition mind that sees everything wrong with everything. PVT is not the same as transparency. Our electoral system is transparent, all parties are allowed to place monitors at three places 1) at polling station where counting is done 2) at central place in a constituency where consolidation is done 3) at the command center and anybody is free to company results and even take photos of the results and all polling agents sign off on the results.

Stop breeding chaos, how can you go to a football match or boxing match and say you will bring your own ref or judges?

In any contest anywhere in the world, there can only be One referee and participants have to trust and respect the decision. I wonder why you are obsessed with rigging.

  6. Sad part is that these NGOs and civil societies don’t even know, that they have legal organizations and lawyers they can contact in advance. In advance because with Zambian procrastination no challenge to this statement will be made. Democracy calls for the courts to be used by all in any situation were one feels wronged or treated unfairly. My goodness we need help.

  8. The only things that this govt specialises in are threatening people with arrests/violence, corruption, vote rigging, mismanagement of national resources, and flying around aimlessly with occasional visits to Zambia.

Tell us specific laws that prohibits parallel vote tabulations not generalising please

  9. #4 You even have the audacity to ask what offence are they committing? Are you serious? Or perhaps are you just an anarchist.

I will tell you what, in future when Zambia plays in a world cup qualifier and FIFA, God forbid, makes a decision to allow Diramba from Gabon to referee the match, you tell FIFA, that you don’t trust Diramba and you think he is a bad referee and that you will bring your own referee from Botswana and lets see how that will go.

Then come back and ask again your silly question of what offence are they going to committ.

  10. # 10 MMD Boot licker, good morning. You appear to be riled by other people’s comments. However, your tone of language should be respectful. You never know who has written a comment, may be it is your grandson. Respect for other human beings should be in your heart all the time even if you do not like their comments. Enjoy your day.

  11. #5, election results are numeric. They are figure..They are not like law which is a social science which can be interpreted differently by different people. in mathematics, 100 people will add the same figures and they will get the same answer. If ECZ will be adding the same figures which these advocates will be adding then where is your fear fake Reverend? Ask your self where your fellow Rev Nyirongo is! This disgraced man can only be a spokesperson for a disgraced gvt. He speaks to day and think about what he says a year later. But the right way to live is to think then speak.

  12. MMD Chief Bootlicker, your example is out of context. Nobody is saying the parallel results by NGOs will be official. What is wrong with NGOs adding up votes separately ? The problem with the MMD is that they are so dishonest that they are unconfortable with any suggestion aimed at enhancing trasparency.

  13. @
MMD Chief Bootlicker finally I caught your attention. If you have noticed I do contribute fairly, not only have I commended MMD UPND or PF when they have been good or provided greatness but I have criticized them all negatively when they try to railroad our people. Is there anything wrong with my advocating for NGOs and civic societies to advocate for legal help in our democracy? You support MMD whole heartedly, but question is for you do you support the 12 million Zambian civilians?

  14. #10, no one is a asking silly questions here except you who is making silly comments. Dont reduce the great republic of Zambia to FIFA. FIFA give us rules while as a country we make our own laws. In Zambia, there is NO law that forbids PVTs. Period.

  15. The Law of Association should guide us on the legality of Parrallel Vote Tabulation (PVT). Isn’t PVT a form of election monitoring. Is PVT legal or illegal? Is it legal to arrest someone monitoring the elections using PVT?

Thanks for your advise, maybe it is time to go for my morning cup of coffee.

#12 it is not that easy , we all have agendas, we know how numbers change when sent through different routes

#13 I guess you have not understood PVT. It beyond what you have said. People have always tabulated results and that is why they are posted outside polling stations. This is beyond that , study it my friend.

#14 ok am trying hard to be nice after advice from #11, and will asswer you honestly and here is your question

..but question is for you do you support the 12 million Zambian civilians?

No I don’t support all 12 million, e.g Sata, Kabimba and all Kaponyas..I don’t support those and they are part of 12million.

  19. Shikaponyo at it again. Why cant this man just shut his big nose, or I mean his mouth for once? Ladies and gentlemen, be braced for a revolution this year if the movement for mad dogs try to rig this years’ elections. Enough is enough, we cant allow a situation where a minority party is imposing themselves on the people when the people of Zambia have rejected these corrupt mmd thieves. They dine and wine with known criminals like ka midget kafupi, etc. This mmd you have to go you blood sucking vampires. How long are you going to suck Zambian people’s blood?

  20. Human issues are complex and not straight forward like Engineering or Maths. No wonder there is social sciences or humanities or Chikwakwa or vikwakwa as we used to call them at UNZA.

I see a lot of people on this blog are coming form the hard core science background where you see this issue as black or white. This is really a social technical issue and very much subjective.

I believe Parallel Voter Tabulation has always been done in Zambia. Problem is people behind this thing presented it as an alternative to ECZ and I think this is where they got it wrong and are getting all these reactions from MMD die hards. The guys behind PVT, you need a PR person or someone with a Chikwata to retool your message.

  23. I see both sides of the camp not wrong but just speaking in different languages and not understanding each other.

People for for PVT see this issue as just tabulating or adding together the numbers printed outside the polling station ..adding them up and announcing that these are our numbers and not official , more like exit polls results. No thing wrong there. and they are right

People against PVT see this is the setting up of a Control Command Centre with the help of Donor money to do the counting of votes, tabulate them and announce ahead of the ECZ’s announcement the winner of the elections and ask people to reject whatever the ECZ announce after they have done theirs. And that is a genuine concern

That is the issue folks. Is it perception based..

  24. Thanks
MMD Chief Bootlicker, you toned down your language. Well as government of a democracy the MMD and the opposition have to care for all, plus respect opposing views like mine. Can I ask you another question, what make botswana a nation clamored by desert a democratic gem in Africa? How is their economy stronger than ours. We statistically have more resource and people than they do?

Am very tempted to say are you delusional or what, but I wont. I think the coffee is working now, so let me be sober minded in address what you have raised.

One of your claims is that if we Vote for Sata Lusaka will be totally clean. Are you sure about that. Who is in charge of Lusaka if I may ask? Who said that he will show MMD how councils ought to be run in 2006. The Governor Sata you have in mind is not the same we have now and conditions back then were different. When Sata was governor of Lusaka, Lusaka was not the cleanest town in Zambia. Lets be objective. There are many new leaders that can do a better job today, move on..and new is not necessarily young.

  29. #25 Botwana is not as developed as you think and am talking about manufacturing , there is nothing there compared to Zambia. Botwsana is a resource based economy and their diamonds mines have delivered for them as we had a huge slump in copper prices for a long time while it was the opposite with diamonds.

Another issue is population. I think there are more cows in Botswana thanPeople that is why their per Capital income is high. There are like 1.9 m people less than Lusaka alone.

Last factor, but not vital, Botswana has been a democracy since independence and had an educated founding father who set up proper legal structures that have continued to deliver to this day

Your analysis is spot on and certainly you cant expect an organisation like SACCORD giveout fair ‘exit poll results’ given their anti-govt stance. In short, the organisations advocating for PVT do not qualify cos they are neither free nor fair but heavily compromised with hidden agendas.

  37. Ronnie is a frustrated Reverand, no room for intimidation in 2011. Opposition parties needs to watch and monitor these developments very closely becuase MMD want to remain in power at all cost and will do what they can to rig. so we need to ensure that the forthcoming elections are more transparent that includes parrarell voter tabulation.

There is nothing wrong with the system and all those interested should go ahead. The only problem this bootlicker has is they like cheating every election time. There results will not match with the NGOs.In other countries margins are small in Zim u know the story please ba Ronnie look at the picture properly. Leadership is so nice the MMD is not the party that should be seen as best zero this is not a one party state please change has to come always so ba Ronnie watch out the way you threaten people next time it is u in the opposition.

  39. lets all be very serious and mindfull when commenting on this issue.i can see that all comments are on party or interest lines.PVT can be allowed yes but where you find that others like PF have got hidden agendas,it might just create a problem. The danger is that when people start to celebrate before offical results are announeced and when they are announced it the other way round.Do you know what that can cause. The reason for having different figures can arise because that group donig their parrarel counting might have a candidate of their choice.so my advice to everyone is that lets not jump on anything we hear cause we dont konw what interest others have to emphasis on the pvt.Its you and me who will not have a place to hide but them have

  41. Who is inciting between Bishop Duffy and Chanda Chimba? MMD has spent alot of money advertising for PF, by allowing every news item on state media houses to talk ill about PF. But PF is not the anly party contesting in this year`s election. There are plenty of parties and we cannot say their candidates are all clean. Why Sata only? Cannot remember any day during past election like the one which the late Anderson Mazoka gave MMD a good run for their money where they spent alot of resources talking about him. The late Mwanawasa never did that but what is wrong today??????????? Wake up or you will be caught your pants down.

I always like the way you comment but your first few comments here are rather disappointing. Its easy for a wise man to become a fool but difficult for a fool to become wise.

Always he is defending the wrongsmaybe u ve fogoten that man swore to fear defit but not death.he thinks zambia is at war and always want to instill fear in others. wat wrong is there in someone counter check the results that the ECZ are forwading? should someone be arrested for doing that? they ve rejected the 50+1 vote, now they want to reject the independent vote count.wat a shame that man he is not a man of God, bcoz men of God stand up for the truth and always want to protect wat is good for the People.but if u look carefuly in him do u see that? my advise to ronnie is that, let him stop intimading people coz people are very fun charecter they can do watever they want in order to get wat they want. let him practice manners of men of God

Please avoid using terms which are subject to various interpretation such as consolidation and command. who consolidate and with what and commanding what? why? In my view consolidation has been the main source of rigging because the MMD by way of commanding ECZ have had an opportunity to either alter the figures or make additions in their favour. Therefore, PVT makes sense in that regard.

  49. @ chief bootlicker, it’s not only diamonds that botswana has, their manufacturing industry is on the rise, e.g their leather and metal fabrication net. As of Zambia we have these lying domant:

    1) 40 % of the southern regions water resource lies in our nation.
    2) more game than all western and northern African states combined.
    3) vast quanties of diverse minerals( Zambia’s emeralds are the purest in the world).
    4) Population is the greatest resource if you can harvest it.
    5) Zambia’s fertile soil can feed Africa seven times over ( former British high commissioners word ,” Zambia very fertile but hungry.”)
    6) wind can also be harnest in Zambia for auxiliary power generation.
    7) the sun shines year round in Zambia( solar energy) another auxiliary power source.
    8) our culture…

I am sure it will be very satisfying for RB. By the way UPND is already in Gear 6 with this one. They have alredy bought cell phones that will be in all polling stations that will be used to SMS polling station results as they are anounced to there secretariate. 58. The MMD has been accused of stealing elections every time. Now here is the opportunity to demonstrate beyond doubt that they have been wrongly accused. Those punks on this forum saying PVT will bring chaos are out of kilter with reality. Listen, what will bring chaos is when elections results are shrouded in mistery, not sure who really won, as has been the case in the past. Why are you ignoring this truth? Remember people’s temperament has worn thin. So when violence breaks out and it will when you disregard people’s wishes blame it on MMD GRZ and its st.upid supporters

There is nothing in PVT. Actually FODEP implemented it to some extent in the previous elections. There was no chaos.
One thing, there is no law against PVT . The scared man -Shikapwasha has always been scared. Didnt he run away to Lusaka west wen he was ZAF commander at the time capt solo took over government for three -four hours? He is a dead scared man. Oppression, terror breed archy and conflict that we all know regardless of our political affiliation and choices that on one will enjoy the results of that conflict. The govt has got nothing to fear if it is popular with the majority of the citizenry unless the fear of their local, national and international dribbling will not permit winning the general election. What is international dribbling? Those who have worked at State house/OP they know it means organising people from bordering countries, Zaire -katanga, Mozambique, Malawi to vote for the ruling party. This is a reality and real story for those who

  64. The issue here is not about bringing credibility to the elections. Between ECZ and SACCORD, who do you trust? Are you saying that SACCORD cannot give false results just to mislead the public? If they did, what would happen when ECZ announces correct results? Is it not enough that they monitor in all the polling stations and keep results which are by the way signed by all present befoe being sent. Can’t they announce after ECZ has announced? WHy the rush? Some of these NGO’s are sworn MMD enemies and would use every opportunity to discredit even free and fair elections. Look at these AVAP people and what they were saying in Mporokoso? have seen and heard what happened in Malawi when VJ was there to coordinate this act of sobatage to the Malawian democracy. and the same is what the president is doing to go to Katanga province so that the smooth transportation of people through Musangu village can come and participate in the elections. Zambians living along the Zambia- Congo DR, Mozambique and Malawi have to open up their eyes for these dribbling methods. Infact Katumbi is the threat to our democracy and Malawian Govt they need to pay back for VJ help through RB.

  66. Chief Boot licker, I didn’t appreciate how shallow you were! Anyway, I haven’t hear from you for donkey ages as you seem to have run out of steam in Mporokoso! Your man Chief government spokesperson Ronnie Shikapwasha said ‘there is no law in the country that allows an individual or organisation to conduct parallel vote tabulation’ and in the same vein there is no law disallowing an individual or organisation to conduct parallel vote tabulation (especially if they are using their own resources)! As for your Botswana, have you ever been there? Do you know we (Zambia) subsidised the Botswana economy at independence? Botswana, for your information has chosen to be a liberal flourishing democracy by empowering its citizens! In Botswana, a foreigner cannot open a company without partnership…

  67. Why is Lt. Gen Shikapwasha scared of parallel vote tabulation? This shows that the MMD is up to something. The system is made to ensure that no rgging takes place. If Shikapwasha insists then there is a possibility of rigging in their favour. Why should govt threaten pipo with arrests. When parallel vote tabulation was done there was no confusion which Shikapwasha is talking. Infact he stood on UPND ticket and lost late Lackson Mapushi. Its not a hidden secret that late Andy won 2001 elections but he was dribbled with rigged votes from Luapula and some remote parts of Northen Province. The rest is now history. I urge NGOs and other stakeholders to ensure that the system is used to avoid vote rigging.

  68. From a local! Their economy has overtaken us and even a smaller country like Mauritius is much better than loud talking Zambia, mighty at everything including soccer! In your zeal (like Shikapwasha) you exert uncalled for bootlicking (as yourself). Even us in the PF yes, there will be things going wrong and we will point out! The buck stops in October, 2011 you are going with or without the PACT!

  69. #68 Freeman, In Mporokoso the ruling govt bribed the local with money and other gifts but they got those monies and figts and voted using their heart and soul. look at what happened in Malole when PF candidate won but Emmanuel Munaile was declared a winner on wrong results election officer. The results were wrong and the election officer did accept that the mistake was made. PFchallenged him and ECZ in court but the time went on because the court could not have time to decide and Munaile still remains MP. Central Kabwe the same happened. These are some of examples the not having another alternative method to check the truth of the outcome of the elections. If you had up some results they do not match up with the ‘Normal outcome.’

  70. #26 MMD Chief Bootlicker, my brother just join us if not for yourself at least do it for the motherland, do it for those suffering in Shangombo, those suffering in Serenje, Kashikishi, Ndola rural Kabwe rural, the whole of western province, eastern province, southern province, Northwest and not forgeting the shanty compunds that have mushroomed all over Lusaka, because people are trying to escape poverty. For once, let not their cries land on deaf ears. Zambia is not an elitist society, its for everyone. So let MICHAEL CHILUFYA SATA come and answer their plea!

  71. All the same if there is no law that says no ngo`s can conduct palarrel counts, there is no law also that says they should not be there. This Shichakuti is the only minister I see or hear talking of laws also which are not there. Does he make his own laws or what?
And why should they be arrested if there is no law that says don`t do it
All this is just nonesense.Just wait and see what we will do.

  72. If the MMD administration (government) had honest intentions regarding the forthcoming elections, one would have expected them to have whole-heartedly welcomed PVT. But I suspect they know their dark plans and are now afraid that they would be found out and their plans would not avail them anything. Hence Shikapwasha’s threats and jitteriness.
Let’s call a spade a spade: very few right thinking people have trust in the present government, where dealing with the interest of the citizens (including upholding the will of the people) is concerned. That’s why it is necessary to have the PVT. We need it. If Shikapwasha wants peace for Zambia, he must not hinder PVT.

  73. The other method that should also be applied is to count the actual voters that physically entered the polling ststion to vote. The number should be equal to the final votes that will be released, this is to ensure that there is accuracy in the votes tallied. There was a situation in one of the African countries where the ballot boxes were stuffed before the votes. The first voter couldn’t even place their vote in the ballot box because the box was full to capacity, the elections were later nullified.

  75. #5 MMD Chief bootlicker, Riging doesnt happen at the polling stations, i witnessed this with my two eyes. What you MMD chaps do is that you allow all parties to have their monitors at all the stations mentioned but you never allow anyone but the shushushus to transport the ballot boxes to the so called central counting areas. Not all polling stations have their votes counted right there and then some are transported to other areas this is when the rigging happens. If you dont believe me ask Dr Kazonga MMD MP for Vubwi constituency how he won his parliamentary seat. Ballot boxes where being transported to Chadiza all the way from Vubwi for no reason! And yes i was there myself so you cant argue on this one, alot of people would testify to this.

  78. Ha ha, we now know where in the process they manipulate numbers to win. No wonder VJ Mwaanga knew Kanishamezi Bwezani will win by 50,000 votes when Derrick Chitala called him because he was busy engineering the tabulation of votes. Now this air driver wants to intimidate people, no ways, there will be parallel tabulation whether they like it or not. There is no sane country or person in their right frame of mind who can give the ECZ money, especially after what happened there recently leading to the resignation of Florence Mumba.

  79. #5 I have some questions that i expect to be answered. Do those monitors allowed in those Helicopters for those results which transported by air? Is zambia a democratic country? Any suggestion that demanda transparency is treated with threats of arrest by Big N. Any opposition or contradictory view is always treated as bring anarchy? Killings in mongu were professional and no arrest made, while killing in southern province has been treated unprofession? Adverts on muvi and mobi tv are ok because they attack opposition parties but if it was the otherway the person reposnible would have been in for treason. Any comment.

  81. #80 Kaponyas that is very interesting information on how rigging is done in Zambia. So its all in the transportation to the so called central counting centres, thats when it happens. So if we insist counting is done there and then and no need for transportation that should stop these unscrupulous individuals!

  85. Ba Busa, Rev. are you the law itself. No wonder you think traffic congestions on our rounds is indicative of economic progression. I forgive you…. by the wauy traffic congestions imply many things for you information..1. wasting forex through running cars which are not moving; 2. increased polution since cars are on the road longer than necessary; 3. time around of doing busy increase in the city like Lsk; 4. Productivity of the people becomes low since tempers are always high; 5. the city becomes an attractive to tourist….the list goes on. PVT is legal by the way
