Tourism ministry workers differ with RB’s sacking of Kapulu

The workers at Ministry of Tourism and Environment workers have urged President Rupiah Banda that the removal of Permanent Secretary Lilian Kapulu from her position will not bring a positive change to the ministry until changes were made at lower levels.

In their letter made available to LusakaTimes the workers revealed that the two Directors of Tourism and Forestry are well known non-performers who have overstayed and are literally controlling the Permanent Secretaries no matter who the President appoint.

They noted that Ms Kapulu is professional and could not understand why she was relieved off her duties.

”However, if President Banda really want to make positive changes to the ministry then you should consider changes at lower levels as well,” the workers said.

The workers noted that the two directors of the departments are outdated in their approach and have not shown any meaning initiative to revive the departments of Tourism and Forestry.

“Tourism and forestry policies are decades behind compared to our neighbouring countries which we now cannot compete with like Botswana, Namibia, and Zimbabwe is way ahead of us despite its problems,” the letter read in part.

They said two named directors’ preoccupation is mainly attending international workshops which seem to be yielding nothing to improve the ministry.

The workers observed that the country’s forest is perpetually dwindling in size as there is barely any conservation effort.

They also said that Heads of departments, parastatals, donors, and NGOs have complained about the lack of performance by the Directors of Tourism and Forestry.

“This is an embarrassment to your government. Some donors have even threatened to withhold aid if no changes are made at these levels, while civil servants under these departments are equally frustrated as they are continually intimidated the named Directors.

“So we are now left to wonder if you Mr President care about our tourism, forests and the workers employed in these sectors.” the workers complained in their letter.

They said two Directors should not allowed to ruin the benefits from tourism and forests and hence their appeal to the President to act in the national interest.

“Remember sir, even the civil servants and workers under these sectors and their families are voters too, if you do not act they will, “the workers said.

President Banda this week sacked Ms Kapulu as Permanent Secretary and replaced her with Former Energy and water Development Permanent Secretary Peter Mumba.

  2. Catherine Namugala is the one who should have been fired for letting Caristo Chitamfya run the show.

    Zambia the real Africa was a perfect slogan. It was the marketing that is wrong. Let’s Explore, What? And then you bring non Zambians to promote your own country? Come on.

    Caristo is a Congolese in hiding hence his choice of artistes from that country to launch his ridiculous Let’s explore. Lwenu.

    Zambia is a failure. Period. Development is put in the wrong places like Longacre lodge. Look at those roads on the Copperbelt. The whole country survives off of copper and the copperbelt is always last in development. Such nonsense

  3. Lilian Kapulu..whether its employment, menopause,menstruation,mental illness,mental breakdown…ever noticed that most of these problems either begin with or contain MEN?

I would like to find out why namugala has overstayed at tourism ministry, i am reliably informed she fired the board headed by radio phoenix owner without reason,just because she wanted jobs for her friends like timothy, has anyone counted how many PS s have been tranfered or fired since namugala went to that ministry. I hope the next government will put right people in right places so that there will be a new face to that ministry.

  5. The main problem is that the Ministry of Tourism is too big for one Minister. They need to divide it into three ministries so that the separate departments get full attention. There must be a Ministry of Environmental Council of Zed as natural resources needs full attention especially with the expansion of the mines and pollution. A Ministry of foresty to exclusively deal with Zed’s depleting forests. This is a full time job and needs an undivided attention of a minister as it has devastating consequences. Lastly , Ministry of Tourism which seriously needs some staff from abroad to make it a revenue earner. This again is a big Ministry on its own. There is no way one person can operate so many ministries effectively as task is too large.

  6. In addition, the minister Namugala is MMD woman chairperson. Namugala is not superwoman to run all these roles effectively as each department is complex and needs the full attention of leader. The beaucracy and communication must be a headache… Zambia needs to decentralize alot of its goverment ministeries if they want to produce results and accountability. Ministry of Tourism is one of them.

  7. Peter Mumba is a failier. He created fuel shortage. No for sight. Please don’t allow him to poach elephants with you chinese investors

It is economically beneficial for forests to grow fast enough to much the growing demand for forest products, especially in a fast growing economy like ours. The forests department is surely in a mess.

  9. All appointments are proposed by william banda and seconded by Rupiahs kids and grand kids. All ministers and permanemt secretaries are all perpets to william Banda and I can tell you if Rupiah desolved cabinet you would be amased at how many pipo will be leaving for Pf.

  10. RB donot rule zambia in his reign the country rules itself it is n remote control so every minister or boss in an office does what wants RB just removes pipo replaces with friends and relatives that is all.

  11. Doesn’t make any sense to fire somwone with no reason. If he can fire her, surely he can say why! Namugala should have been the one to go. I agree that Mrs Kapulu is nothing but professional and hardworking…its the good ones that go while the useless ones stay digging the hole even deeper..

  12. Yes should the named directors be removed we are going to have some semblance of sanity retaining to the MTENR. Please mr Presido fire the directors as well

  13. I merely recieved my Matte African american Gascans right now they usually have been great. In initial field, initial oakley sleeve, but not a scratch in it.
