Government insists it is not to blame over the failed constitution as alleged by LAZ

Government has reiterated its position over the failed constitution saying that the opposition is to blame.

Deputy Justice Minister, Toddy Chilembo has claimed that most Zambians, who have been following the constitution making process, know who failed the process.

Mr Chilembo was reacting to Law Association of Zambia (LAZ) President, Musa Mwenye’s comments on the failed constitution making process.

The Deputy Minister of Justice has further noted that the Patriotic Front boycotted the National Constitution Conference (NCC) and they further did not vote for the bill.

The Law Association of Zambia (LAZ) says taking the failed constitution making process back to parliament is not a prudent idea.

LAZ President, Musa Mwenye has further accused the MMD of failing the country over the constitution making process.

Mr Mwenye has explained that instead of taking the process back to parliament, another people-inclusive method should be sort.

And The Foundation for Democratic Process (FODEP) has backed Law Association of Zambia (LAZ) president Musa Mwenye’s call for the next government to take the constitution making process back to the drawing board.

FODEP Executive Director Macdonald Chipenzi has told Qfm in an exclusive interview that there is need to engage technical committees on the grassroots in order to come up with a document that is acceptable to all Zambians.

Mr. Chipenzi says Zambians are eager to have a constitution that will stand a test of time adding that this should be the first priority of the government elect after this year’s tripartite elections.

He says taking the Constitution amendment Bill of 2010 back to parliament may not work in the best interest of the majority Zambians as most of the submissions made in the Mung’omba draft report were deleted at the NCC.

The FODEP Executive Director further says holding consultations with people is the best approach of handling the Constitution making process.

  1. musa mwenye again? why is he fighting so hard over a lost cause, almost to the point of desperation, is he a part of the bad guys that are regrouping in pf?

  2. by the way, has he already given up on the useless attack on the public media? when is he going to sue the public media? we are waiting. awe ba laz mwasebana, is this the guy that you call your laz president? shocking to say the least, but what can you expect from pf cadres be they lawyers or other species.

  3. Town dwellers so called intellectuals are criminals, who take little resources Zambian treasury has to allocate to rural dwellers so that their simple needs are met. These people just talk and are interested in meetings, committees and conventions so that they can get their allowances, free food, drinks and accommodation while majority suffers.
    90% MMD to be blamed for taking a wrong clause and messing up the whole constitution, many good clauses but in its quest to retain power it killed 50% +1 clause and rest is history.
    If it had proper advisers, brought in people driven constitution, it would have got people’s vote and understanding. As things stand today, MMD is in for a SHOCK.

  4. Wrong advisers, His Excellency is surrounded by intellectuals but no wisdom, no “loyalty” and not able to tell him what is good, but just do “yesmen” (dis)service.

    Result, people go for the known – out of frying pan into fire.

    How I wish he had wiser enemies than foolish friends around him!

  5. George Kunda needs to go to jail for the failed constituition. Imaging George Kunda even has the audacity to say he will take the constitution bill back to parliament. In his AIDS DREAMS, not in this Country.

  6. WE all know that LAZ is the same as PF. There is this craze that has swept a predictable list of zambians that PF is definitely winning this year. The only person laughing at them is Sata. A lot of people will cry when RB wins this year and I’m telling you, a lot will suffer if RB wins because he will go after all the guys trying to overdo things in thyeir criticisms. We have been there before and I have seen what a president in Zambia can do to people who were against him just to finish them. Watch this space. I keep saying that let us pray that RB loses, but again I would rather RB wins rather than have Sata. What are we looking for on thie earth to go from RB to Sata. Are we that s.t.u.pid? It’s even better to have HH then….

  7. What has Rb got to offer apart from braii and whisky around every weekend. Then steal like no man’s business. Guys lets be realistic, this guy will finish nation big time. Thats all he specialises in. Just look at his track record then debate…..we need an alternative not him no no no thanks….

  9. Why do politics make interllectuals sound and look so dumn? Todd Chilembo oof all the people,is not expected to be talking in this manner, but because of his fattening bank accounts,he is forced to speak rubbish about his supperios faild constituion.Pf did not take part in that process because the foresaw its failure,Tod should man up and accept,better still apologize to the zambian people for not heeding to their cries and wasting their hard earned money.

    About the constitution, this minister is right. Let us not blame the government. Blame MMD, Rupiah Banda, George Kunda and the Rebel MPs. Government had nothing to do with it, but it just lost its money to these suckers who pretended they were doing something, but had a motive to loot the government.

  11. #1, this issue about the the constitution is something which every Zambian should take serious considering the amount of money spent. 200 billion kwacha wasted and the people who benefited from it don’t want to talk about it or explain to the nation what really happened instead of pointing fingers to opposition. The NCC was the MMD idea so they should explain what really happened at the convention to make UPND to ditch them at the last minute.
