NAPSA gives MMD 7 days ultimatum to settle K461.9 million in rental arrears

The National Pension Scheme Authority (NAPSA) has given opposition MMD a seven day ultimatum to settle outstanding rental arrears.

NAPSA Director General, Stanley Phiri has said that failure by the former ruling party to settle the debt will see bailiffs enforce a recovery of the rentals.

Mr. Phiri has disclosed that the MMD owes his organization 461.9 million Kwacha in rental arrears.

The debt is in respect of rentals accrued by the MMD through its National Secretariat housed at NAPSA building in Lusaka.

Meanwhile, Mr. Phiri says his organization has the liquidity to pay all outstanding claims.

  1. I think Sata needs to fire the entire NAPSA board and management for incompetence. How can they allow a customer to accrue so much debt. This is corruption, simple and pure. So fire all management as a lesson to all unprofessional people managing parastatals so that they don’t treat any ruling party with kids gloves

  5. Why is Stanley telling us who owes what in the media? Some of these transactions may be normal business transactions that need to be pursued through normal business practices. Unfortunately, this Director General wants to be seen as a working CEO when all his mates have been fired! No sacred cows at NAPSA, please issue the presidential command: “You are fired!”

  6. MMD did the same with PF and their offices at farmers house. Due to the spending sprees of RB in an attempt to buy votes, i dont think MMD will survive under such nkongole and scrutiny 

  7. When the guy says he needs to clean the system, did you guys think of the magnitude of the problem? Zambia stopped working along time ago. If it was a patient, they would have burried nikudala. Ever tried to apply for anything, from a passport to land? Reg or just a birth certificate?

  11. Looks like someone fears they will be next in line for firing ! You can not let arrears accumulate to that much without getting some kind of kick back. Something to look the other way and ignore the montain of debt.

    Sata is a simple man. This debt speaks of volumes of inefficiency and corruption. Please pack your bags and clear your desk Mr aPhiri anabwera. You must have bought a few farms and vehicles with MMD kickbacks, so you should be all right even if you get sent to jail.

    I believe outstanding rentals is just one of the many problems besetting the MMD at present. I think what is causing them more to fret is the lightning speed at which the big ship at Plot 1 is sailing on it’s course.
    2011 will definately go down as the year of surprises. The biggest surprise so far: the one who people said would kiss the dust became the last man laughing.

    Other potential surprises to follow: the results of investigation probes into the sale of FNB, ZAMTEL, procurement of Mobile Clinics etc.

    We are following.. it’s very important to retain a certain curiosity and to look at the world with open eyes. Very, very important.

    • Nine Chale you are spot on in your observations and opinions (you always are as I have followed!). I agree with you about keeping an open mind because some things that are coming out like the recent RDA announcement yesterday was like a hand in a cookie jar at midday!! I think there has been a track record of blatant and glaring acts that will not only surprise us but shock us too. Great man! Have a great day!

  13. Sata is dissolving too many things. At this rate I won’t be surprised if he dissolves himself. Ultimatums are also coming left  right and center. I will not be surprised if he gives himself an ultimatum to achieve the 90 day promise. I admire Sata but he seems to be too razor sharp at the minute, I hope he does n ‘t cut himself in the process.

  15. We all remember well how this same MMD unleashed ZRA on GBM for 200 million kwacha or something for his Luanshya Road Office complex that he had given to PF to use as their party headquarters. Meantime, MMD was also NOT paying rental for using NAPSA offices!! What goes round… It’s a strange, strange world M.r Banda!!!

    • Thats true, but didn’t u notice that at some point before elections it went pro mmd, and even now if u check, they are still giving negative reporting on PF..going nowhere slowly..they became partisan and lost all objectivity

  17. To show transparency, Napsa should issue the same ultimatum to everybody that occupies Napsa properties and they have not paid rentals. Another company that should be checked is ZSIC, please ba kateka investgate them including the commissions earned by sales reps from the business underwritten for State house, Ministry of finace, Zambia army, ZNS and ZAF. All that business is fake , only used to syphon money from government.

  25. What fool would go to buy a car when you haven`t paid rent? If MMD had won we wouldn`t even have heard about this. Can this Phiri tell the nation how much rent per month these guys were paying and how long they did not pay for please!

    Where is Mr Capitalist and MMD Chief Bootfimofimo to shade more light on this please. This is how crafty these guys were. Their party was just being used as a tool to get themselves to government treasury. Unffortunately they are going to crumble and for them it will be worse than UNIP. What a shame!

  26. This only shows that Mr Phiri is not a proffessional. He is only publishing this article to please the new Govt so that he can keep his job. This means that even the next Napsa MD will still do the same as long as he will be appointed by Mr Sata.
    What then do we need? We need political will to do things professional and employee people who are not politically mortivated in these offices. We need to pass bills in parliament which will give autonomy to such companies so that they begin to be accoutable to the peaple of Zambia and to the president. These offices should report to the board and this board should be approved by the parliament.

    Even if you send bailiffs how much will they recover? As MMD is will no longer exist with such debt.

  34. Its amazing that for the last 20 years, the MMD had chosen to rent instead of invest in some good properties that would sustain the operations of the party. I guess UNIP was the only smart party in this respect as they still own Freedom House along Cairo Road, unless things have changed in the last couple of years. So this ruling party had no serious assets and yet they managed to spend billions of kwacha on the just ended election campaign??!! Its hard to justify not holding them accountable, personally, I am really interested to find out where all this money came from. Parties need to have tangible assets that will allow them to properly account for and justify expenditures. PF take note.

  40. All this money just being let to float away when it could have been put to good public use. This is the same attitude with Counsels and ZRA who are supposed to be collecting monies to improve and better services but instead its either overlooked or pocketed

It also goes to show that Political parties in Zed have no long term surivival strategy. They only last as long as the founding member is alive.

  44. @olimpia extension.Dear, these parties are formed out of defections and some are personalised so they cannot own any property because much of their interest benefits the party owners. UNIP had invested because it existed beyond the members and membeship.Remember u had to be a member for at least 5 years before you could contest for a position like taht of MP.To survive they had buldings and firms like Duly Motors.Tarrys,Freedom House etc. Remember that in 1980 we started contributing as individuals and firms for the construction of new UNIP Head Quarters to be built by the Chinese and this is now the copmlex where we have govt ministries just by the Freedom Statue along independence avenue.

  48. Guys, stop pretending. The problem is not the NAPSA board. It is Zambian politicians, MMD, PF and the rest. We know that if you are running a parastatal organisation, you have no autonomy. The party in power will fire you if you say NO to them. This forces perfectly competent managers to just sit back while the cadres loot the organisation. NAPSA are only able to demand rent now for obvious reasons. I really feel sorry for anyone desparate enough to accept a Managerial job offer from ZESCO, NAPSA, ZRA, TAZARA, etc.

  50. @68 I totally disagree with you. Fact is that most of these Executives are not competent and where all MMD cadres. These are people that were on Campaign Trail with RB. Their Interest was muzungu anikonde to the president hence loss of focus and strategies for companies.

    This is unethical and Business Executives should have work ethics. It is nothing to do with politicians. These are just weak leaders who want to protect their position and compromise nonsense.

    He should be fired. Actually let him just resign.

  51. Is this not the same NAPSA who bought land from Meanhood Zulu – when govt could have allocated it free land earlier in the year? NAPSA as a public institution could have gotten land from govt free, but it paid billions to meanwood! its like choosing to pay for the land that you already own. This Phiri must go! but before he does, let him explain this meanhood deal.

  53. MMD acrued that debt from way back when SATA was a senior member of the MMD and was holding a very important position of MINISTER WITHOUT PORTIFOLIO. Why didnt he rasie concern with the MMD Debt. Zambians, we are being taken for a ride by PF and their minions at the POST. While MMD must pay up its debt, its people like SATA who have to be answerable cos SATA used to have PRESS CONFERENCES at the same NAPSA OFFICES
