Joe Chilaizya and Kenneth Maduma take over reigns of ZNBC

Minister of Information, Broadcasting and Tourism Given Lubinda

ZAMBIA National Broadcasting Corporation (ZNBC) director-general Eddie Mupeso has been replaced by veteran journalist Joe Chilaizya, with immediate effect.
And Government has appealed to workers countrywide to be calm as Government makes efforts to improve conditions of service.

Minister of Information, Broadcasting and Tourism Given Lubinda disclosed during a press briefing in Lusaka on October 6 that Mr Mupeso’s contract has been terminated.

Mr Lubinda said he has also removed director of programmes Reuben Kajokoto and replaced him with former ZNBC employee Kenneth Maduma.
The minister said Mr Kajokoto will remain in the institution and directed Mr Chilaizya, who was present at the press briefing, to find him another position within the institution.

He said he will soon make broad statements on what will happen at the Times of Zambia and Zambia Daily Mail and the public will be told whether the decisions will also include change of management.

“I have decided to relieve Mr Eddie Mupeso of his position as director-general of ZNBC. The reasons for these changes are known by members of the public who have raised concern at the way the institution is being run.

“Government hopes that ZNBC can start to operate as a national broadcaster. I implore Mr Chilaizya to do whatever shake-up is required because there may be some stumbling blocks,” Mr Lubinda said.

He said the changes have been made in the interest of the Zambian people.
Mr Chilaizya said soon after his appointment that he was grateful to Government for the appointment and that although he has a big challenge, it will be made easier because the PF government is set to free the media.

And Mr Lubinda has explained that deputy Minister of Home Affairs Panji Kaunda is qualified to be nominated as member of Parliament because he was not declared bankrupt, as reported by some media institutions.

The minister explained that according to court record number 2003/HPC/175, former President Kenneth Kaunda settled the debts that his son Colonel Kaunda was owing Hybrid Poultry Farm and that the matter has since been disposed of.

On agitations for better conditions of service, Mr Lubinda said persistent strikes are not progressive and urged workers to engage their employers on the work environment.

He said he understands that Zambians now feel liberated but that work stoppages are not the way forward.

  4. You can’t spell Given without give- as in “give” wrong reasons for the changes.Truth is they just want their praise singers running the media house knowing very well they owe their jobs to Lubinda.Even his last name sounds like he’ll have them “Lubricate” the coverage to suit PF.

  5. Dont comment negatively for a wonderful move that is long over due. All tax payers have been complaining about the poor programming and unfair coverage by ZNBC favouring only certain quarters of society like the former ruling party. This was highlighted even in the interim report by the international observers during the last elections. PF continue sweeping all those who thought MMD was Alfa and Omega. Congrats

  6. #2.the credentials Mr Maduma has is the vast experience in the Media and broadcasting industry. what credentials do you want? today the world is saddened by the death of steve jobs because he was a technology pioneer.he had no credentials from any university part from the ingenuity and creativity that was in him.pipo who were running ZNBC had credentials but why do we still have problems at that institution? in short,it’s not the credentials that matters but the ability to perform and change things.

  9. Chilaizya is my fellow tribes man, but he should get the position legitmately by competing with fellow high ranking journalists. Maduma too. These are not PF positions. Period !

  10. PF is doing exactlly what MMD did. why did they not advertise for the positions so qualified people can compete for the jobs. And mind you Chilaizya is appointed because of the deals with the Chongwe MMD Candidate. they own a radio station together and were promised to be granted a lincence to cover the whole country if Mwakalombw backed out as MP. so this appoint is not clean at all.!!!

One may b overqualified bt can nt deliver the services, while the other one who is nt well qualified can do beta.   17. Kenneth is 68 yrs old, once slapped by his surbodinate Chella Katwishi for incompetence! He retired 1997/8 after serving ZNBC for 68 years. Error Hickey engaged him as newscaster after failing to engage him full-time for professional lapses and incompetence. Joe is a mental case, its a known fact. Lubinda’s plea is like asking a Chainama patient to bring sanity to UNZA. Will ZNBC workers feel honoured by the appointments? Can Maduma lead people? Are these appointments in good faith? Will this lead to financial sustanability of ZNBC? More money out of our pockets in higher taxes!!

  19. In all fairness, this is totally a wrong move by the minister. And this is why ZNBC will never be a public broadcaster we want it to be because of political appointments. The ZNBC Act provides that the board appoints the director-general after going through the necessary process of job interview, but alas, this is not to be as the case is now. For Joe Chilaizya to be handed this job on a silver platter without competition speaks volumes in terms of patronage and political affiliation. I therefore beg to differ that this appointment is not on merit.

  22. In defence of my argument, those of you who have time can check ZNBC Act no. 154 of the laws of zambia, 17 (1). The law is very clear on the appointment of ZNBC director-general. The board has to effect that appointment. Let’s look at this objectively and not on party lines. The appointment is not on merit.

  23. I fear that ZNBC will have grave financial problems considering the low calibre of those just hired. Kenneth once worked for ZNBC and retired in 1998 after serving 33 years.he could not be taken full time by Error Hickey due to inability to supervise staff, the same challenge he had at ZNBC. Joe Chilaizya, on the other hand, has some personal challenges, belieiving himself as Zambia’s messiah and eventually named one of his children ‘Jesus’. That aside, why is the Minister appointing people? He may say there is no board but why appoint a director of programmes? Is this the way the PF will govern the country? Does this approach account for professionalism in appointments?

In case these PF Ministers do not know, separation of powers is part of good coorporate governance! Stick to policy! Boards were created to enhance good governance

The so called construction company do not even have a wheelbarrow yet they brought South africans to Meet RB. The South African company is called nyati construction. They have since been corruptly awarded contracts to do roads in Zambia.

  28. Since Mr. S.S Zulu seem to have failed the to meet certain quaters expectation. I propose appointment of the following dent free lawyers: Mr. Mmembe for Justice as Minister; Mr. Nchito as Solicitor General or Director of Public Prosecution!

  31. i have two Diplomas. one in IT and another in Agriculture Business and a certificate in project Management.My humble qualifications have made me travell and present wonders before PHD holders.I have faced some of the best scientist and social scientist in the world.I have dinned with them and exchange some important views.   32. I hope ZNBC will be worth watching and appreciated especially when it comes to programmes we have alot of Talk shows with out seeing any achievements i feel its time we had entertaiment for our families so we can advocte for the increase in the TV. licences

When RB’s government wanted to shake up ZNBC by bringing in Joe Chilaizya, PF supporters here called it tribalism and all were opposed to this highly respected journalist taking up the position of director of programming. Now, we sing the praises of PF govt for appointing him! 

    • People rarely have principles. They only look after their own interests. iam a  PF supporter: I agree with sweeping out the trash but not replacing it with trash. We have plenty of journalists who are qualified who can  do  much better

He appointed Ben Bernanke for the big federal job.Not that he is the one who appoints because it is in the constitution. All you chaps calling for interviews and sorts of things are just gettin what you deserve. We told u to take care of all this nosense in the constitution instead you chose to manipulate it your way.   39. some of the people appointed by RB had the right credentials and potential to take these public institution to great heights given support. unfortunately the same man who appointed these people never left them to work independently. powers that be…it does not matter what qualification you have but when the environment is not right you will never perform….we voted for PF and want the best for our country but the best does not mean firing everyone.the people within these institution are the best to elevate, they know the problems they face. hey Michael and company just remember that…..they know the problems they face…

  41. I am sure there are qualified and principled young men who could have been appointed to take up the position of Mr Mupeso. When are the young ones going to be given chance?

  42. those same qualified young guys failed to rise to the challenge when ZNBC was being abused so we take it they ware sailing in the same shoes with Mpeso. Guys a radical change wherever we are as professional is what we need. I feel sorry for the guys though but that is how life is. Learn to face challenges, they entirely supported chanda chimba 111 so what do you expect more. I am sure the entire ZNBC and Times of Zambia and Daily mail never corossed in their mind that MMD will ever loose election.   43. Lubinda, though with good intentions, has over-stepped the mark. The post of Director general is supposed to be advertised and candidates interviewed. It is also too low for him to stoop to the level of appointing the director of programmes. The director of programmes is a technical position which is supposed to be advertised and filled by ZNBC management. Lubinda cannot lie to us that after appointing these two positions the guys Joe chilaizya and Maduma will not favour the ruling party. Infact the moment they start broadcasting negative stuff they will both be fired. If Lubinda is serious about independence of the media he should have started with appointing the boards, who would them go out to employ these guys. We are not *****s, or else he is wan.king himself!!

  45. These decisions will back fire on PF in future. People are taking note. This fallacy within PF that their winning of elections gives them a blank checque to do anything they want and even violating the constitution must stop.The truth is that PF did not win majority votes, so they must be very careful how they deal with issues. The ousting of MMD simply shows that there is no party that will be in power for good….infact for PF it will just be one term. They will be held to account for these cock ups. How does he appoint the DG and Director of programmes? And then tomorrow that is when he will turn around and say oh, let us now appoint the board? PF must think Zambians are really backward. But wait.

Lubinda said ‘he can not leave ZNBC to function without the Executive director, so he will appoint somene to fit in”… in short he said its a temporal appointment as we wait for the board which will be appointed to nominate a director”.. By the way ZNBC has got no Board ever since Former vice president Kunda and his governemnt dissolved it. !!!

  48. As far as I am concerned, ZNBC employees above complaining about Maduma being young did not have balls to refuse airing garbage from CHANDA CHIMBWI III. All I want to see is good programming and balanced coverage of government, opposition and public concerns without biase towards proping up government at all cost as was with RB & Mupesos’ ZNBC. So experience and maturity matters, Joe Chilaizya has proved to be a serious professional broadcaster and he is financially sound so he will not be licking the PFs back side we hope! Change at ZNBC, TOZ and Daily Mail is inevitable for sure!

Mr minister please just privatise ZNBC sale Times of Zambia and Daily mail.Government does not need to run media houses/news papers you have more urgent thing s to attend to.Let the private sector compete amongst themselves ,just play the regulatory role.Zambians have shown enough initiative in the media sector and am confident some of these can eventually be listed on the stock exchange and we buy shares.I think we should shake off this State Media mentality its so FIRST republic……Mr minister concentrate on tripling the infrastructure in Tourism.Whenever i go to Siavonga I wonder what vision our Politicians have .That place could be our Capetown.
