Zambia to print its own ballot papers for future elections-Sata

President Michael Sata greets children at St Ignatius Catholic Church

President Sata has said that Zambia will print its own ballot papers for future elections. The President said in Lusaka on yesterday that the November 24 Magoye and Nakonde parliamentary by-elections will be the last to be conducted on foreign-printed ballots.

He said Zambia cannot continue to print ballot papers in other countries after 47 years of independence.

“If it means spending all the coffers to bring in equipment, we will do it. We will print ballot papers here,” Mr Sata said. He said this when he attended the post-election thanksgiving prayer service organised by the Zambia Episcopal Conference (ZEC), Council of Churches in Zambia (CCZ) and Evangelical Fellowship of Zambia (EFZ) at the Cathedral of the Holy Cross.

And the President said parallel vote tabulation (PVT) made it difficult for the MMD to rig the September 20 tripartite elections. “I would like to thank educated people like my wife. I didn’t know that she can divert from medicine to run PVT because without PVT, our friends were already celebrating. They had even arranged for the inauguration (of former President Banda). But with PVT she arranged with her daughter and granddaughter, we have got what we want. This is the will of God and we will not let you down,” Mr Sata said.

He, however, said he agrees with some people saying the elections were not fully transparent because the Zambia Police Service in Solwezi is still keeping ballot boxes which some people wanted to use in rigging the polls.

Meanwhile, President Sata says had the MMD built on where former President Kenneth Kaunda left, the majority of Zambians would not have been wallowing in poverty. He said Zambia cannot be described as peaceful because many people are failing to afford meals while others cannot find employment.

Mr Sata said his Government is determined to create jobs for everyone. “Dr Kaunda once created that environment. We had to import people from Tanzania, Congo, and Lesotho to come and work in Zambia. He even imported people from Zimbabwe to come and sell beer and from Malawi to come and work as clerks in the mines. How can we fail to do that?” he said.

Mr Sata said he will be failing in his duties as republican President if expectant mothers continue dying due to lack of access to maternity treatment or if children continue dying of diseases like measles.

He said Zambians are not using their God-given talents adequately, resulting in many of them committing several criminal offences including corruption. He said some prisoners are just forced by circumstances to commit crime.

“If we as a people can sacrifice a little, we can establish prisons and reformatory centres where we can only have habitual criminals, not most of those people who are there. If we can keep young men and women occupied, we will help Mrs Sata who is fighting HIV and AIDS because I was told one day by Chief Justice (Ernest Sakala) that idle hands are always tempted.

“If young people have jobs, they will have very little time for vices. We will not sit idly by when we know we can do something to create jobs” he said.

And Mr Sata thanked the three church mother bodies for organising the prayer service at short notice.

He said he wants Zambia to have a strong religious background and asked the three church mother bodies to make written submissions on how this can be achieved or even legislated.

He said it does not make sense for people to just boast about Zambia’s declaration as a Christian nation when their behaviour is anti-Christ. The President pledged that his Government will rehabilitate Lubwa Mission in Chinsali, Dr Kaunda’s birth place.

He said the church contributed greatly to Zambia’s independence and civilisation, adding that without the clergy, Dr Kaunda would not have managed to fight for Zambia’s independence.

Earlier, ZEC representative Father Cletus Mwila urged political parties to exercise love because national unity of purpose is more important than human beings. Fr Mwila urged citizens to contribute to the development of Zambia so that change can start bearing fruit.

“Let’s put our resources together and insist on togetherness as God’s children. Let’s make serious contribution to hard work,” he said.

EFZ executive director Reverend PukutaMwanza commended the church for praying for peace before, during and after the elections.

He thanked former President Banda for fulfilling his pledge to accept election results, which he said reflected the people’s will.

Dignitaries who attended the service included Dr Kaunda, Chief Justice Ernest Sakala, Vice-President Guy Scott, former Lusaka Diocese Archbishop Emmanuel Milingo, service chiefs, members of the diplomatic corps, ministers and members of Parliament.

And   the Zambia Episcopal Conference secretary general Cleophas Lungu has urged leaders to exercise justice, peace, reconciliation, love and sacrifice.

Father Lungu said this at the Feast of the Good Shepherd at Kabwata’s Good Shepherd Catholic Church in Lusaka yesterday.

“If you want to be leader, you should develop the spirit of love, reconciliation and sacrifice for your own people,” he said. Fr Lungu said leaders should exhibit passion and love for the country and care for the people.

He said church leaders will be happy to see all leaders, particularly politicians, practising love for their country.

  7. Zambians have a very short memory and a myopic view of events. Remenber when Sata and Mandandi withdrew then K2 billion Kwacha from National Assembly to be used for elections. On his tribal appointments which seem to come from FTJ playbook of divide and rule, many people have said that he could not appoint Tongas because they did not support him, that is simply Petty and vindictiveness that should not be expected from a head of state!!! But is he a Head of State?

There is is need for the nations cabinet to be as representative of the country’s as much as possible.You cannot convince me that all the qualified people in Zambia come from the North (Northen and luapula). You are going to agree with me and for this reason; the government should be inclusive regardless of the tribes. It doesn’t matter who voted for our President, he is a president for all. We can only wish and hope that his heart goes to every Zambian who can’t put food on the table for his children. It hates to be a parent especially if you cannot provide for your kids. People are willing to work but the notion of knowing someone to get a job is what sucks in Zambia

    Guy Scott is not from Northern or Luapula. I don’t think Sata really picked people based on tribe , he just picked his close friends and people close to him who understand his agenda and unfortunately people who understand his agenda happen to have same roots as him.

    It is just human and natural in the beginning to pick people close to you until their boat is stable. I think down the line he will start finding people from Southern province. KK did not have the whole southern province hate him, like Sata now.

However, some sections should also come out of tribal inclinations and begin to think using their heads not their tribe. It hurts me so much that our colleagues in Southern Province think that they can unseat a government with a tribal vote. UPND should sell itself to the rest of the country. Even when the writings were so clear on the wall that the race was between PF and MMD, our friends in UPND didnt take this analysis seriously. I do agree with the Post editorial comment in which it described HH as a selfish man who doesnt accept the strength of others. He left the pact becoz he wanted the presidency arguing that he was more popular than Sata. Election results told us who was popular between the two

The post who propelled Sata to State house acknowledged this fact in their editorial of the 4th October please review that if you have not. If you can be true to yourself, you know that the tribal sentiments in zambia are one sided! Just look at the voting pattern in Southern Province as reflected on ECZ site..how can HH in some constituencies be amassing 31, 000 votes and the second man getting less than 1000 votes and Sata with a paltry 170 votes? This is a tribal conspiracy of the worst kind. Tongas are being punished for their stupid hate of other tribes. You fools you will never form govt. So,now the problem is the cabinet.Mr sata only appointed a few people from the opposition whom he knows can give him more numbers in parliament & hence more autonomy.If had picked on people like nkhombo,they would oppose him even within cabinet.Tonga’s are so intolerant,but for a few exception,shamenda,simuusa for a example.There were killings in mazabuka but they still voted on tribal line,unlike the very analytical westerners.Mind you,the president had only 8 nominations to make,he would have been foolish,to choose people he cant trust

  27. For the credibility of elections, this is not a decision Sata should make unilaterally. It should be done in consultation with all stakeholders i.e., political parties, election monitors etc., otherwise it will lack transparency and seem susceptible to electoral fraud!

  31. Good point to have ballot papers printed in the country, only hope that the political parties including the PF will have faith in their own institutions. History has shown that some of the sources of conflict have been lack of faith in our own institutions. If this has changed with PF in power then why not strengthen our own institutions and have most of our logistical support done inhouse.

One of the key issues Sata prosecuted his campaign on was job creation—and that is why those unemployed youths gave him their vote. And yet up to now Sata has not outlined his government`s job creation strategy. Sata should by now have outlined an estimation of how many jobs his government will create —–province by province in 2012, 2013, 2014, 2015 and 2016. Interestingly, Sata is quoting how Zambia created jobs in the 1960s, unfortunately 1960s approaches cannot work today. The truth is PF has no credentials to create meaningful jobs across the country. Just look at Sata cabinet

Why can’t the President move on now and talk about job creation, about need for secondary industries to create jobs, about all weather bridges, about dams and farming-inputs being available all the time to encourage round the year crop farming, about, about encouraging cottage industries to use copper as raw material and produce finished products like switches, sim cards, etc locally and thereby creating more jobs, and increasing the tax base etc etc… instead of predominantly focusing on elections and ballot papers. Time is running out, and soon patience will wear thin among the young jobless voters to are waiting for action. Lets move on.

The Post who are Sata`s friends raised the iasue of Sata`s tribal appointments. The Post said more than 50% of those appointed as Ministers are either relatives or from the same tribe. The problem in Zambia is that we so tribal inclined— and as long as the president is from your tribe —-you dont criticise what ever they do or say. And this has contributed to Zambia lagging behind in terms of meaningful develoment. I look forward to a Zambia where people will be free from tribal slavery.

  38. Those who are diverting the discussion into tribal politics are the frustrated UPND cadres pouring sour grapes our President. I sympathize with them anyway because losing an election is not a joke. Just like what VJ said after the 2001 elections that losing an election pains like hell. VJ predicted that some of the opposition leaders will suffer from seizure, hypertension and get admitted to hospitals for medical care. He called on the paramedics to arrange enough stretchers that will be used to carry some of the opposition leaders after the election results will be announced. This is exactly what is happening with our colleagues UPND and MMD cadres. They are still hallucinating and many of them living in denial. They are really hurting inside, so we can understand their rantings.

  42. Leave HH alone! He is smart and the future president. PF is in power and there is no justification for comparison. UPND is not in power and has not yet been tried in govt. If national unity was at the heart of the appointing authority he should have appointed UPND MPs to Ministerial positions not MMD. Sata does not love MMD and he wants to destroy it by using its own members such as the appointed MPs. He is using the POst to destroy the Iimage of HH. Note that you will destroy HH because he is his own man!

  45. It just makes sense that printing the ballot papers within Zambia will save a lot of tax payers
    money.We got rid of Cambridge School Certificate Examinations sometimes in 1980 because
    it was costing us too much money.Why do we have the propensity of making other countries

  46. I was very disappointed with the vote turnout in southern province regardless of what this country is going through.. I like tongas but I hate their tribalism mentality with their wicked quest for superiority….. what makes them think they are the most educated when niba kachema ba ngombe…Tongas showed the country clearly that they only support their blood….. trust me we have over 70 tribes in this country but it will take even another century for a Tonga to be a president if they won’t swallow their pride and behave to be part of this country… at least the lozis are learning fast enough. why do the Zambians find it easy to vote for these other tribes which have been ruling for the past decades to date? because these tribes are neutral plain and simple..   49. I have always tried to understand the tribal issue why it keep poping up on this site. One thing must be made clear PF is not Bemba ether is UPND Tonga. It is not all Bemba’s who did not vote for HH or is it true that all Tonga’s did not vote for Sata. Once a person is in plot 1 it simply means he is for all people. Politics unlike other sciences, it is a game of balancing issues, Sata at some point he will need to select a balance cabinet. This was the case with Banda and we all compained about this so he lost our vortes. Now it is the turn for Ba Sata he should not take this route it is not healthy for unity of a nation and people. Pls when blogging we need to be responsible and committe in such a manner too. Bemba or Tonga we are all Zambian period.

  51. Good call on starting to perform more functions within the country and not out sourcing where we can create a local solution. We are kept out of the loop so to speak in so many areas – for example try and set up an engineering company and manufacture our own models of mining equipment and see how quickly that will get squashed.

    People we have bigger things to worry about than tribes. We are people first, genders second – tribe, ethnicity (race) and divisive categories have no bearing except in maintaining culture and respecting traditions of others.
     
    Many like me are fractions of tribes and my parents raised us with two phrases – you are not a tribe but respect all tribes and be the best person you can be. Never give up your Zambian passport and have a Zambia room wherever you are.

    Very optimistic words from our president and I’m sure he means it. A real patriot is one who puts his nation first. I have a feeling he will not let us down.

    Nevertheless, words come easy, so let us keep our eyes open for the results. Sata’s government should show us better roads, education, jobs, health, power and water facilities. This is the only way to convince Zambians that they didn’t make the wrong choice by putting him in State House.

    Until then, most of the bloggers will keep on exercising their poisonous tongues as we can see above. Others, like myself, would rather put their shoulders to the wheel – fiscally or phsyically. Zambia must prosper!

  53. Zambians. Lets not be economical with truth Sata with his PF govt. is dominated by BEMBA which is a clear FACT. This is acknowledged by those who argue against this fact and present childish evidence of Dr Guy Scott to demonstrate PF having a national character. Typical of BEMBA deception known by every non Bemba Zambian. Lets not burry our heads in the sand SATA has to be taken to task over this aspect of his govt. You can’t even compare with KK. Again typical of BEMBAs even when KK was president, they accused him of being Malawian or Easterner when things did not go their way. All this confirms SATA is a TRIBALIST. He will correct this or we will not stop pointing this error no matter what it takes.

    • Yes Don braco of 67 Zambia airways was one the many companies sold off by a corrupt Minister.and money pocketed. One should seriously look at the viability of a national airline as its very possible. Kaunda international Airport should be given to a serious investor to make it a HUB airport of Southern Africa due to its location and the very fact that South Africa is failing to Attract more airlines due to its high charges and incompetance. KK airport should with immidiate effect reduce passenger duty to 50 us dollars as it will attract more jobs and creat emany jobs

  58. I understand the frustration that many Tonga people are facing. But if you look at events carefully you realise that this under-representation is partly their fault. Why do they bunch up in one single tribal party and expect people to vote for them. They definitely have a powerful vote but they misplaced it. For example if most of them had voted for MMD, MMD would have won the last elections. My advice would be for them to join the winning team PF and get the representation they need. Sata should try as much as possible too to attend to this concern because he is a national leader, even for those people who did not vote for him.

  70. Ballot papers to be printed in Zambia next elections. That is great Mr President. Impot those machines and train people to use them. No need to go to South Africa for ballot papers. Next no medical expenses by the government for treatment in South Africa. Next create jobs by making finished products from our minerals like copper and export.   75. People do not allow yourselves to be used by politics. This weekend I am attending a wedding where a Bemba and a Tonga are coming together. I am sure it will be a happy moment. Let love be the word. Yes, we need to balance things once one wins and campaigning is over. It is time to put more cash in pockets. Both PF and UPND or other parties respect yourselves and be peaceful on this site.
