KENNETH Konga is the latest former Cabinet minister in the MMD government to be in police books after being warned and cautioned over a multi-billion Kwacha hotel under construction near Kamwala, a semi-detached flat in Kabulonga and mining equipment in Makeni.

The former Minister of Energy and Water Development in the Rupiah Banda administration is the owner of the plush hotel on plot 30778, Dedan Kimathi Road, near the Inter-City Bus Terminus, a bulldozer G9G parked at a private property on Makeni road, and a semi-detached flat on plot 50E, Sable Road in Kabulonga.

The current selling price of a brand new G9G bulldozer is US$1,000,000 (K5 billion) and the used models are approximately US$425,000 (over K 2.1 billion) exclusive of tax.
Police have seized the properties.

Police spokesperson Elizabeth Kanjela confirmed yesterday that Mr Konga was cautioned in relation to abuse of authority contrary to Section 99 Sub-Section 1 of the laws of Zambia.

And police in North-Western Province have confiscated assorted goods worth millions of Kwacha from Mr Konga’s home in Chavuma.

North-Western police commissioner Eugene Sibote disclosed this to journalists at a press briefing in Solwezi yesterday, saying the goods are suspected to have been unlawfully acquired.
In the Lusaka incident, Ms Kanjela said a combined team of officers will continue with its investigations regarding Mr Konga’s property.

Mr Konga, who is MMD Chavuma member of Parliament, was earlier quizzed by a combined team of law enforcement officers at the former Task Force on Corruption offices in Woodlands Extension in Lusaka.
He was accompanied to the Task Force offices by his lawyer ,Sakwiba Sikota.

When contacted, Mr Konga could neither deny nor confirm the seizure of his properties but referred the query to his lawyer. However, Mr Sikota said his client was being questioned over a Hummer vehicle that was bought for him by Parliament.

“It’s sad that police are pursuing him over a vehicle bought by Parliament and it’s up to you to decide whether it is a witch-hunt or not,” Mr Sikota said before he cut the line.

Meanwhile, Mr Sibote said all the items confiscated from Mr Konga’s Chavuma home are believed to belong to the former minister. “We got information that certain items were hidden in Chavuma and following the reports, our officers went there and conducted a search of certain premises where those goods were hidden,” he said.

Mr Sibote said the officers managed to retrieve 55 sewing machines, 14 boxes containing pieces for tables, 22 boxes containing pieces for stands, eight motor bikes, 80 bicycles and 135 boxes each containing 50 small winding radios.

He said the recovery of items was part of the on-going investigations which the PF government instituted after assuming power in September. “The goods are enroute to Lusaka. That is why we haven’t off-loaded them. I just wanted my officers to rest a bit before proceeding,” he said.

Mr Sibote said some of the items were recovered from Mr Konga’s home while others had been hidden at the premises of a Mr Mukwato, a local businessman. He said Mr Mukwato’s premises were allegedly hired by the former minister.

“The items are in two police trucks and two Land Cruisers which are full to capacity,” Mr Sibote said. He said police officers were dispatched to Chavuma on Friday and got the items on Saturday before returning to Solwezi on Sunday.

The trucks have been parked at Solwezi Central Police Station. A host of former ministers in the Banda administration have now visited security offices to explain their new-found wealth as the new PF government prioritises the corruption fight in a country that is potentially rich but whose wealth rarely trickles down to the masses.

President Sata has vowed to U-turn the mismanagement of the country’s resources, starting by cracking a whip on former leaders alleged to have looted State coffers.

  5. Fighting corruption is one thing, but seizing property before you even confirm they were obtained by corrupt practices is another thing. This is why people are calling it a witch hunt. Proper procedures should be followed. Everyone is innocent until proven guilty in a court of law. But right now it looks as if anyone who served under MMD is guilty until they can prove themselves innocent. There are honest ways of making money and becoming rich in Zamba. Let us not lable everyone who has worked hard as corrupt and do what we do best by pulling them down! We should also look forward to having successful businessmen and women in Zambia who can grow the economy rather than dragging people down into poverty out of jealousy and malice.

    • We are not against people acquiring wealth, those who work hard surely should be successful but can you show me which businesses Konga ran to amass all this wealth? Its just logical!

Afterall, they are the ones who were allegedly bribing these ministers? My point is, let’s first clean up our Govt internal financial controls instead going round in circles. If you are not informed, these plunderers are busy asking other business men to hide their stashes of money and somehow thats how they are being reported by ordinary people. Now, let’s hope the prosecuting team act professionally all the way to the end and not bangle it up with technicalities. By the same token, it is equally important to investigate and bring to book PF members whose sudden wealth is disproportionate to their income. And the big question is ‘what measures are PF putting in place to make sure this type of shameless selfish stealing is not repeated amongst their ranks. If the answers to these questions are in the negative then arrest the wanker! Cabinet posts are full time jobs and in a normal circumstance even your business can be affected, but if your business begin to thrive because of your position as a cabinet minister then there is something wrong with the system. corruption!!!!   23. Fighting corruption should also address the existing loopholes because the same people that are in the forefront of the fight will tomorrow be the culprits. Let every public figure declare their assets and properly account for the source of funds for projects such as the one above. This is extravagance to the extreme.

  54. I support the anti corruption fight but ONLY if it is applied to ALL including the activities of current leaders before and while they are in government. Mwanawasa’s corruption fight was doomed from day one because it targeted Chiluba and only Chiluba, some of his close allies in corruption have escaped the drag net and are in fact some of our leaders today. The people now being probed for corruption, are they not from Mwanawasa era? Corruption is corruption and the crusade can only succeed if it targets past, present and future leaders whatever their position today.

  65. Justice should prevail. If quilty to face the wrath face of law, however, selective justice must be avoided. We need all corrupt leaders to be brought to book without preferences or favors. chishimba kambwili was and is still involved in copper theft scandals- money from these vices was used to spear head campaigns for PF. His riches must be probed too. Everybody in luanshya knows about his dealings in copper theft ,i mean stealing the truck loaded with copper. You tell me if he is clean.   67. Have you seen what the Pf ministers have declared? How much is Namakau Hotel belonging to Given worth? How much is Willie Nsanda’s complex near Lusaka Airport turn off worth?   70. Leaders all Africa seem to get away with corruption. Unless it can be demonstrated that corruption does not pay, they will concentrate on enriching themselves instead of serving the people. Even those of us who are outsiders observers could see Banda and co. were stealing. If they can be successfully prosecuted, then well and good. My question is : is the existing system geared for such action or are we again going to witness remand, no witness, magistrate unvailable, furtehr remand, charges dropped?

  78. Zambia has a culture or is it the spirit of poverty. Any Zambian who becomes succesful is either regarded as a Satanist or corrupt! Zambia is still very much a primitive country. Countries like Ghana, Nigeria, Ivory Coast, Kenya, Zimbabwe, Botswana, South Africa etc have a stock of indigenous succesful business people. Zambian is a entrpreneurial desert! Mushota might be a nutter but she is usually on message concerning Zambia although Zambians might not like to hear the truth. The Konga case is a situation in which the PF guys have made themselves believe that Konga cant have this type of property. Thus you have a legal situation that works backwards. Confiscate someones property then start investigating whether he committed an offence!

A genuinely successful person will proudly tell you passionately how they came about their wealth right from where they got their start-up loan, what they endured all which will be expressed to you with great enthusiasm.Now what can an individual who happens to be a politician in a very influential ministerial position tell you about his/her new suddenly acquired wealth, all acquired when he is in public office. To understand where I’m coming from you first have to know the difference between an Entrepreneur or Businessman and a Politician.There is a reason why Entrepreneurs & successful businesspersons don’t enter into politics BUT instead opt to lobby politicians.
