Defence Minister Geoffrey Mwamba says some sections of the media misquoted President Michael Sata when they reported that the head of State directed the ministry of finance to ensure that it increases health workers’ salaries in the country by 100 percent.
Mr. Mwamba has told journalists that the President was merely commenting on the need for the government to improve the conditions of service for health workers as a way of attracting back to the country health workers and used the 100 % salary increment as an illustration.
The Defence minister has since urged the media in the country to stop twisting facts especially on issues involving the head of State.
Meanwhile,Mr Mwamba has said that the government has been receiving various medical equipment from the Chinese government under US $1 million grant which China gives to Zambia annually.
Mr. Mwamba says Zambia has continued to receive assistance from China in the health sector especially in the defence wing since 1985.
The minister was speaking when he received 11 medical personnel from China who will be attached to Maina Soko military hospital.
Mr. Mwamba notes that the government will continue working with its cooperating partners such as China in order to curb the scarcity of human resource in the health sector.

GOVERNMENT has increased salaries for all health workers by 100 percent, Minister of Labour, Sport and Youth Chishimba Kambwili said in Ndola yesterday.
He said the pay rise will boost morale among health workers across the country.
“Today , we have increased the salaries for all our health workers by 100 percent, so when the PF government says it is putting more money into people’s pockets, we mean business and we are serious,” Mr Kambwili said.
The minister was speaking after visiting Morganite Limited. He said Government is concerned about the poor salaries many workers get across the country.
Mr Kambwili said the salary increment for health workers is an indication that Government is committed to improving salaries for civil servants, as promised during election campaigns.

Defense Minister Geoffrey Mwamba doesn’t seem to know his responsibility being limited to defense issues. Being Minister of Defense doesn’t mean he is supposed to be talking on health matters in defense of the President. Typical Zambia behaviour by politicians, always in defense of the president as a way of consolidating their position. .Most of the Ministers are not even performing in their respective capacities but want to be seen to be doing something in areas they are not supposed to. It’s just a lot of nonsense going on. I think President Sata must tell his Ministers to focus on matters that concern their Ministries.

Even if the govt could afford it, it is highly irresponsible for a govt to increase salaries by 100% period. Some of that money should be put aside for a rainy day especially given the fact that there might well be a global economic downturn in 2012. MMD left about $3 billion in reserves but in global terms that is peanuts and does not justify the current govt going on a spending spree like there is no tomorrow. We still dont know how much we will have to pay Lap Green, never mind Zanaco and yet we are complaining about how Zesco which is still in Zambian hands is being run! Sometimes you can even understand why Mushota hates her country as much as she does.
There is clearly a leadership gap in Zambia. If it is not the thieving MMD, it the incompetent PF government. Oh, then there is the Tongas only party. We are in trouble big!

I wouldn’t blame the health workers if they went on strike with “immediate effect” and can see no other way out but for Kambwili to lose his job! No government (not even this one) can have renegade ministers making up policy on the spur of the moment and PF needs to stop mucking about.

This Government must just devise and stick to a consistent communicaion channel to the public on matters of public policy. It should only be the Govenment spokesperson or a relevant Minister who should announce matters of policy after they are agreed and concluded jointly with other members of Cabinet. The announcement should be a well crafted statement that addresses all issues conclusively and leaves no room for backpeddling. As for Hon. Kambwili, someone should advise him that he may soon be offloaded by the President as he is becoming a liability. He may hard working or hard talking but needs to temper that with civility, diplomacy and sobriety.
It is good that the 100% has been reversd, it was going to result in industrial unrest as everyone one was going to demand 100% and inflation

State house has issued a statement in today’s Post warning ministers against issuing statements not in line with govt policy. Kambwili will be axed soon i think Sata by moving him to labour gave him a rope to hang himself!
Yesterday there was a presidential statement from State House which advised that “…..the salary increments for health workers was a special case but all other salary increments should be in line with the Consumer Price Index in order to avoid fueling hyper inflation which would negatively erode any salary increments…”. Therefore it seems the 100% for health workers stands. Now we don’t know which office of the PF government to believe.
The following is part of the statement reported by Lusaka Times yesterday, same day as Mwamba’s statement: “The president also said that in the interest of the economy, the his’s guidance, save for the special case of workers in the medical sector, was that the salary adjustments stay as close to inflation as possible.
“This is necessary to avoid triggering inflationary spirals which would then render salary increases futile, ” the statement read.

Kambwili was right. This is simply a U-Turn by PF Govt. They did decide. Remember yesterday State House released a statement that back the 100% salary increase for health workers only. They said it will not apply to other civil servants to avoid hyper inflation (as advised by Dr Musokotwane).
