K650, 000 not enough for Technical Committee members, these people make K500, 000 per hour-Sebastian Zulu

THE Government is working on the budget for the Constitution Technical Committee, which will later be presented to Parliament for approval, Justice Minister Sebastian Zulu has said.

This is in view of the changes made to the programme as announced last week.

The technical committee last week announced that it had extended the work schedule and would only finish the first draft next month while the final draft would be presented to President Michael Sata, the public and the civil society organisations at the end of September this year.

Initially, the first draft should have been ready last month while the final draft was supposed to be presented to the President at the end of June, this year.

Mr Zulu said in an interview in Lusaka yesterday that there was still no agreed budget yet for the constitution making process but once completed it would be taken to Parliament for approval.

“Once the budget has been agreed on, it will be taken to Parliament for approval,” Mr Zulu said.

Mr Zulu said the K650, 000 that the technical committee members were getting was not enough compared to the work and the time they were spending on the process.

“It is actually a sacrifice, these people make about K500, 000 per hour in their law firms and the K650,000 is nothing but a sacrifice for the nation,” he said.

  1. Oh please cut the crap!!! I hate it when people just feel guilty and then come onto the stage to wrongfully justify their misconstrued position.

    The constitution making process was always going to cost money and Zambians know that. To start using cheap politics to justify the cost is just being silly and insulting to Zambians.

    Do you mean to tell us that people on the committee have turned down K500k/hour jobs to take up this? Do you mean to tell us that those Bishops on the committee were also making K500k/hour? Was NGO cadre Simon Kabanda making K500k/per hour?

    This is silly, what do you take Zambians for? There are probably just two people who would actually make the k500K/per hour and that depends if they have a case. The rest are retirees.

  2. If they are in it for the money, why not leave and go to their firms? It is interesting that you mention law firms. Do people like Chief Luchembe or Simon Kabanda also have law firms? Bwana there are a lot of civil servants that do a lot of work yet you pay them peanuts even cheating them that you are going to increase their salaries by 100%. Let them sacrifice.Your sata said so much about Chifumu Bandas NCC wasting resources yet your small technical committe is getting and wasting even more. We know ekalilo but remember it is all vanity. There are so many zambians out there who invested hope, trust and faith in your govt and you do is dream about making a kill!

  4. Let these technical committee members go and work at their Law firms. If they can`t accept what we offer them, they should go. We are more than happy to take over those jobs. After all we are more qualified and exposed than most of those guys. Zambia is a poor country. There is no way we can be spending billions on a document that will not last a test of time. We have already spend fortunes on that document. Can the ministry of finance tell the nation how much has been spent on drafting the constitution starting from the Mvunga commission. In fact, Mr Sebastian Zulu, for that statement, we have given you 48 hours to apologize or you are next in the line to be fired. Don`t take Zambians for granted.

  5. If its true that they make that kind of money per hour then they are being adequately remunerated. Should this be the time for them to sacrifice for the greater good of the nation, let them do so as the ordinary Zambians have continued to sacrifice to this day

    • Yes let them give other people ninshi…they are already LATE with the first draft. How can we be rewarding them with an increase when they are already late. This is selfishness.

    • No, the minister has not explained well. Is it everyone who works in law firms, for instance. How many of those on the committee earn those kinds of money where they come from eg the Catholic bishops.

  9. Justifying the unjustifiable-chimbwi no plan.How can you start thing without a budget in place in era?This simply shows that nothing good will come out of these so CTC.Its a get rich fast scenario we are being given by the PF Government.

  10. K650,000 per day is a lot more than most Zambians earn per MONTH. Replace the lawyers that object to K650,000. How can you even contemplate raising this amount when we need money to address the following challenges:
    -A Substandard education system 
    -A substandard healthcare system
    -An AIDS pandemic that sees no real hope of subsiding
    -An underpaid and consequently corrupt police force
    -Poor sanitation in our ghettos which are growing by the day

    This is by no means an exhaustive list but I hope puts into context the wider issues at stake here. Let them pass the work onto other people if the lawyers on that board cannot appreciate the K650,000 per day as if copying and pasting legislation is a tough job.

  21. Interesting-Making a budget after they have started? I thought Bob Sichinga is an Accountant and business consultant and the many so called technocrats who are in PF should have advised the govt or themselves on budgeting..no wonder the country is being down graded. And by the way, those making K650,000 a day will make K65m in hundred days and those lawyers are still making money because most of them if not all are running Partnership law firms and have employees-meaning they are still making money from that side as well.

    You have started going the way of George Kunda on this Constitution issue. Is it not true that it is not every hour or every day that your lawyer friends have cases to deal with and make their K500,000?

    In any case, did they agree to look at the national constitution because it is a cash-cow or because they want to serve the country? You people must tame your propensities for money in the interest of Zambia.

    It might be wise to let parliament first approve a budget for such an exercise before constituting a commission, so that public-accepted budgets are used to pay those working on the committees.

Technical Committee is NOT profit making business venture but a privileged service to mother Zambia. Moreover, no one is forcing anyone to sit on the committee!   27. This is nothing but just a money making skim, like most contractor hired in Zambia who deliberately delay projects so they can keep getting paid. There should be a law against such really

    • Walasa kelvin..A contract shall be finished within an agreed period of time.Any extensions beyond the agreed time without feasible reasons, the contractor shall bare the costs

  28. We are PF; bwana Minister, there is no justification for earning such amounts of money while working on public work. Let the people that earn such amounts in their law firms leave; we have enough lairs or sorry Lawyers who can take up the work. Well, no wonder you have poor roads, waster services and poor infrastructure in general. You want to spend so much money on things that are intangible (yet important i know)? Jesus, please come back and take away this good country from bakabwa!!

  29. Sebastian Zulu is the man Chiluba (using Xavier Chungu) paid $250,000 to finish UNIP from inside. He actually got kicked out of LAZ for that bribe. Now, Sata appoints this man as Justice Minister! Kwena it’s Donchi Thinki!

    You cannot justify the payment of K 650,000 per hour for work that is supposed to be sacrificial to a poor country. What does that say about the people being paid that much per month by government? Are they useless?

    1. they even late on the first draft, what sacrifice re they making which they re talking about?
    2. they have decided to extend the date for final draft to September from July, dont they realise thats money & yet wanting that K650,000 per sitting to be increased?
    3. Some of these peoples malofwa how can they say they make K500,000 per hour? What type of maths is that when most people in Zambia dont earn that money in an hour?
    Mr president I thought these people were doing this for the Zambian peoples, but its like they re just interested in money, if they want let them go & find other people who will do the job right!!!!!!

  31. u are jst hilighting and revealing hw much money has been waisted on the expense of poor Zambians. 500,000 kwacha per hour is simply unacceptable in an economy where well above 80% of the population live within 5000 kwacha per day, working very hard as u say, but getting as little as 200,000 thousand kwacha per month. Hell I personally think if this is the real cost, then it`s not worthy undertaking. Moreover it just benefit YOU the POLITICIANS…..

  32. But some people are so dull, so dull that u cant find words with which to describe them. This fool says 650,000 per day is not enough in work which ideally shd be voluntary as it is for public service. We have pipo including his ka boys at his farm who get 200pin per month. How does he justify 200pin per month and one getting 650pin per day? These are selfish pipo no difference with MMD chaps. Basakala one day mukapya basitan….! We have already wasted too much money on the consitution making process at the expense of good roads, hospitals etc. I dont think this Zulu is part of PF. I ll not be supriesd to see him kicked out cos he contradicts Sata.

  34. By the way we are not even getting a people driven constitution despite their claims for more money. It is like constitution making is a permanent feature from decade to decade on the budget. Some people will end up spending most of their work life on the constitution making process. We need a constitution of the people by the peolpe and for the people for once. There are many indications that Sata is not even serious about the constitution. You cant have a proper constitution with the kind of firefighting governance we are seeing under the PF.

  37. Fu.ck the so called Technical Committee of experts and its members yes, they just want to make money out of nothing. I SAY AND INSIST THAT we do have a damn good draft constitution from NCC that may just require fine tuning. It will cost us peanuts in salaries and wages if this is carried out by our loyal, patriotic, hardworking and selfless civil servants. Those so called expert chaps know that we do have a good draft NCC constitution but just pretend for the love of money (okay they are retired and broke). Iwe Sebastian, the K500,000/hr is probably what they used to earn when they were active, now they are on the street sir!

  38. By September these people will have worked for more than 200 days meaning each person will part with no less than K130m which I am not able to get at the end of my two year contract. Ok more money in their pockets. Civil servants are the ones who really sucrificing.

  42. I want to be enlightened; I thought that GK’s NCC did most of the work on the Constitution, am I wrong in thinking that? And wasn’t the NCC driven by the ministry of justice and isn’t it true that most committee members are from there? I mean what are they doing to the document? Maybe if they told us what is really taking their time?
    How much has the Seba Committee chewed thus far? Does it mean that the Minister is justifying the increment because there has been a delay in the draft report? I am thinking that had the draft report been released then they would not have been asking for money. So are they holding the nation at ransom? Please H.E. MCS give these people a deadline.
