Police officers suspected of making 30 pupils pregnant during Mongu riots

POLICE officers who were deployed at Limulunga High School to quell riots in Mongu in January of 2011, are suspected of making 30 pupils pregnant at the learning institution, Parliament heard yesterday.

This came to light during the Vice President’s question time when Luena member of Parliament Mulumemui Imenda (Alliance for Democracy and Development) asked whether Government is aware that about 30 pupils were impregnated by police officers who were camped at the school during last year’s January 14 Mongu riots.

Ms Imenda also wanted to know whether Government has received a report on the matter which was investigated by the Rodger Chongwe Commission of Inquiry into the Mongu riots.

If the report is true, then 30 pregnant girls is more than half the number of pupils in a class which is normally 50.

In response, Vice President Guy Scott said the matter is in the report of the Commission of Inquiry, which has not yet been released to the public.

Dr Scott said he expected the report of the commission of Inquiry on the Mongu riots to be in the public domain soon.

Hundreds of Police officers were deployed to Mongu last year, to maintain law and order during the riots.

The Vice President said Government is actively studying the report and will make its position known on the matter when all the recommendations have been studied.

He said members of the public should not panic, as the authorities are actively studying all the recommendations, before making their position known on the matter.

Dr Scott said this in response to a follow up question from Itezhi-Tezhi member of Parliament Greyford Moonde (UPND) who wanted to know why Government is taking long to publicise the report of the Commission of Inquiry into the Mongu riots.

Mr Moonde said it is important that the report is released to the public, so that Zambians are made aware of the findings and the suggested recommendations.

He said people are concerned about the Government’s delay in releasing the report, following its submission to the President.

Mr Moonde said making the report public will promote transparency in dealing with the matter, which has threatened Zambia’s sovereignty and unitary status.

Meanwhile, Parliament learnt that 912 people were arrested between August 30, 2011 and December 30, 2011 for trafficking in cannabis.

Deputy Minister of Home Affairs Ngosa Simbyakula said 805 cases of drug trafficking were also handled by the Drug Enforcement Commission during the same period.

Dr Simbyakula said this in response to a question from Chilubi MP Obius Chisala (PF) who wanted to know how many cases of drug trafficking were handled by the DEC during the period under review, as well as how many people were arrested for trafficking in cannabis.

And Speaker of the National Assembly Patrick Matibini has urged MPs to ask their questions clearly during the Vice President’s question time.

Dr Matibini said it is important for MPs to start asking definite questions so that the Vice President can respond effectively.

He said this when he made a ruling after a point of order raised by Chembe MP Mwansa Mbulakulima (MMD) who wanted to know whether the Vice President was in order not to give definite answers to questions raised by MPs.

Mr Mbulakulima accused the Vice President of lowering the standards of the House.

This was when Dr Scott responded to a question by saying he could not give detailed answers to a question raised because he did not have full details.

  1. What the f&&* 30 students?!? That is more than rape-cases in war zone. Didn’t the police have enough tear gas & water canons, and resorted to use their own sprayers?

  2. It fits into the UN Human Rights Commission narration that in African wars and civil strife the men or is it the i.dio.ts in uniform use RAPE AS A WEAPON OF WAR. This crime should not be swept aside. All those in the chain of command from President RB, Home Affairs Minister Mkhondo Lungu and IG Kabonde including all the rapist dogs they camped at this school should be made to answer for this crime. They should tell the nation what the ‘rules of engagement were’. They should also tell us if they have ever heard the term, ‘Duty of Care’ more so when these were uniformed state employees. If those that are entrusted to ‘keep law and order’ can behave like animals does Zambia really have a future?

  7. This is a fake story put into the final COI report by Roger Chongwe without verification. Roger Chongwe should never be given any public position which requires objectivity in a leader.

  8. This must be an exaggeration. If 30 were made pregnant, it would imply that many more pupils had sex with the police officers. What is the probability of a female getting pregnant after sexual intercourse? How many girls did not get pregnant after intercourse with the officers? This story may be true to a certain degree, but 30 is too much. I do not believe we have that many sex maniacs in the police service, but those that are guilty should be called to account for abusing their police powers and masculinity.

  15. Is it just me or does this story sounds more like an epidemic, like an air borne disease. So all the 30 girls are merely suspecting who infected them with pregnancies but don’t know for sure? Meaning these girls regularly meet different men?, or were they systematicaly raped by the officers? And the VP is quoted saying ‘members of the public should not panic’. Panic? How does ‘panic’ come into it? Seriously, what happened there?

Those poor girls should be taken for HIV tests a huge portion of the zambia police are HIV POSITIVE! I agree with aprils comments

  22. 100 police officers deployed, lets assume here that there were 70 relationships for the 30 to get pregnant, now were these police officers working for sure, becouse to me sounds like, there were 70 sex activities happening, meaning only 30 officers were quenching the riots, now this is a boarding school, were the pupils leaning, were they going for prep, where were the teachers to conduct bedcheck, or these sex activities were happening in full view of the teachers, what was really happening at this school. pipo lets read between the lines, a boarding school is not like a day school were pupils are free to move anyhow, the story has holes in it. those from boarding schools can bare with me. i would understand if these activities were happening while teachers knew and organised this.

  23. if the teachers gave an audience to the policemen and gave them these girls it is very possible for that number of pupils to be pregnant, but if the normal boarding school rules were followed, to tell you the truth, this is another fake tale, spare the policeman please. just after the riots there were no reports of rape or defilements, why should we hear pregnances now. its not fare after the chaps enjoyed and got whatever they got from the poor policeman now they want demonise him no. viva guys speak up.
