MINISTER of Home Affairs Kennedy Sakeni says 14 and not 30 pupils at Limulunga High School in Western Province were reported to have been impregnated by police officers who were deployed to quell the January 2011 Mongu riots.

The officers, some of whom were blamed for the brutality unleashed on Mongu residents during the disturbances, used the school as a campsite during their operations.

In an interview yesterday, Mr Sakeni said the initial report that 30 pupils were impregnated was mere speculation.

“Of course you cannot rule out mischief when you have a large number of uniformed officers on operations. Such incidents are common and even in UN (United Nations) peacekeeping missions you hear of such stories. As far as I am concerned the number that was given was rather exaggerated,” Mr Sakeni said.

He said after reporting the matter to authorities in Mongu, the girls’ families have not made any follow-ups with the police.

“This has made it difficult for the police to investigate and bring culprits to book,” Mr Sakeni said.
He said immorality has to be fought across all walks of life and not only in the police service and other law enforcement agencies.

Mr Sakeni advised the affected families to follow up the cases provided they have credible evidence.

He, however, said the police service did not record cases of sexual offences such as rape or defilement by police officers during the Mongu disturbances that were ignited by the controversy surrounding the Barotseland Agreement of 1964.

“If it was through consent that the girls got pregnant then it is between them and the officers and it has nothing to do with the institution (Zambia Police Service),” the minister said.

On Friday, Luena member of Parliament Mulumemui Imenda of the Alliance for Democracy and Development asked Vice President Guy Scott whether Government is aware that some of the officers have impregnated 30 pupils at the school.

Meanwhile, KANYANTA KATONGO reports that Non-Governmental Organisations Coordinating Council chairperson Beatrice Grillo says all well-meaning Zambians must condemn the officers’ act to prey on girls because such acts destroy the moral fibre of society.

Ms Grillo said it is shameful for law enforcement officers to impregnate such a number of girls at the same school.

She said police officers are there to protect people’s lives and property and not to be law- breakers.
She said officers should promote and uphold the country’s cultural values.

  1. Only 14? Surely Sir that is 14 too many and a man in your position should be highlighting that rather than treating these officers of the law as a bunch of errant school boys! Things like this SHOULD NOT happen. Why compare Zed to war torn regions where international peace keepers or armies rape the populace. This should simply be condemned, dealt with and put measures in place to prevent a repetition.

  2. One is too many. For a country to be classed as developing, so must your moral and ethical responsibility develop. Families not going forward to lodge a complaint shows fear of reprisals from the same people who are supposed to protect them. Thats not developing thats quite the opposite. If it was his daughter that got pregnant would he hold a different view.

  3. Is it just me, or this bali resembles “Zinjanthropus”, just saying! Look, the issue here is not whether those randy cops impregnated 15, 30 or even 1 girl. These police officers possibly abused minors and that in itself is a criminal offense. So it’s laughable that this neanderthal can try and justify this nonsense. I’d also like to know which genius came up with this ‘brilliant idea’ of allowing all those blokes to lodge at a girls school???

  5. Bwana minister you sound comfortable and proud of the pregnancies. I just wish one of the girls was your daughter or sister – carrying a baby whose father she could never tell or even see. Your calibre of thinking is shallow and this is evidence why some of us said the calibre of leadership in PF is not adequate to run the affairs of the nation. For all we know some of the girls may have been raped and indeed most of them under age. And what does the minister say for that? It is not a problem? No grain of morals let alone leadership!!!

  6. Certainly it is not about numbers but about the transgression of the law. Okay, if 14 were impregnated, how many were abused butdid not get pregnant? I doubt there was consent and all i see is sex under duress, defilement and rape. Who put the police at a girls high school honestly! Would you honorable minister react the same if your daughter was a victim at the same school? I think you can do better than trivialize the matter at hand.

The number of the gilrs ABUSED was extremely under estimated. The truth may lie in the hundreds while only about 30 (no sane person will accept the revised figure) were impregnanted. Listen to this man give excuses in support of government criminals. This is n was abuse of office (non-monetary) by civil servants on government duty. Baminister, please don’t sweep this under the carpet. No way. These excuses amount to irresponsibility…Wee mwebantu mwe! Thank God Southern Province youths didn’t go out n protest when Sata recently sent his army over there. Otherswise this is exactly what would have happened. Cry my beloved country.

    The problem with these girls nowdays is that the word no is not in their vocabularly.
    If you know that you are a school going child why not say know so that if you are forced it become s a rape case, simple.
    In as far as am concerned this is a civil case and as the minister puts it, let it be solved btn the parents and the officers involved. Am sure the girls never forgot to collect the phone numbers, otherwise it is going to be difficult.
    On a positive note, this is not a bad move at all, for the sake of development.
    Baroste land might be a new nation ( in one dream) in need of population increase for the much needed labour as they buld infrastructure.

The pupils could have been threatened of being beaten by police officers. Parents could not come in as they may not have been told.

  14. I can confidently submit that the entire school was raped. Taking in consideration others were at the time they could not fall pregnant. What a scandal for the minister to think and let alone say it happens even with UN deployments. Mind you the UN doesn’t have it’s own army/police it’s buffoons like these that tarnish the well-meant missions. Instead of bringing peace, these *****s subject the small girls to worse pain. Justice is needed and heads should roll starting with this dull minister. Maybe ba Sata can jump at another opportunity to make a cabinet reshuffle.

Even justifying the in-disciplined Police men by stating “one cannot rule out mischief ..even UN it happens” Well we are not UN and we are talking about known Policemen that was dispatched to Mongu and therefore, must be investigated and if found wanting prosecuted.

    Even when you know that you are school going you can’t say no.
    And when did impregnanting someone above sixteen years who consents to sex became a crime? This is a civil case, let it be sorted out by the parents and the imprignanters. The fact that the parents haven’t even reported to the police, may comfirm that they need grandchildren. My word of advice is that parents please, let us sit our children down and explain to them the dangers of sex in young age and worse still when at School. To the police officers, I would like to look at you as Men and not police officers, In this case, my advise is that let us try as adults to have good morals, be role models and not bad examples to the upcoming men ( boys).

  17. Mr. Sucken-him-please appears to be blaming the families of the victims. Please, ba minister it is your duty to take all the measures necessary to see that every abused girl and her family find justice on this matter. Remember it is a known number of police officers that were sent there from specific barracks n these are facts on record. So find them. And you must put measures in place to help those families bring their cases forward n see to it that none of them is threatened by anyone. DNA testing would also help to confirm those cases. Why should we the citizens start living in fear of our own security service that is meant for our protection–we n our children.

What do you expect coming from a lawyer connected to the Litunga establishment? No wonder HE MCS and Kabimba trushed the report as soon as they laid their eyes on it.

    As for girls, very unfortunate, the Headteacher should also be held accountable. Sakeni is right parents to make follow-ups with responsible cops and bring them to justice with evidence for sleeping with minors!

  31. HIV, HIV, HIV then AIDS. Some girls might have been defiled since they are less than 16 as those in Grade 12 are usually around 17. Minister should be more serious as these are serious offences. When will we have a culture of owning up. Be serious PF, too much of Ukwa.

  33. FIRST OF ALL – how do you decide to camp police officers in a school??? Wasn’t there other places they could have been taken. These are the sort of incidents that continue to give people the ammunition to be anti-Zambia in western province. There is plenty of land in Mongu, there are police camps, there is the airport, there is the central police Station grounds, there is the stadium. But of all places you decide to place them in school dormitories where school girls are also sleeping. Somebody has to be responsible for this. No doubt this issue will escalate the tensions in Barotseland. To be honest, each day that passes now leaves me wondering where Zambia is headed. Both Sata in Lusaka and the BRE in Mongu have to show unprecedented leadership on this matter otherwise civil strife!

  54. Is this a boarding school or what? Where were the parents/teachers/ adults who should have been looking after these children? Honestly for such a large number of children being pregnant, where were the adults who should have been taking care of these children? If even 14 children went in the forest to pick amasuku, wouldnt an adult be aware about their whereabouts? Whoever was in charge of these children should also be brought to book for negligence. A sa nation we should start asking ourselves about how well we are protecting our chldren from predators. This is just a tip of an iceberg.

Read SAKENI’s STATEMENT AGAIN, my little foreign language i know tells me is not supporting this EVIL ACT from the police. He clarified the number of impregnanted girls and he his urging the parents to formally complain. There should be a complainant for even govt to act. mind you no one is guilt until proved so. where do you start from desciplining the offers without any complaint though they are wrong,they can even take you to the courts of law for defamation of charecter. The govt need help from these girls and their parents to solve this problem. Now coming back to the school authority and the PTA how the HELL you put the rats in the container containing g/nuts? Sakani is human and not an island he can get your good views on how to sort out this matter and not the insults. I can imagin you people insulting being ministers, you would have insulted the police for doing this and the school authority for allowing officers to camp there and also insulting their parents for not impating good morals in their childred, LETS BE OBJECTIVE WHEN DEBATING such sensitive and sad issues. I rest my case
