Barotse Royal Establishment Primer Ngambela Sinyinda has said that the time for the people of Barotseland to make their own choices and decisions is now adding that change is a necessity when every other way becomes impossible.

Speaking during his keynote speech at the extra ordinary Pizo of the Barotse National Council held at St Lawrence grounds today, Ngambela Sinyinda said the people can no longer wait for other people or another time.

He said every generation is given a cause to either fulfil or betray.

“To our generation is given the awesome responsibility to resolve the Barotseland crisis, a consequence of an impasse and a resultant failure from the non implementation and unilateral abrogation of the Barotseland Agreement of 1964’” Said the Ngambela.

“It is entirely up to us to either fulfil or betray this cause” He added.

Ngambela Sinyinda said in pursuit to resolve the matter, people passed through turbulent times as successive Zambian government applied the undemocratic principle of might over right.

“We paid with our blood for simply requesting to consolidate our integration with Zambia. Intimidation became the order of the day,” he said.

He said the BA of 1964 is a legitimate and international treaty which must be respected though many nationals over the last half century have been brutalized, victimized and antagonized for holding the view.

Ngambela Sinyinda said checks and balances model in the Barotse Royal Establishment governance system which was terminated prematurely be re-introduced.

Ngambela Sinyinda said Barotseland has a history of inclusiveness and harmonious co existence adding that differences were resolved peacefully at all times.

He said BRE is committed to non violent means of conflict resolution adding that he is confident that BRE shall forever remain committed to finding a peaceful settlement to the Barotseland question.

“Though our blood has been spilt we will spill no innocent blood, though we have been shot we will not throw even a pebble at our aggressors, we will treat all persons with human dignity,” he said

“Yet our peaceful nature should not be mistaken for lack of courage or determination to have this impasse revolved” he added.

He later urged all delegates to the meeting to participate freely as they deliberate on the decisions and resolutions that have come from different corners and angles of the society.

The BNC meeting is also being attended by newly appointed Western Province Minister John Kufuna, Deputy Permanent Secretary Mwangala Liomba, and Chiefs from Southern Province namely Chief Mukuni, Chief Chikanta and Chief Sinazongwe respectively.

  2. BRE is a dream yet to be realised. This whole issue is blown out of proportion by greedy Lozis who have failed to demonstrate meaningful leadership hence the only alternative is to resort to BRE. Guys wake up and compete just like any other Zambian for leadership.

  3. Word of caution, the only beneficiary for BRE is the royal clan, the rest forget it. Chiefs in Zambia have demonstrated the worst leadership. Some of them have amased wealth while there subjects wallow in poverty. Thus, my brothers and sisters from the west, dont be cheated that things will be okay. It will be the begining of the end of democracy. No voting, no speaking out. Zambia will remain democratic for good.

  5. You can’t help but admire the high-level of diginity, integrity and statesmanship oozing from this brief but brilliant statement. No waffling, no threats, but with resolve. One can only be proud when traditional leadership rises to such a level of intelligence and maturity. Looking forward to the resolutions, and I’m sure they will be sensible.

    This is the first “lie”, because this document is flawed and can’t be legitimized as BA of 1964. At issue here is the whether the Lochinvar Concession signed by the Litunga was a legal document to start with. The answer is “NO” it was not because the Litunga included other chiefs’ land who were not his subjects. All the Lamba chiefs, Lenje Chiefs, Toka Leya Chiefs including Mwata Yanmwa’s land was erroneously included as being under the Litunga’s jurisdiction and yet these chiefs were autonomous and not subjects to the Litunga.

If the Agreement was such a dud, SATA would not have even made reference to it during the campaigns, although now he is struggling to find ways of addressing it now. Let us give respect to other people’s causes. The entire BRE is full of very highly educated traditional leaders and they are not fools to have called up a meeting over something if they thought it was flawed. Your attempt to sound intelligent only shows off your daft ignorance, you are not even a legal expert otherwise you would not be mixing up the Concession with the Agreement.     • A local college out of the blues contacted me asking me to find out if I had time out of my busy schedule to be a lecturer. They had read about my company and they were forwarded my credentials and thought I would be a good fit for their school of business even on a part time basis. I am very busy with my current engagement and so I declined the offer. So, I believe I am intelligent enough to reach the right conclusions after doing my own research on this matter, I am educated enough to be a college professor apart from being President & CEO of my own companies in America, I rest my case.

  11. The Litunga lied about his jurisdiction then and all the land included in the Lochinvar Concession didn’t belong to Barotseland then and it certainly does not even in present day Zambia. The Litunga has the burden of proof to show that he did not defraud other chiefs by lying that they were his subjects. At Law, any future agreements are nullified once proven that the originals (Lochinvar) was flawed. Just like one can’t build a legitimate business today based on illegally obtained funds from the past. Once the it is proven that one’s business today is built on ill-gotten wealth, the authorities have the right to seize one’s assets. In this case the Litunga’s BA of 1964 was ill-gotten based on the Lochinvar Concession.

Instead of putting Guy Scott as a ceremonial VP, Ukwa should have put Inonge Wina in that position to reward her for the hard work she did in delivering parts of Western province to PF.

The way to solve this problem is simple, all the chiefs involved have to come together and ask the Litunga when they were conquored by his armies for them to be his subjects. If we can’t prove any of that from any historical documents, then we would all reaffirm the Litunga’s jurisdiction as the area south of Mongu going into Namibia and some parts of western Southern Province. That was all the Litunga controlled and he wants to wedge a war with Namibia to reclaim Katima Mulilo more power to him.

The BA of 1964 is flawed because it was built on a premise of a fraud document which was the Lochinvar Concession, period. If I were President I would resolve it very quickly and take the matter through the legal system both in Zambia and in the United Kingdom to prove how flawed this whole BA of 1964 is. The President needs more courage and quickly resolve this once and for all. The treaties signed by Europeans with African chiefs were anchored on the 1883-84 Bismarck’s Berlin Colonial Conference. No African was invited to that conference, yet its resolutions and the treaties with African chiefs that were a consequence of the meeting, until the time when Harold Macmillan’s wind of change was blowing over Africa, were respected internationally. Kindly save us from publicly, in broad daylight, displaying this level of intelligence, or lack of it. It is always useful, and important I might add, to know something, but little knowledge is dangerous.

Are the Lozis who are living in other parts of the country going to go back to Barotseland should there be a possibility of secessiding? What of the Lozis who have intermarried into other tribes more especially Bembas whom UPND has demonised what happens to them and offsprings?   34. Let the people Barotse decide their own fate no need to tell them what is right for them from abroad that is what democracy is all about. They are the ones who feel the pinch, the pain, the poverty and the suffering. Litunga, his family and relatives do not need the BA64 to survive, before being installed as Litunga he worked as General Manager for Indeco Estates, he also has several businesses, including a massive cattle ranch as well as a Tour Operations he is also a Fellow of CIMA. Ngambela Sinyinda has said it clearly it is up to the people to decide what they want and not the BRE calling the shots. So honourable BR Mumba, SR 33 above, don’t patronise the people of Bulozi enjoy your wealth and intelect in USA, every one has a right to self-determination just as you decided to migrate.

    • Yes they can go ahead and become a sovereign state but the boundaries should be limited to Mongu and Senanga, period. What some of us dont want is to be ruled by a lozi dynasty/monarchy. For this reason, a referendum should be held in regions where the litunga has some clout.

At 40 … Ba Kony2012, please review the two documents (BA of 1964 and Lochinvar Treaty/Concession), and apply the laws pertaining to nullification once preceding documents are found to be flawed. Good case in point is Thomas Jefferson in 1798 US usually cited by international legal practitioners in Virginia which gives congress power to nullify any laws contrary to the US Constitution. In short, the BA of 1964 can be nullified if proven that the Lochinvar Treaty which it was built on was a flawed document under “stare decisis” and ratified by parliament. This is a winner for all the smart people of the Zambia Enterprise, I have a flight to catch … talk to you all later.

  51. Lets avoid commenting when we are not privy to the matters at hand. Such issues require a sober mind and more importantly a critical and open one. Its not wise to blame people who cannot defend themselves coz in your own mind mind you think they lost something and therefore are after breaking even. I know of one Kaunda and other witnesses in the name of Sikota Wina, their days are seriously only but numbered and they will do us a favour to disclose some pertinent issues, no matter how bitter they may be.   55. The Lozi`s are free to exit Zambia. They want to preserve their culture. The only issue is that they forgot to draw a proper map of their Kingdom. I am told that the original map covers part of Angola, Namibia, Botswana and Zambia. So i don`t know if they will claim all that land. Besides, Sebitwane was a coward, how could he have conquered all that land mass? First of all, those who preach secession assume that the bundaries of Barotseland would include Copperbelt, North Western, parts of Souther and even Central Province. But which tribe in the these provinces would willingly accept to be annexed to the Barotseland and be ruled by the King, effectively be re-colonised by another feudal system??   85. Hardwork counts not any other way! If one can survive and make it in this hostile environment they surely can anywhere. If one tribe can outperform other tribes with skills and commerce then that tribe can excel. There cant be fights. Even when granted independence, the same attitudes have seen cant take Lozis anywhere. Lets break the stones together in this level playing field. Our forefathers were left behind by the Lozis in education but now all Zambians have caught up. No one tribe is more educated than the other. All can now go out to study which was a priveledge of the sons and daughters of kings. Let none fret but work very extra hard and embrace other tribes to working together.   87. Its not like some forefathers were left behind in education, they just had other priorities, like setting traps for small rodents and other small animals for instance. You see if parents/guardians do not value school, neither will their children. Rather, the offspring would opt for such as bird hunting with catapults and shun school, this holds true to this day. Mushrooming of street kids and eventually street adults, has been and is the result for as long as their is continuity.

    Now about the issue at hand, its all about a lack of honesty and integrity and nothing else. Its like what the Word says about Love being the greatest, if you LOVE somebody you will do them no harm, period! That therefore nips vices like lying, murder and other vices in the bud.
