Vice president Guy Scott donates over K13 million to Tandabale market committee chairperson Joseph Musole for construction of ablution blocks during a public rally in Livingstone

Vice president Guy Scott has donated over K13 million to Tandabale market for the construction of ablution blocks during a public rally in Livingstone today. The money was handed over to Tandabale market committee chairperson Joseph Musole.

Dr Scott is in Livingstone campaigning ahead of the July 5th Parliamentary By-Election following the nullification of of the seat held by Movement for Multi-Party Democracy (MMD) Member of Parliament Lukolo Katombora . The nullification of the seat followed a successful petition by losing contestants who cited malpractices in the 20 September 2011 poll.

During the nullification judgement, High Court Judge, Ernest Mukulwamutiyo declared Mr Katombola’s election “illegal, incompetent and corrupt.” Mr Justice Mukulwamutiyo, who read out the two-hour judgement in a fully-packed court , said he was satisfied from the evidence presented to him that Mr Katombora gave out cash to entice would-be voters and influenced the voting pattern.

He noted that the MMD candidate had admitted distributing 68 bicycles, 120 bags of mealie-meal and MMD branded sweets in all 17 wards of Livingstone.

“Witnesses who claimed to have seen Mr Katombora giving cash hand-outs are people who knew him previously and these allegations are serious but Mr Katombora failed to contest that in his written submission.

“I, therefore, declare null and void the election of Lukolo Katombora as not duly elected member of Parliament for Livingstone Constituency,” the Judge said when nullifying the Livingstone seat.

Meanwhile, opposition United Party for National Development (UPND) has expressed confidence of scooping the Livingstone seat in the July 5th by elections.

Speaking in an interview with Qfm news, UPND Secretary General Winston Chibwe said that the party will announce its candidate for the seat next week.

He observed that the UPND has grown from strength to strength since last year’s tripartite elections and that there is no chance for the PF to win the seat.

He says the Patriotic Front is no match with the UPND in Southern Province adding that his party is headed for a landslide victory.

The MMD will rally behind their UPND counterparts in Livingstone while UPND will support MMD in both the Chama and Muchinga seats.

  1. THIS IS A GOOD THING FOR DR. SCOT TO DO, HOWEVER, WE NEED AND DESERVE MORE FROM THE PF GOVERNMENT THAN WHAT WE HAVE SEEN, DR. SCOT, YOU ARE TAKING US BACK TO THE MMD ERA WHERE PEOPLE WERE INSULTED, BEING GIVEN COSMETIC DEVELOPMENT FUNDS IN TERMS OF DONATIONS JUST BEFORE AN ELECTION.
I THINK WE DESERVE MORE THAN WHAT WE HAVE SEEN. WE STIL HAVE THE TRUST IN PF, WE ONLY NEED THE RESPECT…

  2. A picture speaks a thousand words, and this is blatant corruption in pictures. Pure and simple. Barely eight months down the road and PF has back-paddled in nearly every promise. But I honestly did not expect them to go this low so soon and break even the promise on fighting corruption. That’s it then. There is nothing else left to break. This goes to show that bad habits die hard. What’s happening to our Country?.

  3. Are those brown envelopes I see on the table? If yes, then I can indeed say that brown envelopes are back in Zambian politics with full force. And by the way remember that the father and chief architect of brown envelopes is King Cobra Michael Sata himself. The man carried k2 billion in brown envelopes during the failed third term bid

  4. Donation for someone to benefit during a call of nature is worth it.Rather for this purpose than dishing out money to cadres.

  5. This is photographic evidence of Scott literally buying votes to supply DEC after 2016….don’t we use cheque books any more in Zambia how do you give anybody hard cash like that…even Mob boss Al Capone was less conspicuous.

  6. A certain tablois is using a certain pressident as an attack at judges. Ati “we are watching you ., we are listterning.

  7. That is why some people are asking for the Barotse Agreement so that blatant corruption is abolished in their areas.

  8. If I was a campaign manager from some opposition political party I would buy the copyrights for that photograph of VP handing out cash and use it for the next edition of Street Campaign Posters…ridiculing PF on their fight against corruption.

  10. Could n`t agree more with most of the bloggers for expressing outrage. This is pathetic, nauseating and ludicrous. This Swine Fever-gate VP should  be indicted for criminal activity and PF must be disqualified from contesting. This is a caricature of our politics and makes our country a laughing stock. Small wonder, Judges consider Sata`s fight against corruption PERFORMANCE ART GIBBERISH and are making him pay for his theatrical absurdities. As alluded to earlier, Sata needs to pluck out the logs in his eyes before removing the specs in the judges` eyes. To the fervent supporters of Sata, especially bloggers, I say SHAME ON YOU as corruption ,Kaponya mentality and vacuousness is your common denominator. ABASH PF`S ANIMAL FARM !

  11. God made man,man made money and money made man mad.And yes,it made our politics dirty and always suspect .

  12. Where has he got the money from? Was it from the back or front pocket? Is this a brother to the ousted Rupiah Banda or is he a brother to Dora Siliya, I am confused!

  13. Sorry or he is an uncle to Dora Siliya. How come he looks different from those guys but behaves like them. Move in Nevers you also need to show as your moves! We are anxiously waiting to see what you got.

  14. bamambala mwayamba nzelu za ba MMD. So what the difference you were preaching about? These are the same old chaps that complained against MMD for dishing out cash during campaings. But what are they doing now?

  15. Can some of this personal money be given to the people of kaputa and shang’ombo to resolve many of their problems. What then makes corruption corruption? Donchi Kutina. Red Card to political corruption.

  16. I agree. If this is not electoral corruption, I don’t know what is.

Talk of corruption. This is sad indeed.

Nowhere In the world are development funds given in cash and at public meetings.
This is St.upidity at it’s best.

  17. Really, realy, I mean really. That is our vice president pribing some one in broad daylight. It’s time Sata appointed another Vice.

  18. my mother started and named this market as TANDABALE its great to note that they are building ablotion blocks now.

  19. where is this money from? unless its from his salary otherwise i will call it giving back and not a donation. wake up zedians.

  20. Argon is trying to do what’s right all the time. Which MMD official from his pocket gave without seeking a return? I am not and have never been a politician, but always condemning  everything that has even a sling to corruption. Just because our relatives have been doing it without being question does not make stealing any different. This is a crime. Dr Scott much as he’s VP and zambian, is a unique whiteman. It’s a crime to use government funds to promote an interest of an organisation. If Guy scott is wrong, then by god, cage him. Bu if he’s doing it just because he can help others, by god lets give him room. The nature of our dispensation, is mostly likely one who would only give if they can get something out of it. But it shouldn’t be like that.

    • I hope this light that has dawned on you will stay with you forever. It does n`t pay to be partisan and keep defending erroneous leaders even when they are driving the country into the mud

    • Dildo, your hatred for the PF wont take you nowhere for they are in government now. Surely we can even condemn someone for trying to help a market ukwimba ichimbusu. Natusanguka kano nga ebo. I will speak my mind, condemn the PF if they make mistakes but give them credit when they do the right thing just like I was doing to the MMD. Grow up hater.

    •  I commend where need be, E.g. regarding the latest mine to be opened in NWP. Get your facts right. You either have not been following closely or could be a case of attention deficit. To show proper leadership, PF needs to walk the talk. Guy Scott made the donation at the wrong time, wrong place and chose the wrong mode.

  21. Honestly, as Zambians we should be ashamed of ourselves. Donations for constrcution of a toilet to be used for political campaigns. Don’t people in Tandabale market know that they need to go to the toilet everyday? Do they really need a by election for a toilet to constructed? These are basic needs which any government should freely give its citizens, not to be tied to votes. Such things are just too basic for even a Vice President to brag about contributing to development of our country. Zambians deserve better!!

  22. That stack of cash looks exactly the same as from the Liato’s K2billion government looted from him.

  23. Isn’t dishing out money during campaigns the main reason why most MMD seats have been nullified by the courts of law? II like Scott and l hate to see him smearing himself in this govt’ s blatant corruption. Maybe someone is setting him up so that he can be fired from his ceremonial VP post! Oh wait a minute, isn’t he the mastermind of the pigs corruption saga at ministry of agriculture during the Chiluba govt? So maybe corruption is not far from his genetic makeup after all! Is there anyone clean in this govt?

  24. Can someone please tell me why this picture did not make headlines in the Post, or has it been relegated to became the Past?

  25. Watchman over Watchdog-Galileo Galilei is back! That guy by the name "NGA ULACULA LOOBE, IFWE NI PA NKOLOKO" used to irritate during the campaigns. Watchman over Watchdog-Galileo Galilei is back! That guy by the name "NGA ULACULA LOOBE, IFWE NI PA NKOLOKO" used to irritate during the campaigns.

OK, but ba veep you were wrong. Not during campaigns.

  26. Sata banked local govt ministry money in his personal stanchart account in 1993. He also creamed off about 50% of the merzaf flats money. Sata never explained where thousands of mattresses that were used at the mmd convention in 2001 went. Let alone has he ever explained where the k2 billion he dubiously forced bank of Zambia to release to him was used. Allergic to corruption! You are been taken for a ride sleepy Zambians, woke up!

  27. In the western word,I have never seen a government official hand out cash to anyone before, I guess we do things differently in Africa!! whatever happened to getting a contractor to do the job and then do a bank transfer once the work is complete. I think this is just a “marketing” attempt.

  28. Do what I say and not what I do. Donchi kubeba has recast the definition of corruption, see the corruption in others but not your own.

  29. I wonder whether these guys have woken up to the reality that there is a donchi kutina on the scene since 25th May, this will be good ammunition.

  30. The motive is completely misplaced though it may seem as though it is a good gesture. This must be condemned at all cost.

  31. It’s not the principle but the money that’s  wrong here. First of all high ranking officials should not not be carrying money on campaigns because the perception would be that it’s public money being dished out to gain political milage. Second, Scott has showing the world how ignorant our people can be. If the government want to build toilets, why can’t they pay a contractor to build the facilities and then let everyone know about how committed they are in developing our nation? These thieving politicians are holding back development for cheap campaigns like this one. It’s about time we started challenging these bad Apples or should I say bad Mangoes!

  32. I think this is a non starter by-election…..electoral malpractice already witnessed, so why should we waste tax payers` money voting now and petition the results later? Hell…how much development is being robbed bcoz of such nosense?
    Cry beloved Zambia!!!!!!:(

  33. So it was okey for Musokotwane to borrow public money to fund the formula one road rehabilitation around the time of the election last year? Formula one was for the benefit of boosting MMD urban votes. If it wasn’t, then most – sorry, all of the elections that

MMD won in the urban areas where road work was done should be nullified.

The law should be applied unselectively accross tyhe board. If MMD did it and got away with it, what is there to stop PF from doing it and getting away with it? That is how the law is administered in Zambia. Unfortunately

  34. Ok on this ONE scott is lost, this way of donating money is wrong by veep senior government official even if its his personal money you dont donate like that. atleast write a cheque. Anyway opposition parties should monitor for the construction of this ablution block at this market, if no constructions takes place wether PF or Opposition wins this seat, then this should be considered serious corruption by scott and he should charged with felony.

  35. I am not surprised at the shallow analysis of this event by most bloggers. I am not PF. The error is not at individual level, but at systemic level. It is the system that needs to be changed. When we tell people that the legal system needs to be purged, idio+s and imbeci!es think they are being victimized.

The more you delay in revamping the legal system, the more incidences like this will continue to be the order of the day. It is not right whether MMD or PF does this kind of non-sense.

    • To be taken seriously, Sata has to get rid of all the corrupt people he appointed. If the head remains corrupt,do you think trying to cure a different part of the body will really make the entire body disease free?

  36. now who will change the system if the so called sitting GOVT are already involving themselves in such activities

  37. This white man still thinks black pipo are so dull that they cannot discern a corrupt act from a gesture of goodwill. Dishing out funds in form of cash is abuse of the worst order….

  38. Livingstonians its don’t kubeba get whatever PF gives you but know where to vote…..UPND!!Viva Viva opposition.

  39. Corruption  in our very eyes! And government is a recepiant of funds from us govt to stamp out corruption. Are we getting worse

  40. The question I keep asking myself is: Why would an intelligent person like Guy Scott do a thing like this and in such a daring and almost insulting manner to Zambia? The only answer I can come up with is: It is his exit strategy. Yes, he wants to go. He knows very well what he has done will not win him and PF Govt any friends from the international community. We all know that’s the only reason he was appointed VP. It not Rocket science. And if Guy Scott cannot win PF friends from the international community, then what is the use of keeping him as VP? This is a chess game. I am sure he thought this thru. Next question is: Has he caused enough uproar that the powers that be will now fire him according to his plan, or does he need to do more damage? Watch this space. More popcorns please…

  41. Looking at all you guys location you are all not in zambia. Just talking from without like you even voted.
Stay and concentrate in your countries of residence politics.

  42. # 59 you are out of date , the way you look at other bloggers country symbol , its just a symbol , like me am in zambia post my comments , but my country symbol will be like USA /UK ETC. people who talks they are the ones who knows , look out!
