Global Fund resumes health sector funding

The Global Fund to fight HIV/AIDS, tuberculosis and malaria has resumed funding to the Ministry of Health and has since released US$100 million for HIV programmes in Zambia.

Minister of Health Joseph Kasonde announced this at a press briefing in Lusaka yesterday.

Last year, the Global Fund suspended funding to the Ministry of Health following alleged financial misappropriation.
Dr Kasonde said the resumption of funding to the ministry follows implementation of systems that ensure transparency and accountability of donor funds.

He cited the implementation of the Integrated Financial Management System (IFMIS), strict procurement procedures and constitution of integrity and audit committees as some of the measures that have built confidence in the donor community.

Dr Kasonde said donors who had suspended funding to the ministry now have confidence in the ministry’s capacity to handle funding.

“This is a good year for the country as we have had dry spells from the Global Fund owing to concerns of management of HIV/AIDS programmes.

“Now the Global Fund has approved continuation of the round eight HIV phase two grants for Churches Health Association of Zambia, Zambia National AIDS Network and Ministry of Finance to run for three years effective next month,” Dr Kasonde said.

He said Zambia is indebted to the Global Fund for resuming its support to the national HIV response programme which benefits many people and especially those in rural areas.

Dr Kasonde said the Global Fund is an indispensable financier of programmes aimed at fighting HIV/AIDS, tuberculosis and malaria.

The fund was established in 2002 as a unique public private partnership and international financing institution dedicated to attracting and disbursing additional resources to prevent and treat HIV/AIDS, tuberculosis and malaria.Since 2003, the fund has approved US$951 million with US$475 million disbursed to Zambia.

  2. I see so called Opposition(esp. HH), Watchdg russbish and the few clueless anti GRZ diasporans CHOCKING with shame and envy. Zonda uzalema. The international community has renewed faith and confidence in Zambia. The rates are at K5,100 /$1 slightly above the rate they were at in August just before the elections. not far from K4,950/$1 rate they rose and averaged throughout RB’s term. Not bad. When serious people are in charge results show. $100m funding from the Germans, another $100m from Global Fund.. MCS now in Brazil looking at way to permanenlty sort out 200MW powere generation deficit. with experienced energy/Finance experts like Nawakwi and Industrial lawyer and former Board chairperson of Lafarge Chipimo. interesting

    Good news for the health of the nation.
    With Dr Kasonde and Dr Chela in the core unit, we believe
    that with their proved integrity credentials over the years AIDS, TB and Malaria will
    be given the attention they deserve.
    We hope that “misappropriation” will be a cancer of the past!
    Job well done to get the funders to trust and support us again!

  5. This is good, but GRZ should pursue Kapoko vigorously so that he answers over the money he took. The court case has drugged so much. He and other staff caused the Ministry lose the funding. As Zambians we must be contented with what God has given us and not to steal more money than our entitlement.

  6. WHAT DOES HH AND HIS WATCHDOG SAY ABOUT THIS GOOD NEWS ! THEY WILL BE MORE BITTER WITH THE PF GOVERNMENT, JUST WAITE HH , MORE GOOD NEWS IS COMING FOR POOR ZAMBIAN’S. WHO KNOWS ,ONE DAY EVERY ZAMBIAN WILL OFFORD A MEAL THREE TIMES A DAY THOUGH GOOD POLICES OF THE RULING GOVRNMENT. NOT HH AND MULIPI, AS OPPOSITION ALL THEY ARE DOING IS INSULTING THE GOVERNMENT. GIVE THE GOVERNMENT GOOD ALTERNATVIES TO BRING THE ZAMBIAN PEOPLE OUT OF POVERTY THAT’S WHY THE OPPOSITION IS THERE FOR.WE ARE SICK OF INSULTES FROM THE SO CALLED OPPOSITION .   8. All those saying good news are people who work for NGOs which survive on donor funding. You should be ashamed of yourselves! We survived without this useless funding.
