President Sata creates two new districts

President Michael Sata has with immediate effect created two more districts in Central and Lusaka Province respectively. The newly established districts are Rufunsa and Sibuyunji. This is according to a press release made available to the media by State House.

“…Would you please as a matter of urgency and in consultation with other stakeholders, let me know the area where you intend to build the district headquarters,” read the excerpt from President Sata’s letter to the provincial ministers responsible.

President Sata has established the districts in line with his promise to decentralise government operations for the effective and efficient delivery of services to the people.

The President directed the two ministers to liase with all stakeholders, political parties and the traditional leadership for the smooth running of their respective provinces.

  1. mr sata ur work now is to creating districts or providing jobs for us youth.thats 90 days you promiss us.if i know that this is the kind of man i vote if ididnt give you my vote,i promiss 2016 you will never get my vote.thats why pipo calling you other names.

  2. What is the criteria he is using to create these districts? Why didnt he create them at one go? Is he following his dreams like a prophet? No wonder he is labeled as CNP. 

  3. The old districts have not seen any development but this man is busy creating new ones.we need a better president in zambia.Bembas should stop voting for Bemba candates only.

    No doubt the creation of districts and provinces will created jobs for Zambians in the said provincial and district administrative offices. This, if properly planned,managed and implemented will bring about growth and development of our beloved zambia.
    Hence, the challenge is ours to participate actively and for government to ensure resources are readily available to ensure these pronouncements do not become mere rhetoric.

    • If there is no money for the existing districts and provinces where will the money and job creations come from for the new formations? 

    • You fools go and check mileage in luapula or shangombo in barotseland both of which were created as new districts years ago, they don’t even have offices or hospitals, only a huge bill of additional civil seravants who have to commute to these districts due to lack of housing in the new districts! Kanshi why are PF kaponyas so irritatingly full, just blindingly support every nonsense! 

    • What nonces… the only peole that will benefit are the PF cadres above all just less that 10……… Help me out on this one, reduce the ministries then increase the districs meaning more DCs, create a pronvice meaning another minister,ps,etc….what maths did he do?

  6. is there any evaluation of the cost of the creation of these districts. it would appear they come out of nowhere. We are soon coming up to the 2013 budget, it would have been good in my opinion to make this announcement during the 2013 budget with cost of the pronouncement.

    Creation of  district entails expansion of the public service which if not properly planned will constrain the government budget. Decentralisation should have first started with devolution of power to the existing districts with creation of new ones being done as we get things right

  7. The creation of new districts is a good move. However, I wish Mr Sata had commissioned a countrywide study which would have come up with recommendations for new districts leaving it to one man is likely to be influenced by his liking and disliking of certain areas. In the end there will be more new districts created in certain provinces leaving others untouched.

  8. Zambia…. hahaha… We have so many experts …. Haha… Let the man make his districts. We need them. You want Lusaka and CB to be the only developed areas? Anyone who has travelled from Lusaka to Chipata will agree that there is a lot of “forest” in that area. Petauke is such a big town with a small centre, people walk for miles, or come on ox carts to get to the central hospital. In some parts, forget school. And you people think increasing districts is a problem?

    • Lusaka is no longer equal to CB in terms of development. Lusaka is making some minute steps towards better infrastructure while the CB, apart from the Mwanawasa sports stadium and the little Jacaranda Mall, both in Ndola, is looking like it has just survived a civil war.

  13. My only worry is where are the members of Parliament in all these decisions. These declarations are text book cases of dictatorial tendencies. I do not think dictators think they are dictators even when they act and behave like one. Only one man is making all the decisions and the worst thing is that they are not rubber even being rubber stamped by parliament.

  17. To students of geography, Rufunsa is a narrow strip of land that is located along a tiny rift Rufunsa valley east of Chongwe. Rufunsa may also include a hilly landscape where small villages are clustered Lukwipa. Sibuyunji is located south-west of Mwembeshi satelite station off the Mumbwa Rd, but near the iron mine. The declaration of districts has become the in-thing of Sata’s administration to burry his mistakes. Apparently, his wife Dr. Kaseba adheres to one vital medical oath. Whereas a photographers mistakes are well exposed on the photo they develop and print, the medical doctors have the priviledge of burying their mistakes at Chingwere and Leopards Hill Cemeteries..

  20. @19. You are right that’s where Mr kabimba comes from-KuSala.Mr President how about turning Kaindu in Mumbwa into a district as well.That area has potential in mining,game as well as fishing.Investors may rush there once it is open.

  21. Next will be Sinda, Kalindawalo, Minga and maybe Nyamphande is already a District, and places Like pa John chinena, landless corner, Mwebeshi, Luanshya turnoff will be made Cities within the next 90days!!!!!!!!

  22. to be honest.lam lost with words.as same bloggers have suggested just creatre districts or province at a go and move on.what type of president we have.we had 4 president in the past .this is the fist time some one has created districts more than the others.Does it mean others where not seeing the need of creating districts.we warned u ?

How do you do that wethout budgeting in the wake of this economic down turn Zambia is expriencing? This does not sound a sensible thing to do. If you have little resources for the existing districts full of potholes, what do you expect for the new districts? He is a senseless President, you see guys what you voted for now?   28. Great, districts without water, electricity and basi amenites. Govt will have to run a huge deficit to pay for all these creations. People have short memories! You cant create employment by creating districts that will have unpaide council workers, etc. UNIP tried by creating companies that overemployed and the ultimate result was clear, unviable!

More districts, local empowerment, local exploitation of local resources, local business creation through local infrastructure building, local trading, more employment for local people, more money in local people’s pockets, localised responsibilities and accountability, happy livelihood for the people. This is the version of politics that the opposition would not have thought of ever. It comes with experience and old age wisdom. You can’t expect that from underfives for they know little in their short lives. Viva Sata, viva PF. My area is now a district and there is something fresh in the air. I am sure funds will trickle to my area district which ever never came, it was always used by shrilled greedy people in towns who were ever busy attending seminars.

  30. All you bloggers who are bitter like ka HH will die of envy of He MCS. Camibaba because whether you like it or not, wamene mukamba ati CNP/Ukwa is your ruler. Whether he leaves office today or tomorrow, he will stay in history of having ruled HH and his cow dung quacks. The way I see it is that CNP/Ukwa is under 5 because his plan was to become president when he did not have anything to offer me. You can vote amass in 2016, but your vote will still be wasted because Dr Mumba and Chipimo junior are the next contenders. Not kapuba ko.

  32. Well we had been warned about using our votes unwisely. But it’s no time to regret but to find workabke solutions. I am not sure what percentage of jobs would new districts create, especially given that most of the existing ones do not even have meaningful ventures to generate their own revenue.

  34. The President is right. His plan is to decentralise Government operation and this means money will be poured into Provincial HQs who will inturn give each and every District a share of the budget. This will also create more jobs for people, for example, the Government will train more Nurses, Teachers, Doctors and send them to these areas and also many enterprenuers will flow to these Districts to put up shops and other facilities. You can imagine that a journey from Chipata, from Luagwa bridge to Chongwe is over 200km and when you have a breakdown in manenekela area, you have either to go to Nyimba or come to Chongwe and the distance is very vast. Also, when there is an accident , the only hospital in that wilderness is Mpashya and its a small Mission Hospital with very limited resouces.
