PF has failed to come up with a clear plan for the development of the country-Chipimo Jr

National Restoration party president Elias Chipimo Junior has charged that the Patriotic Front has been dismal in its performance during the one year they have been in power.

Mr Chipimo said that the PF has failed to come up with a clear plan for the development of the country since taking over government last September.

He added that foreign investors are also unsettled as a result of certain economic policies the government has come up with.

He has further stated that the PF is clueless on curbing unemployment among young people in the country.

Mr Chipimo said that the idea of re-introducing the Zambia National Service skills training for school leavers is simply a gimmick to buy time.

He wonders how government is going to fund the ZNS skills training and what jobs will be available after the youth have completed the training.

Mr Chipimo was speaking on Muvi TV’s the Assignment last evening monitored by QFM.

    • You are very Stereotypical to think that Bembas support anything which has a bemba line. The fact that most people may speak bemba doesn’t make them bembas. I speak Sestwana, Xhosa here in RSA and its doesn’t qualify me to be one them. You seem to be living in nknown phobia which infortunately will destroy you if you dont work on it.

  3. The lesson to be learned here for HH and Dr. Nevers Mumba is you need to be ready on day one. You guys need to know exactly what you will be doing during the first 100 days in office. There is no time to start learning how government runs when you are already in power. But really the problem is that even if you gave PF another 10 years, they will never be able to get it together. Running a country is too complex for their simple minds. Even Guy Scott AliZiiiiiiiiiiiiiiiiii!!!

    • Truedat. There was nothing wrong with him going to Brazil. He was simply collecting more data on this failed experiment.

    • everything was wrong for him to accept the invitation to Brazil especially that the other guest was Edith! I held Elias in high esteem and i don’t know if i will ever Trust him again. This has happen before in Zambian politics and Elias could have distanced himself from Sata. If not he could have given Sata conditions that would have benefited ordinary Zambians or something similar to that than an open yes Sir when he was invited……

  5. There you go again again..I thought one year is too short a time period to judge the performance of the PF Government. I’m not happy with the opposition which does not offer solutions….Let’s wake up and talk with advice and not just yapping to make some political milleage

  7. Even with a well thought out plan, one year is too short to show significant changes in employment. The Narep employment plan is what I would like to hear as an alternative. What could they have done differently?

    • This is what opposition parties lack, they just condemn and end there……if chipimo was that intelligent, u should have used that platform to sell his policy by saying what his party will do to end employment once in office

    • I think you guys are being unfair to the opposition. It’s is not incumbent on them to offer solutions as it is on Govt to make clear their policies on key areas of national interest. Only then can alternative solution be offered by the opposition. In democratic political terms! The opposition have until the next election to formulate their manifestos that would offer the alternative Sch of thought to the Govt. as things currently stand we are all waiting on Govt policy. Those that offered a reasonable and alternative implementation plan to the minimum wage have found themselves before the courts on flimsy charges.

  9. To which action plan will the opposition suggest solutions? As things go it is like trial and error and job on training! The government can just grab a plan from one of the opposition parties and start implementing it so that we start moving. Are we still in a hurry to develop the country?

  10. This young man is making sense. Unfortunately, he does not have Fred “Kruger” Mmembe on his side and, thus, will not be covered by The Post. Maybe, just maybe, Zambians will start analysing statements before they discard such sensible comments. A road map is something that provides direction or advice as to a decision or course of action. In this case, PF seems to have been obsessed with removing RB without really thinking about what RB’s job was supposed to be. Now that RB and MMD are out, the manifesto is looking ridiculous! Yaba! CNP!

  11. Mr. Chipimo my president sir. I dont agree with you unless again the journalist got you wrong as they always do. Lets put it this way, PF GRZ has achieved many things but lacks implementation skills and PR skills. ZAMTEL, good we got it back but whats the plan on compensation so that the world sees how honest we are, Forestry, the minister is right on but does he have support from his fellow colleagues, Corruption – the fight is on but have seen that the managers that MMD left in parastatals and GRZ agencies are working for a quick buck and poisoning the PF flocks who want to be where the MMD was. They are many of such. PF lacks strategy, regulatory, policy skillsets and I know you are good at that so chip in and help we will recognise your works.

  12. The clueless misgivings on the road map development (strategy) were sounded within 3 months (90 days) after PF formed govt. Indeed, there is no direction or plan offered by PF govt for the country. The development strategy puts confidence in investors who scan the economic, political and stability climate before making any investment commitments. That is clearly missing and Zambia stands to loose. PF govt presides over the country as if the world will plead for Zambia. Just assume the attitude of Sata as if he owns Zambians when infact he is only a custodian of the nation. So far, he is not adding any value to the nation and would do well to enthuse confidence in his governance of the nation. Absence of sound strategy is a rationale for CNP belief to most Zambians.

  13. You ae right, the PF government is copying failed policies from other countries i.e. South Africa. Looking at the recent disappointing policy known as Fixed Wages Policy, it is clear from the outset that the PFgovt. did not weigh the costs and benefits of that policy which has created more negative unintended consequencies than originally thought. A lot of employers chose to out source their services so as to avoid paying core-workers a lot of money.The worst of them, investors shifted their investments to foreign regions causing high rate of unemployment among youths. THis is what is going to happen in Zambia under clueless leadership driven with excitement.

The so called Fixed Wage policy back fired right underneath their noses, and the results spoke for themselves i.e. destuction of property, loss of life involving the death of a Chinese national and following from that the arrest and possible incaceration of clueless poor villagers. The PF responded by playing a victim and issued a statement in which it laid the blame at the door step of MMD. We have heard those marathone lame excuses before and we are sick and tired of being taken for a ride when we demand progress and the answer most people get is either you deviate the argument to issues around Mr.HH or one of the exponents of the opposition. Typical behaviour of people who have no idea where they heading to.

  15. Its pointless to make all this noise without any influence on public policy (In public office)… Bushe chikalabafye ati “Ifwe ubushiku tukateka” until 2016 and beyond?? The strategy should be to have NAREP MP’s and NAREP representation at local level. Unfortunatley all this noise is about Elias ascending to the presidency one day… Another one man show… No idealogy whatsoever.. Imagine what NAREP would look like in the absence of Elias…

You want the PF to deliver in a year what the monk ass MMD never did in 20 years. Most of the comments made here are out of frustration of being Tonga or Lozi or being in the opposition (Losers).

Critically look at article 28 of the draft constitution of the republic of Zambia, it is clear that the PF govt. does not fully comprehend the overwhelming negative effects of that article e.g. legal issues, the criminalisation of those who commit aborption due to termination of pregnancy, healthy issues in the event that an 11yr or 12yr or 13yr old falls pregnant,the victim will be forced to deliver without any possibility of terminating her pregnancy. This means that the victim will be susceptible to cervical cancer, breast cancer, psychological traumas and poverty, no further education. This means that the PF govt. only fails the female species in Zambia. Where are you UPND get up take these people on.

    As opposed to the 20 years the MMD were in power? Why are we even talking about the MMD? They should be ancient history. We HAVE multi-party democracy. We don’t need a Movement for Multi-Party Democracy anymore. Mission accomplished.

    The only thing the MMD can do, is have a (long) period of introspection, and wonder why they did not develop the country in 20 years.

    Their ‘policy’ towards the mines was that a policy of surrender, so our wealth could disappear into the $32 trillion tax shelter economy, and people in Zambia could die of preventable diseases.

  21. From the very beginning it was not a hidden matter that there was no way PF would fulfill their campaign promises. It was very obvious that most promises were lies to hoodwink voters especiaqlly the voters that were easy prey. Seasoned political analysts understood the gimmick PF was using. It is almost a year and there is no formal plan to address developmental issues such as unemployment. It is a weak gesture to fall flat on ZNS skills training and make a big annoucment. That is still Kaunda’s idea and it was stopped for good reasons. All we are doing is go back to ‘yesterday’s’ nshima when we still can cook a fresh one! MMD has gone for a retreat, that is strategy. PFshould do the same and stock take!

  23. Before we talk about employment, we need to address the shortage of skills in the country. The 20 year rule of MMD destroyed the  skills base when they stopped apprenticeship in most key industries. What skills does a grade 12 high school graduate have? None!  The jobs are there, but we need to teach them modern skills which can equip them for modern process industries . Skills like plastic welding, special alloy welding and instrumentation are been done by foreigners when they can easily be done by Zambian. 10 months of intense ZNS training, we can produce good plasticians to handle any job.  The large number of foreigners doing these jobs can be replaced by Zambians. The key to ZNS success will depend on the  type specialised training which will be offered.

  24. The  courses been offered in most technical  collages in Zambia are lagging behind to the requirements in the industry and this is the major problem facing many graduates. Apprenticeship use to help bridge this gap. So Chipimo should not criticise when he has not presented his vision to the people so that the people can judge themselves. The problem with Zambian politician is that they criticise when themselves have no solution to the problem. Publish your solutions so that they cannot be plagiarised by any opponent, they will be yours and the  people can judge themselves if they are convinced.  

  25. Iwe lazy boy Chipimo, ZNS is good for youths, yes buying times is good for youths. Imagine 18 months without call-boys at intercity, 18 months without tear gasses on HH, 18 months without any Chinese funeral, the only thing we may miss is 18 months without youths picking up papers in streets of Lusaka with NAREP president.

    Mr Chipimo stop yapping the Department of Economic and Technical Cooperation (ETC) was mandated to mobilize external resources for Zambia, allocate the resources to planned areas of development as well as, monitor their utilization. The ETC Department has since been downgraded to a section within the newly established Economic Management Department (EMD) in the Planning and Economic Management Division (PEMD). The purpose and mandate of the ETC Section has been expanded.
    In order to satisfy ETC’s large clientele, which includes among others, Departments in the Ministry of Finance and National Planning, Bank of Zambia, Statutory Institutions, Research Institutions, Parliament, the Line Ministries, Cooperating Partners, NGOs and Civil Society

  29. Mr. Chipimo, I have a lot of respect for you. But you are saying the same things over and over again. We have heard it before that the PF have no plan – but that does not hold water at the moment because it is simply not true. Tell us something more creative – we want sharp criticism of the government on a clear policy issue then you tell us what you will do. These general opposition statements are fatiguing to us…!

  34. Sense but he is all about bemba hegemony. What has changed today again. Is he forgetting Rio benefits already? he has been sent by sata to be systematically vocal aginst the PF so that in 2016 pweople can vote for him a bemba to protect sata and cronies. we are already seeing where all is going. 2016 we dont want a Bemba president. we have many capable people from other tribes to also lead zambia. it does not matter from where ever but just not bemba again because all bembas are for is protect one another from prosecution. Elias is working in a big matrix created by Fred mmembe and Sata to decieve the masses that elias will be our saviour when we know that all Elias will be there for is protecting Mmembe, sata, Nchito, Chella and co. Never again.

  35. HH has said this before and PF cadres accused him of being bitter. Chipimo is also echoing the same sentiments that HH said. PF has no plans for this country. let them use the technocrats in the civil service to help them plan and come up with clear road map.

    Ukwa also needs to come out and give us a national address and tell us what his govt’s plans are for this country. Late president Mwanawasa used to address us often and used to give us updates on what the govt was doing.

    HH is not bitter, he is offering checks and balances.

  36. Elias Chipimo is giving mature checks and balances, without insults but stating the facts, that helps Government to realise that people are not satisfied with what they are doing. The PF Government are not likely to react angrily to his remarks but give an explanation of how they intend to address issues he has raised. He can still be put on the trip next time, its not like he was bought, no!!

  38. Politics is interesting. The opposition gives the highlights of where the govt is not doing well. The govt should then come up with solutions. You only hear of what each political party will do during campaigns. So Chipimo, HH, Milupi or Mumba will not tell us their plans until the campaign period. When they get into govt they find things are different. A good constitution is the solution to Zambia not these politicians. Unfortunately they are the drivers.

  40. When HH said CNP popo disagreed with him and callled all sort of names. Yes, you have all agree with what HH said. I cannot wait to vote PF out in 2016. HH and ADD should unit and kick out PF.
