Move by ZICTA to limit the transmission radius of UNZA radio worries MISA

The Media Institute of Southern Africa (MISA) Zambia has expressed concern over the reduction in the radius transmission of University of Zambia UNZA Radio, from 1000 watts to 260 watts by the Zambia Information, Communications Authority (ZICTA).

This follows threats by Ministry of Information and Broadcasting Services Permanent Secretary Amos Malupenga who recently warned to suspend UNZA Radio license on allegations that the station was providing a platform for advancing partisan interests.

MISA Zambia vice chairman Nalumino Nalumino wondered how ZICTA has gone against the law as stipulated under the license of the radio station.

According to the license provisions, the radio station is supposed to operate within a radius of up to 1000 watts and it is expected to expire in January 2013.

Mr. Nalumino says the reduction in the radius has put the radio station at a risk of breaching its contractual obligations with its advertisers.

He tells QFM in a statement that the adjustment is uncalled for as it is an infringement on freedom of expression which is a core value of MISA Zambia.

Mr. Nalumino has since called for the implementation of the Independent Broadcasting Authority IBA so that broadcast media regulation can be independent of political interests.

MISA Zambia has since written to the Permanent Secretary at Ministry of Information seeking an audience with him to discuss these issues that have recently happened.

The MISA Zambia vice chairperson says there is need for the government to realize that the country’s Constitution provides for such freedom because it is a fundamental right which is even recognized by various international instruments that Zambia has ratified.

  1. MISA’s cry on freedom of express doesn’t make sense. Then it would the radio station didn’t have to have a license in the first place. MISA should be advising its members to operate within the limits of their license.

  4. Ba UNZA radio malibu ya kuilombela. You allowed your station to be turned into a forum for insulting GRZ. The GRZ has powers of varying your licence provisions. There are many issues that could have preoccupied you as a laboratory station other than hosting political assasins. You will be reduced to size.

If your parents did what u ar contemplating, would be there now? By the way, God can equalise things by killing u together with what u are carrying.

      Also, don’t boast too much. TESCO is a low cost shop by and large. If God has blessed u with anything be it the £3,000 salary u talked about, bless others with it so he continues blessing u, otherwise…..? My salary back home before I came here in UK as a student (which I’m still receiving besides allowances) is about £6,000 a month but never boasted.

  10. the govt has taken a wrong stance on unza radio,it is heartening to see what malupenga is doing to the media fraternity after passing through a tough time when he was with the post news,he is supposed to be very liberal in his dealings,it is wrong to propagate political agenda at a public institution like unza,but any political party in zed should be allowed to have ;establish their radio stations to propel their political emanicipation,here in the usa we have FOX BROADCASTING,a republican station,mnsb,current tv for democrates.remember that these are just different approaches in theisis to solving our problems but the problems are the same.so pf should set their broadcasting station funded by the kaponyas and upnd funded by the ranch/cattle owners.mushota keep posting ur mental illness

  11. Is it a crime to critise the government in zambia? I thought for a second we were a democracy? Sata used to critise the government day in day out now wants to hinder the same freedoms he enjoyed.

    • Forum and context matters. It is OK to criticise government but do so in a befitting manner. If you go to politicise the entire university community with anti-government sentiments you will end up having riots and closures and you will blame the government. Students can politic but it has to be within acceptable limits, not the way things turned out, where you insult today, tomorrow you want the same insulted people to provide you with institutional requirements. Government can simply close it up.

  12. Where is The Issue guys? Unza has been advised to get a proper licence called Community radio licence with which they would be treated like any other community radio and not a laboratory. This means all discipline matters that apply to all community radios will apply to UNZA radio as well. So why is UNZA fearing to get a community radio station licence?  I guess you know very well the implications. So if UNZA wants to stick to a Laboratory Licence they should also obey the law that goes with it. Kwamana. 

  13. This is a pilot radio station for students not a commercial radio station. It is very sad that people at MISA cannot differentiate between a laboratory licence and community or commercial licence. Zambians should start to respect laws especially institutions of higher learning should be in forefront to teach good ethics. UNZA should get rid of all sponsors of their radio, because some may come with hidden agendas and start bribing students to broadcast forbidden materials.

  15. What is in the mind of ZICTA’s CEOs who profession is tied to ethics of journalism? It is evidently clear that the PF Govt is on the verge of total collapse. The new government, after PF’s regime, has to prepare for a mammoth task of cleaning up noxious weeds that have infested the Government, the Judiciary system, universities, banks (ZANACO, Finance Bank) and other parastatal institutions, including ZICTA. All the worms that have been embeded in such systems will have to flashed-out systematically so that Zambia is once more restored to run from a clean plate. We all look up to God, Lesa, Leza, Mulungu, Mwami, Nzambe to redeem Zambia from the ravages of evil machinations.

  18. Why bemoan the demise of UNZA radio. The future is internet.
    This will allow them to broadcast to a larger audience.
    Unza is a place of higher learning and thus a fountain of knowledge and
    spawning ideas. Don’t get stuck in the past. Be among the leaders.

  19. Why not wait for the license to expire and renew the conditions. Don’t change rules in the mid agreement. What are you scared of. Let the people talk and just listen and perfect your leadership.
