Nsanda’s RDA appointment is an insult to engineers

Former Works and Supply Minister Mike Mulongoti has strongly condemned the appointment of PF senior party cadre Willie Nsanda as Board Chairman of the Roads Development Agency.

Mr. Mulongoti said Mr. Nsanda’s appointment is an insult to the many engineers who are capable of supervising the operations of the RDA.

“We do have highly qualified professionals in this country. What are we telling them? Are we saying only PF cadres can be entrusted to run big projects in this country? Mr. Nsanda questioned.

“Bringing Mr. Nsanda to the RDA is wrong, on principle, that position should be held by a seasoned Engineer because you are interested in operational efficiency and not appeasing political functionaries,” he said.

Mr. Mulongoti was speaking this morning when he appeared on a “Face the Media” radio programme on Radio Phoenix.

The Former Minister also maintained that the transfer of RDA to State House will compromise the office of the President.

“I used to tell one former President that involving State House in the awarding of contracts would bring him problems and yes it did and am afraid the same would happen with Mr. Sata if he wants to take over RDA,” he said.

Mr. Mulongoti added that State House’s involvement in RDA operations has further demoralized the engineers at the RDA.

“These engineers have been trained at a great cost to this nation and we are busy frustrating them and other countries are eyeing them. Most of them have left for big opportunities in East Africa and they are doing well,” he said.

  3. The country must pay for the sin of voting for the venomous serpent. When we were warning aganst the cobra we were met with showers of insults. For me I am glad its all hapenning this way may be Zambians can learn whom to vote for. Its just the beginning, you are yet to see more stinky events and drama. Thats the cobra way way of running things when given all the power. Give him a ministry to run under someone he will deliver, but him him the country to manage and wait to and see how he will tear it apart. Just wait and see. Dont complain because you asked for him and he is now running the show.

  4. Mulongoti may be whoever we would like to think he is, but on this one he has a point. We need an engineer who has the insight into the professional implications of the projects.

  5. If Mulongoti is today given a high position in government, will he be able to criticise Sata? It is important to be a principled person and maintain consistency if one aspires for presidency. The only way to kill Mulongoti’s ambition is by appointing him in government and you will notice how fast he will change his stance to perpetual defence of Sata. Mr. Sata finish him by appointing him for only one year and fire him later.

  6. As an engineer with Highways design and site experience, the mind boggles how this man Nsanda will cope, let alone understand the requirements. The question to ask is, “What are his terms of reference?” I sympathise with all those professionals who are being undermined by such appointments, not only at RDA.

TAZARA, Zambia Railways, NABOARD, Privatisation of parastals, Road constructions since time in memorial, and what have you, were all done by engineers, the educated engineers also let us down!  Often timed good at how to loot the spoils, some of the educated ones. Many times theoy got there for personal gains. How some of these educated guys stripped the ZCCM mines! In my mind I sometimes wonder what the eduucated people do. They organize serminar after serminar just for passive looting. Mulongoti was a Minister, am sure he got some loot from govt cake. This educated one, I wonder why they behave the way they do! Some of them are drunks. One thing I the educated and the uneducated have strong abilities to make things work. That humbly educated man from South America……..

    • Nonsense! Looting was done by those trusted with national instruments of power i.e. politicians, mostly uneducated as is the case now. Do you know how demoralizing it is knowing you are way more qualified and capable than your boss? You seem to have been brainwashed into the PF-way of thinking , what a pity.  

  11. And just yestarday, some government official was saying we need Zambians to do sciences and engineering; I couldnt believe what I was reading. Had leaders been using engineering professionals properly we would be a different country in terms of development. In the last 21 years, we were made to scamper allover the world to look for jobs. Anyway, every contry deserves its leaders.

  12. You really dont need an engineer to manage RDA. Let us trust the President, he loves Zambia just like you and me. He wants the best of Zambia. He must have seen something in this Willie Nsanda to make that appointment. He is not a fool. Zambians must work together. Not always complaining. Mr Nsanda should tar the short road from Muyobe to Macha Hospital in Choma District. That way he and Sata will accomplish 2 things: That the appointment is not tribal and that the President is developing the whole Zambia. FULL STOP.

    • You miss the point. The appointment to this important position should have been based on merit and not partisan. This a recipe for disaster. Watch this space. Mulongoti is also right to point out that Sata’s arrogance in putting this directly under his wing will get him into real trouble. There are reasons why a body like the RDA are established by statute of Parliament. And these are basic governance issues. They say when you are in a hole stop digging.

    • That might mean he has a diploma or certificate since CBU came into being in 1987. Before that it was ZIT which offered dips or certs for its progs

  14. RDA takes up a large chunk of our national cake and is at the center of our development aspirations. It scares me to see the president make such careless appointments at such a vital organisation. So many qualified non-partisan Zambian engineers out there and this is the best we can do? What experience does Willie Nsanda have? This is really disheartening to say the least. Anyway, lets we’ll give them enough rope to hang themselves. This also applies to ERB.

I think what zambians want is work to be done not papers , and papers can mislead let us just wait and see , we have seen how some educated guys have plundered our economy, sorry it is not just about papers let us see what will happen , infact this man will work with engineers , he is just a chair man

Indeed what does willie Nsanda bring to the table or even Sata controlling RDA when he cant even understand the engineering jargon in the contract.Firstly,these guys are ill-qualified to preside over the RDA,Secondly Administratively its wrong to give the president to run RDA or cadre like Nsanda.Thirdly the president is a suspect in corruption in RDA because he voluteered information about people using his name to get contracts with out prosecuting or arresting them.!!! So moving RDA to Statehouse will allow him to deal quietely with these crooks using his name and Willie is the trusted cover for his ASSHOLE.

  18. This is indeed is a very big frustration and embarrasment to the engineering fratenity. I’m expecting a comment from the Engineering Institution of Zambia (EIZ). I wonder if a comment will be made by EIZ because the President of EIZ is also Director & CEO of RDA. Honestly we need a seasoned Engineer to run RDA and they are readily available in society; politics aside. Nsanda has no slightest idea of contruction planning management, least he will just be arguing with engineers at RDA and eventually fire them or they resign to avoid the nonsense. The President should thing twice about this appointment.

Absolutely a wrong appointment – is he an Engineer?.  What the heck is happening to this country?  Low calibre persons without any qualifications.  If one may ask, will this person manage to plan, intergrate and control the processes of Projects at RDA?  Does he possess the required qualifications for this type of position?

Besides what argument is this that you are advancing? We are supposed to developing, would you see such an appointment in the developed nations? This is what we should be emulating because we want to develop. There are so many young and vibrant patriotic zambians who can do a good job. Nsanda of all people!

  24. @Floyd Chitalu, a board chairman requires strategic thinking and a fair bit of knowledge in the core business, in this case civil engineering. Nsanda my be ‘educated’ in other fields but definitely not this. A ‘wise’ man once said ‘The country does not need job on training’

  30. Too many engineers not doing engineering ! They have resorted to accountancy etc away from their core competency. After almost 50 years of Independence there are so many engineers in Zambia and indeed those who have gone abroad but can anyone tell me how many engineering consultancy firms there are which are domiciled here but do work elsewhere in the world ? In the age of ICT this can be achieved. Besides at UNZA is there any R and D by engineers anywhere in the country? Themselves to blame and if they don’t step up…….this is the result. During ZCCM time there was R and D encouraged and if there was a break though by an engineer in better processing or a cost achieved by improving operations it was rewarded. How many engineers have formed purely engineering firms?

  32. Any one can be a Board Chairman. You need a pusher to make the engineers do their work. A board chairman does not go on site. He demands results, he demands progress on the plans, he demands a good end product. Nsanda is a renowed business man and a goal geter. If he can push. I see no problem. However I agree that it is very wrong for State House to supervise RDA. Ministry of Works is not only the best place, but the rightful place.

People, allow me to say, this is a wrong move, I can assure you that Nsanda will not last in that position because the concepts will confuse and finally frustrate him, he will prove to be a TOTAL failure… How can you lead Engineers when you are not one? How can you understand something which you are not trained to do?

  36. Why worry? the President has taken responsibility that RDA will be under his office. Lets not stress much as we will blame the president when things go wrong. I trust SATA and he knows what he is doing if its true he has appointed Nsanda. We need working people not working papers. its not an insult at all ba Mulongoti. People, I may be wrong in criticising this appointment, I am not an engineer but I am fascinated by engineering and watch engineering programs on National Geographics and in terms of construction of ambitious infrastructure/buildings I  have seen how intense the meetings are and how the people in the lead have the technical know-how of what is at hand. They have such grasp of the work at hand; Nsanda? Let us be serious in what we do. Is he a credible person? Perhaps tell me what has he ever headed and has that organisation or institution succeeded? There are so many people out there who can do a very good job even though not engineers. Is this the best that Zambia can offer?

  39. The Man Nsanda doesn’t even have a clue what happens at RDA. From Organizing and Supporting Esther Phiri’s fights to been BOSS at RDA. Whats the relationship between campaigning and been RDA BOSS. This man wasnt even in employment before this CURSE of Government came to power. At least if he would have been appointed to Deputy Minister of Sport.

  40. There  is no requirement that the RDA chairman must be an engineer. A board chairman can be anyone that the appointing authority finds to meet the stipulated requirements.

    The best is to watch and see what nsanda will do. I like the PF(kaponya) vs professionals of zambia new working style in the sense that the Kaponya’s are more practical without regard to formalities and professionals too much theories. This creates a good balance of power.

I do agree with one chap that to be a chairperson you dont need to be specialised in that filed,but, one needs to have certain professional qulifications that will ably make one understand, aticulate,and reason with fellow technocrats.How many Boards has Nsanda presided,may be that can help for him to be endorsed or let him be ratified by parliament,for God’s sake.

  43. In Zambia today there are only three qualifications you need. the first one is to be muchinga, luapula or northern provinces, second be PF or third be related to the family forest. I am told its the same at ZAMTEL where board meetings are held in Bemba just to ensure that everything is on the same wave length. I feel for people that think that its ok to let the president do as he pleases because he has the best interest of Zambia. We need systems that will safeguard the interest of the nation no matter how bad the president is. this can only be done by having a balance constitutions that does not give the president too much powers. It took Chiluba 3 years to realise how sweat power was and it has only taken bamudala 1 year. his run will be worse than Chiluba’s, watch this space

  45. A good strategic thinker, excellent managerial skills coupled with specialty knowledge in that field will always be better than a good general manager. You will find good  engineers with excellent strategic and managerial skills in Zambia  who can run the RDA better than Mr Nsanda. However, let us give him a chance.

While Mr. Mulongoti may right in one perspective, I would love to differ with him in the sense that wisdom of knowledge is not only a preserve of the educated but rather wisdom is found in all who seek it. I wish being educated and having phds, MAs and Professorship could make people better managers, to the contrary, most better managers have humble eduacation. Our hospitals are run by the educated, there is however, nothing to be proud of in terms of efficiency. Having said this however should not be misconstrued as an endorsement for appointment of party cadres to positions of Government. Mr. Nsanda in my opinion lacks intergrity. If a man is still flaunting as being single at his age, couldn’t that be a recipe of irresponsibility? Kaunda fired those who could not manage their families.

  48. Educated Zambian people have failed to develop Zambia and work for Zambia. example given: Prof Chirwa uyo uko ku UK working in UK, instead of him being in Zambia taking this position at RDA. Now we are given people like Nsanda appointed on political grounds and not on qualifications, he is a die hard for Sata who campaigned so hard all those past years. As long as we dont change current constitution, reduce presidential powers things will continue like this. Its what it is at this moment lets move period.

  49. Very surprised being a chairman does it entitles designing these ancient roads we have in zambia. Let us critise with reasons not suggestions. Nsanda just becomes a chairman when there’s a meeting. For quality he has someone to deligate. All am appealing to all engineers let us have engineer ‘s day where we can meet the public complaints and do our marketing. It does not pay to complain get involved.Ok let us have a system of competition so that whoever fails is dropped let it start with Nsanda.

  55. Nothing wrong with appointment of Mr Nsanda as chairman of the board. I am sure the agency has a CEO and management team made up of professionals. Even in countries like the USA, you find professional like medical doctors sitting on boards of say a bank. Yet if you ask, what does a medical doctor know about banking. The answer is not much. Yet they are invited to sit on boards because of the knowledge they bring from their profession. What was the profession of the previous chairman of the body? My guess is that a lot of the people who are criticising the appointment of Mr Nsanda do not even know. From your site, I can see, a lot of Zambians have become armchair critics. A sad development for mother Zambia indeed….

  56. mike ask us who ve sat on boards and management committees, the job of the board chairman is to provide policy direction and adherance to board resolutions. It doesnt matter who is at helm coz the technical part is still vested in the ceo.

I feel that not all opposing comments like ones from Mr. Mulongoti are out of sour grapes.But it takes credibility & integrity to epitomize a pragmatic and objective approach to eventualities at analytical level.Who cannot perceive that Nsanda is not a technocrat but a mere PF cadre. PF is all a joke.You and I will see the worst era of governance in Zambia’s political history. Politics of appeasement connote the PF as opposed to a people-centred rulership. The last health minister was an engineer, did the doctors complain? Come on guys. Mulongoti is displaying his ignorance in the public.

    • Chabota, the position of Board Chairman exists to provide leadership & strategic direction to an entity. Sound knowledge of an organization’s operations & process is essential otherwise the Chairmanship becomes cosmetic. Clearly, the appointment of Nsanda as Chair for RDA a remiss!!

  59. I remember Bernard chiwala telling us that the chairman of RDA is a full time employee with an office at RDA. what a nonsense is that. Bernard is man of integrity soon he will resign from RDA. he cant be intimidated by Nsanda or Sata if they think they can manipulate him, they are in for a rude shock

Being educated is very good, and I can tell you, I am spending a fortune to get my children well educated. But I know that education just gives a better starting point. Would be nice to know. I understand there are various roles and designations for Chairmanship of a Board and I hasten to say that most companies are looted by their managements and not by their Boards…

  63. Mr Milke Mulongoti himself has been a failure who graduated from the University of Zambia with a silent degree in Law when he was a minister in the Rupia Bwezani Banda’s regime. The awarding of his Degree by the Great East road campus University (UNZA) was infact a consolation if not a favour as he was a cabinet minister of the day at a time otherwise he failled the examinations. Records are there at the university for everyong to see how Mike Mulongoti was faring with all government machinery at his disposal. Milke Mulongoti does not have the mandate to talk about as he was alwys getting nominated bt the Presidents including Rupia Banda whom he insulted.

  68. MMD or any leader associated with them lost the right to discuss corruption a long time ago.They made corruption a way of life. MMD still owes the Zambian people billoins of dollars lost due to the culture of corruption. Zambia’s development and moral oppprtunity cost.President Chiluba ‘invented’ corruption and President Banda ‘glorified’ corruption President Levy died trying very hard ‘alone’ to fight corruption. Pastor Nevers ‘baby sat’ corruption. President Sata has fully realised how intrenched corruption in the Zambian fabric. Corruption has attached itself to the Zambian genetic pool. Let President Sata run RDA or RDA chaps will just get very rich quickly at the expense of the good road network and Zambians.

  69. It’s ok let Mr. Nsanda be Chairman of the RDA Board. The levels of corruption at RDA and other public instutions in Zambia is too high. Most Zambian professionals have made corruption a way of life. Mr. Nsanda is a nononsense man and will fix a few corrupt people.
