Clive Chirwa spells out plan for ZR, relinquishes his British Citizenship to help Zambia

Newly appointed Zambia Railways Limited Chief Executive Officer Professor Clive Chirwa says an estimated 750 million will be required to fully revamp the operations of the ailing railway firm.

Professor Chirwa said ZRL requires enormous capital injection for it to perform as a modern railway line with a modern fleet.

Professor Chirwa said the USD 120 million allocated in this year’s budget will only be used to improve operations in the first phase of the ZRL development programme.

He said he is fully determined to transform Zambia Railways into a modern railways transport company.

Featuring on Muvi TV’ Assignment programme, Professor Chirwa revealed that he will revamp Zambia Railways in three years.

Professor Chirwa said he will introduce electronic trains that will be using its own power and not relying on state power utility, ZESCO.

“Accepting this appointment has meant I have had to give up a lot in terms of my own personal incomes. It’s at a huge personal sacrifice but this is how much I would like to help develop my country,” he said.

Professor Chirwa revealed that he has decided to relinquish his British Citizenship to come and work in Zambia.

“We will abandon these diesel electric lines and install a whole new fleet that will fully be automated in three years, we will be generating our own power and not depending on ZESCO.”

“What we want is for companies like ZAMEFA to stop export their copper wires but supplying those to ZRL as big scale engineering will be done in Kabwe. We will also be doing assembling of Coaches at places like Choma,” he said.

Professor Chirwa also revealed plans to extend the rail line to Mpulungu and Mongu by building the line to those regions in phase two of his plans for ZRL.

He said some of the strategies he will use include market research, needs analysis, budget preparation and employee motivation.

Professor Chirwa is also targeting to recruit some experts from the diaspora to come and help him revamp the railway firm.

  15. I dont agree with professor on one thing, he will actually gain more in incomes in zambia than where he was. I know that very well as money is hard to come by in the diaspora than in Zambia no wonder you see whites & others in zambia resisting to go back. Dont be misled.

    • Then I came kuma ngalande CANADA, eish, I work very hard as a student and I still cannot make 3pin take home. Even my paid research/ placements were I hold good positions cannot make me that amount. I will get my ka 3years graduate working visa and work here for the international experience but God, am heading back to Africa for meaningful wages. So on that note, I will disagree with the Prof, that he has lost on monetary income, he will earn more in Africa, its just that Peeps have no idea that the best place to be in right now is Africa!!! (its always been, only when you are seeing negativity you overlook the opportunities)No wonder muzungus kakatila when they hit Africa…. they just dont wanna leave…

    • Pro Chirwa has designed several complicated machines, designing and building rail cars (coaches) is piece meal for him. In fact we have all the raw materials needed to produce anything we want in Zambia for the smart people of the Zambian Enterprise.

  17. If Prof. Chirwa will not be supported by the govt, he will lamentably fail. He has good ideas, but he cant work with uneducated president like Sata who keeps on reshuffling people so often. If prof. Chirwa will become more popular than Sata, he will be removed because he will be a threat to him. Mark my words, you will surely agree with me. Sata enjoys working with people who are dull like him, CNP. Prof. Chirwa be ready to be tossed like a pendulum like Prof. Nkandu Luo with all her education. I shall wait and see.   26. Good positive thinking, but seriously, to do all that undertaking in three years is definitely too optimistic. Talking from practical engineering experience in landlocked Zambia, the logistics alone wont allow for that time-scale, to say nothing about finding and recruiting the right people.

  30. Unless the linkages to Dar through TAZARA and to Durban through National Railways of Zimbabwe(NRZ) are sorted out, the actual improvements in transport efficiency when exporting from Zambia will be very limited.

    According to NRZ GM Air Commodore Mike Karakadzai, NRZ’s major challenges are obsolete equipment, the need for rail line maintenance and high staff overheads. Karakadzai estimates that NRZ requires US$2 billion to restore operations!

    As for TAZRA, its financial problems have been known for ages… It has been in a state of “arrested development” for over twenty years.

  34. You do not need to have worked in the Railways business to be a successful Executive Director for ZR. I ran a successful business in which I had no formal training, employ twenty school leavers, and make loads and loads of money.

    So all you doubters, give the Prof a chance. but above all, let your minds be positive. His plans are doable, and the Government has already shown willingness to revamp this sector. let your hearts not be afraid. This country is destined for greatness. Get involved in its development. But I was wrong as she has now come out as to the true reason she is marrying the guy and I now understand why she has gone to every length to put down people of her own race. What a pity. Don’t create enemies for him before he even starts working because he will need the cooperation of a lot of politicians and bureaucrats for him to succeed and most of these will know that if he were to be president, a lot of them would lose their jobs as he would appoint fellow technocrats with knowledge and expertise. kindly suspend talk of him being presidential material until he accomplishes his goals. Zambia has good engineers within its borders who are paid peanuts, do not have good schools and hospitals for their children. Unless we start treating our resident specialists with respect, getting people from the diaspora is a waste of time. They will leave when they are treated disrepectively. We must first improve facilities which will benefit the poorest of our Country, schools, hospitals and roads.

    Secondly keep PF cadres away from him and let him hire experts to support him.
    Thirdly give him all the money he needs for this gigantic task, half measures and red tape will not do.
    Relinquishing his British nationality, well I’m not sure if he made the right decision. I wish him all the success.

  47. Chirwa is a dreamer! He dreams of electric trains. Chifubu residents dream of water availability! Zambezi and Chavuma residents dream of electricity. Lukulu and Kalabo residents dream of tarred roads! And all of them can say: in three years we’ll have all this! But it remains just a dream! They don’t controll the resources! If only! Honestly this fawning over Dr Chirwa’s desires is misplaced. Three years is not a long time, fortunately.

  56. From the engineering point of view is the professor thinking of implementing the hybrid car concept? If that is the case then true enough, the operation may not need much of ZESCO’s power. The lead desel electric engine will run on desel which will put the train in motion. From the initiated kinetic energy alternators mounted on the rear wagons will generate additional current to plus on that of the lead engine. This in my point of view is what I see happening. The question is who has yet applied this concept on trains? I as an engineer, I do not have any supporting research for the unveilled concept. What do other fellow engineers have to say? let’s not be theoreticians but implememnters.

    • The current locos (the blue GTs and the old U20Cs) use almost that type of technology. They are diesel electrical. The diesel starts and maintain the gens (turbines) that generate electricity that runs the train. Part of which is distributed to the coaches on a passenger train.

  57. Prof, if you spend $750m on ZRL, how are you going to recoup that investment? Do you know how much it costs to run an electric train? Will you get a return from ZRL or it will be another wasted subsidy?

  63. Action no 1 from govt is to ban all Tanzanian trucks which carry cargo to Congo DR from using our roads. Let them use rail, both Tazara and ZR will have ready clientale.
    No 2. all local cargo beyond a certain weight should use rail.
    This will not only improve ZRL operations but add more life to our roads and reduce road accidents. Of course one industry will suffer, the trucking business. But I guess here must a trade-off. It’s a question of benefiting the nation at the expense of an individual.
    This entails more jobs for ZRL, improved infrastructure and cheaper mode of transportation for those in business.

  64. While I appreciate the personal sacrifice the good professor is making, I wish to point out that it is not practically possible to have a train generating its own power. I do not wish to ask him to do his third year thermodynamics course again, but I should remind him that a perpetual motion machine does not exist(first law). Perhaps he can cite one instance where this technology is being commercially applied?
    Looking at the bigger picture, does it mean that Zambians who wish to contribute to their country can only do so if they give up other passports? I think it i unwise for any individual to do so, looking at how politically and economically unstable the country is. Lawmakers should immediately suspend this old law pending complete review

You call him a dreamer, but all great inventions were born as dreams. The Americans say, ‘Dare to dream’. Zed needs personalities like Chirwa to conceptualize ideas that the intellectually challenged or those that choose to be myopic just for the sake of it can only interpret as a dream. These are the traits that shape Zambia and help to drive our country ever backwards. We have human resources, land plus the available financial resources we can transform this country into modernity. All that is required is the correct and lasting political will. With correct political will Zambia could have infrastructure such as international airports, roads, railway, waterways, etc. Modern roads should also include provision for cyclists as the case for most roads in world big cities.

He must bear in mind though that for him to succeed, he will need massive govt support and unfortunately politicians running govt in Zambia differ from those accountable and principled politicians in the UK, who would resign on moral grounds if they are accused of anything like corrupt tendancies. I forsee him being silenced by being appointed deputy minister if he gives the govt too much trouble asking for money to revamp the railway system. I think the prof must also distinguish what his role as CEO for a railway company would be and that of govt.   86. I am also equally surprised that some bloggers are calling Chriwa a dreamer… well guess what? John D. Rockefeller, Cornelius Vanderbilt, Andrew Carnegie, Henry Ford and J.P. Morgan rose from obscurity and in the process built modern America all from daring to dream. 
    Yes in construction terms that 3 year time-scale is very ambitious BUT what Chriwa is proposing is doable; already there and he is not inventing anything new if anything it’s us the Zambian sub contractor, the corrupt politicians, the demotivated ZRL employees and those who control the funds who will fail him.  Let me end with a great quote from The Prince, Machiavelli that stated;

Prof Chirwa committed a serious crime under the laws of Zambian constitution by illegally holding two citizenships. Yet people like you find it fit and proper in supporting a president who without due consideration of the law and knowingly appoints him to a national position. This could never happen in any civilised world and really shows the type of society Zambia is and why it is where it is today. Basic tenant of any civilised nation is that no one is above the law not matter now educated you can be. I listened to the prof last night and I observed that he knew what he was talking about, taking into account my own personal achievements am convinced that prof Chirwa will succeed with his plans. This man is passionate about creating employment for the many youths in the country that have been condemned to poverty. The president certainly has made a very good appointment. The president must remember that Obama has earned credit for killing Osama Bin Laden although his only role was to authorise the mission. So Mr President once Prof Chirwa succeeds credit will be given to your government as having succeeded in creating employment for the many Zambians that have been condemned to poverty. The prof spoke about manufacturing coaches and motors locally.

  106. If indeed Prof Chirwa has relinquished his British citizenship, then he has become stateless. The law of Zambia states that if you assume the citizenship of another country,  then you cease to be a Zambian. Therefore, Prof Chirwa ceased to be a Zambian many years ago.

  110. My heartfelt congratulations to you for being made CEO Zam Railways. I believe this appointment is from God, and I believe you will succeed, because Ba Mudala Ba Sata is a man of action and will give you all the support. Please just focus on the job at hand and you will bring down mountains. There are a lot of Doubting Thomases in our country, and many who will want to bring you down but they wont succeed. Praise the Lord!

  112. You see why Dual Citizenship is vital? I just wonder how many qualified Zambian can’t come back home because they have to relinquish their citizenship elsewhere. Not helpful to Zambia. Now prof Chirwa will be hindered each time he has to go to Europe or USA, he’d need to apply for a visa. If he had dual citizenship he wouldn’t need visa.

  113. How exactly will u COMPLETELY revamp a railway system with just usd750million? How will u generate your own power with just that amount and cut  reliance on ZESCO?  This is not aeronautics prof. Have u ever run a business before? This is just insane.
