PF never promised to abolish the Public Order Act-Kabimba

Patriotic Front (PF) Secretary General Wynter Kabimba has said that the PF never promised to abolish the Public Order Act. Reacting to accusations in an Interview on ZNBC yesterday that the PF had u-turned on its earlier stance to amend the Public Order Act, Mr Kabimba said the party was merely concerned with the manner it was being applied.

“We were critical of the enforcement of the Public Order Act and not its content. We never said that we would abolish it but its application was not credible,” Mr Kabimba said.

Mr Kabimba further said that it was important for security wings to continue familiarising themselves with the application of the Act to avoid political misunderstandings.

And Mr Kabimba maintained that there is no room for party members that compromise loyalty and discipline as this can derail developmental focus.

In an apparent reference to Foreign Affairs Minister Given Lubinda who facing charges of treachery, Mr Kabimba said it was important for the PF to have a strong and disciplined membership and not allow elements of disloyalty.

“The party monitors the operations of Government and Government can only deliver on development if it has a disciplined and loyal membership, the two elements are co-related and there is no compromise on these principles.

“The party has to protect itself from members that are divided because they threaten the existence of the party and its vision. Just the way the human body acts, when there is an intrusion, the white cells come out to fight and protect it so that it continues to function properly,” Mr Kabimba said.

Mr Kabimba, who is Justice Minister, dispelled reports of infighting in the ruling party but that it was the issue of ensuring that discipline and loyalty were maintained.

“If people are singing a hymn in Church, you cannot be saying Amen, you have to follow procedure and as a party, we have a procedure which members must follow,” he said.

He said the survival of the party was paramount and cases such as that facing Mr Lubinda should not be judged politically.

Mr Kabimba cited the expulsion of outspoken South African youth leader, Julius Malema, from the ruling Africa National Congress, as a case study that political parties should emulate to avoid being derailed from focusing on development.

Commenting on the defections from the crisis-hit MMD, Mr Kabimba said the PF should not be accused of causing the problems in the former ruling party but on a failed leadership.

“The defections cannot be attributed to the PF, even the troubles that any opposition party is experiencing. If members want to leave, it is not us (PF) to blame but it’s the failed leadership of that party that should be blamed,” he said.

He added that the PF would not accept any member without scrutinising them especially those in the MMD that were alleged to have been corrupt.

Coz of infighting they are failing to address essential problems hence the country after 20 years people are starting to queue for Mealie Meal. Its shameful!

  9. kabimba is hopelessly inadequate to understand the needs of our country. his small-minded party appears lost in governance and has adopted the simplistic route leading to dictatorship. This is an insult to the intelligence of all Zambians, and Kabimba knows this. They simply do not have balls to make Zambia a better place.

  10. The greatest mistake PF is making is to think they are very popular. They are forgetting they narrowly won the 2011 elections. I like the others regret voting for them and come the next elections my vote wont be on PF. The number of people regreting PF in power is what will chuck them out. Their behaviour suggests they are prepared to be a one term party.

  11. This Kabimba is proving to be a very useless SG. Sata needs to open his eyes and see the damage this guy is causing to our beloved party. May be a loss in Lufwanyama will make him realise that we are not fools.

  12. That is the problem when a party never expected to win in the first. They thought they were going to lose again and so they were not very prepared to govern. They have become so big headed lately.

    • @Kwa, you don’t have to say zambians are docile, please use “some” actually it is you who do not think properly, what national interest is being protected??? Kabimba is not being honest to zambian people and to himself as well.

  13. Nonsense Wynter. The fact that you did not promise to abolish it is not reason to abuse it and deny the opposition the right to assemble.

    • According to the 2010 Census, total population = 13,092,666 (49.3% male; 50.7% female) @  2.8% annual growth over the period 2000-2010 = 13,836,120 total estimated population in 2012 (or 14,223,531 by end of 2013). 

      Btw – At the time of the 2010 Census, 5,857,806 Zambian citizens were aged 18 years or older making them eligible to vote. Of these, 3,677,092 (62.8%) were registered voters. Copperbelt Province had the highest number of registered voters with  642,210 (17.5%) followed by Lusaka Province with 631,816 (17.2%). Muchinga Province had the least number of registered voters at 189,189 (5.1%).

I think the interviewer was not prepared or he is not smart enough…..in this modern world u let go a human creature like kabimba say that on a national tv when actually u have all the records….if he refuses get the tape and play it right in front of his face. even the issue of barotseland records are there when sata and friends made all these kinds or pronouncements

      I also think PF knows this very well and is a large part of why they are hell-bent on doing everything possible to suppress the opposition.

  20. Lucifer has followers and among them is the annointed one who harasses and torments people on behalf of his master. We warned Zambians of jumping from a frying pan into actual fire. Public Order Act is a whip to lash at opposition, corruption cases are for others, Zambia is officialy a ONE PARTY STATE cofirmed by Kawimba, Zambia goes without food, fuel, medicine, democracy, rule of law and failed governance. We have become worse than colonial times.

Kambwili should watch his fingers for he risks burning them.Kabimba has plainly stated that he is a mere chola boy of Michael Chilufya Sata backed by all powerful Fred Mm’embe with their dependable fullback Mutembo Nchito.No body at the moment can score against this team.If Kambwili thinks he can take on Kabimba,he has himself to blame for what may befall him.Leave Lubinda to fight his own battles.

  24. When you listen to Wynter talk, just picture Kunda and Teta…that is what happened before they died.

    All they ever said was things that made us wonder if they were normal or not. Those ARVs are really somethings else. I think people taking those things should not be active in public office because this makes them look like chainama cases.
    Kabimba is a perfect example. So, next you’ll hear that PF never promised Zambians jobs. We already know about that silly 90 days promise. Hell, they have already back peddled on the windfall tax campaign promise, the barotse agreement issue, and now the public order act.

    PF, please don’t lose all your marbles.

    • You’re a fool. Most of what any of these politicians are saying is self-serving and changes from one moment to the next. It has nothing to do with ARVs and those who use them. Stop using this site as a platform to rant about ARVs, most of us here know someone whose health has been restored and have avoided early death due to these medicines. And get your facts straight. Also, no need to stereotype the mentally ill either (i.e. ‘chainama cases”). If you don’t like what PF is doing, say so but don’t degrade or stereotype innocent people.

  28. The fact that Zambia adhered to the UN charter meant that the colonial Public Order Act was OVER RIDDEN by the UN Declaration of Human Rights. That is why the previous govts never applied it, despite it still being law in Zambia. Note that Sata’s mentor Mugabe allows freedom of assembly. Who is more a dictator between the two?

  29. Sometimes i ask  myself why we are always befallen with such characters when we just seem to be making some progress. Is it a curse or what? Surely after 20 years of democracy, we shouldn’t be witnesing the manifestation of such backward behaviour. Holy Gost fire on whoever is bringing our great nation backwards! FIRE!!
