Opposition political parties re-submit a fresh joint notification to the police to hold a public rally

Opposition political parties have opted to re-submit a fresh joint notification to the police for their impending public rally in Lusaka’s Mtendere Township.

UPND Deputy Spokesperson Edwin Lifwekelo has told ZNBC News in Lusaka on Thursday that the opposition will soon notify the police again after the earlier notification was turned down.

But Lusaka Province Police Commissioner Joyce Kasosa says her office has not yet received a fresh notification from opposition.

Ms. Kasosa says the opposition were yesterday advised to furnish the police with more information about their intended public rally as required by the law.

Ms. Kasosa was speaking in a telephone interview with ZNBC News in Lusaka on Thursday.

On Wednesday, Inspector General of Police Stella Libongani disclosed that the opposition political parties’ joint notification for a planned rally was not valid.

Ms Libongani had said this was because the notification did NOT specify the time for the rally and names of the Marshals as required under the Public Order Act.

She has advised the concerned political players to re-do their notification and submit it to the office if the LUSAKA Province Commissioner of Police.

Five political party leaders from the MMD, UPND, United Liberal Party, Alliance for Democracy and Development and the ZAMBIA Direct Democracy Movement intend to hold a joint public.

  5. This is a reason why I said Inspector General of Police was very competent to refuse the permit. I agree with #2. We have to stand up and protect our Nation from these so called opositions.     • Zambia is now at par with pariah states like North Korea and Iran and other failed former USSR dictatorships. To deny people fundametal human rights is nothing short of brutal dictatatorship.   8. Surely there must be standard forms obtainable from the police to complete “as dictated by the applicable laws” and submit for review and approval? One expects that all political parties have office bearers delegated to ensuring that laid channels are followed or legal minds within more than capable to advise respective leaders on such trivial processes prior to these events. Its so surprising that so much time and energy is expended glossing over permission to hold rallies. Is this not a mark of immaturity?

  9. What i know is in every office if you have failed to fill the forms correctly, The office bearers help you to finish it and not turn you back. I wish all of you would think really
    1) What information did they forget to fill in?
    2) Why were they not helped?
    3) How were they doing it before and if there are any changes how can all these leaders with their advisers and even Lawyers fail to understand what a policeman understands?
    4) Lastly why is it that every time they are denied there is a fresh reason for that?
    We have good education in Zambia and i dont expect these leaders to be as dull as we think they are.

    • Perhaps they should have paid more attention and verified all the required information was supplied before submitting the documentation. And one wonders how they managed to get through school or more importantly how they, having failed to follow instructions, can represent an opposition and govern without screwing things up because they are inattentive. smdh.

    • THE OPPOSITION SOMETIMES DOES THINGS WITH IMPUNITY. THEY WANT TO BEHAVE AS IF THEY ARE THE MOST EDUCATED. SO THE POLICE ALSO WANT TO SHOW THAT NO ONE IS ABOVE THE LAW. HOWEVER, THE POLICE SHOULD HAVE GOOD-WILL AND ALLOW THESE PEOPLE TO HOLD THEIR RALLY PLEASE. WE ARE TIRED OF THESE STORIES CONCERNING THE POA.

  10. Protection of freedom of assembly and association is guaranteed by Article 20 of our Constitution. The authorities have not advanced the derogation provided in Articles 25 and 30. Compatriots, this is a VERY serious matter. Once freedoms are eroded, democrary will vanish. And there is no winner in that scenario.

    • Sir, gooogle the United Nations Declaration of Human Rights, ICCPR and African Charter on Human Rights. Better still come to the Human Rights Commission for elucidation of your inherent, ineliable, imprescritible human rights.

  13. @ Suggestor, i agree with you. Ukwa’s disciples paid to support this useless government without a plan to develop Zambia. With such reasoning Zambia is finished. My goes to opposition come the next general election, preferably to HH, he make more sense even than Ukwa a grade 7 with 7 guns.

  14. GOOD MOVE BY THE OPPOSTION. Now let’s see if permission will be granted. This move is intended to do away with any PF scapegoat of not granting them permission, which they don’t need anyway. Even the first application was equally good. Now, they have done it the way the PF wants it to be. Twalamona.

  16. Its scatter graph, you can’t even state the time on Rally and who the Marchals are. POA has been there time in memorial, procedure is clear. Everyone just wants to be at plot one! No wonder they cannot even look at details but just take to blame others. Too fast and furious but going nowhere! Do your homework properly, 2016 is still far and it won’t be automatic that one of you will be head of state. By the way if anyone of you become head of state, the others will pop up with numerous allegations against him/her as is usual. No one is all pure. You all have mud, criticism will never stop. Its a way of life. Just calm down and let lives of citizen go on without unnecessary hightened tensions.

  20. The deal is, if anything goes wrong, for example, some PF sponsored maniacs throw stones or discharge weapons, and there is a stampede and people get hurt or die. The PF supporting cops will be able to arrest and charge the documented marshals. These marshals would be trusted active party members whom they qould then harass.

According to IG what the police is asking from the opposition parties is to submit request for permit for a rally with proper and detailed information about the rally as required by law, the first application was denied because it lacked detailed information about the rally. Why self-claimed educated opposition parties fail to write what is required by law despite having a lawyer in their midst?

  23. In a civilised nation the PF Police force would have asked for clarification and further information and not turn down a NOTIFICATION. The POA may specify the need for the time and “marshalls” to be included in the application for a permit. But that was in its original detail when it was drafted by the colonialist on which (permit) the the Supreme Court has since ruled. Since the ruling the Police have never issued guidance on notifications and therefore this is simply a case of “combing” through the letter to find issues for the refusal.

I really miss maestro, musana wazali because we used to contribute with brains even if we strongly disagree we never used premitive language but showed respect that was borne out our understanding that we are Zambians and this bond made us realise there is only one Zambia and no one is bigger than Zambia. The current insults on this site is an eye sore that LT needs to readdresss. When MMD was in power, PF, UPND, United Liberal Party, Alliance for Democracy all of them used to apply for permits. NONE of the above political parties complained about MMD. There times when Sata was made not to have rallies because the president will be there in few days example in Eastern, copperbelt, western and northern provinces did he behave like these opposition leaders?   26. Contd: continue at the pace they are becoming confrontational with the Govt I can see things becoming urgly and out of hand. The democracy that these opposition leaders are talking about is not democracy but provocating and creating a scenario as if Sata is not able to govern. Why is Sata so quite? Does it mean he is not seeing opposition leaders testing his patience? They not interested in peace, harmony and a justy society. If the opposition leaders are not happy with the public order can debate in the parliament and repeal the order rather causing un necessary confusion. Peace is only peace when people respect it.   31. I am surprised that some of the bloggers here are blaming the opposition for having failed to make a proper notice for the intended rally. What we must realise is that the PF government is very timid to allow the opposition to hold meetings with people because they fear being exposed. The police had to look for excuses to justify their rejection of a well intended notice. There was nothing wrong with the notice; but the police had to reject it on flimsy grounds because they were ordered not to allow the rally to go ahead. I doubt whether the resubmitted notice will be accepted because state house is not confortable to allow dissenting views to be propagated by Zambians. The PF can only allow praise singers to hold rallies and unfortunately there are none for now. We are all not happy.
