The Government Joint Investigations Team has today arrested and charged Dr Nevers Sekwila Mumba, former Zambian High Commissioner to Canada.

Dr. Mumba has been arrested for willful failure to comply with applicable procedure relating to management of public funds Contrary to Section 33 (2b) of the repealed Anti-Corruption Act No. 38 of 2010. And three counts of Abuse of Authority of Office Contrary to Section 99(1) of the Penal Code Cap 87 of the Laws of Zambia

Particulars of the offence are that Dr. Mumba on dates unknown but between the 1st day of June, 2011 and the 31st day of December, 2011 at the Zambian High Commission in Canada, being a person whose functions concerned the use of public revenue, willfully failed to comply with laid down procedures in receiving and disbursing of Canadian Dollar CAD$ 122,229.85 a donation to the Zambian Government by a Private Company called BARRICK GOLD CORPORATION.

Furthermore Dr. Mumba on dates unknown but between 1st day of October, 2009 and the 31st day of December, 2010 being a person employed in the public service did abuse his authority of office by awarding contracts valued at, (Canadian Dollar) CAD$ 9000, CAD$19850, CAD$5,248 for electrical works, carpeting and construction for a deck at the Zambian High Commission residence in Canada to three Canadian private companies called RESTCON CONSTRUCTION SERVICES, ARGOS CARPET LTD and STANMARK CONSTRUCTION respectively without following laid down procedure.

Dr Mumba has been remanded in police custody and expected to appear in Court tomorrow.

And am pretty sure the Bible used during the swearing in ceremony was also a PF Bible? Sata has no love in his heart i wonder how he even managed to marry.

The said Party hasn’t contested any single elections for the past 5 years? On top of that hasn’t paid any money to to Andeleke’s Kangaroo office but at the same time Andeleke tries to de-register MMD for owing money.     • The arrest and prosecution of Dr Mumba is a Political motivated case by small minded PF caders who want to hold on to power by suppressing any opposition voice.The first people Sata visited after being elected was Mugabe and Museveni,these two are the worsed dictators in Africa.Sata went to get their blessings,charms and knowhow on how to break the opposition.The copperbelt is a mess,the jerobals are stealing and corrupting people but none has been arrested.Improveving a government house is not a criminal offence these are very simple matters.Why not prosecute GBM and Winter who are corrupt.Hope the zambian judiciary will not be used as a rubber stamp to endorse Sata’s retrogressive agenda for zambia.

    • Why do Zambians complain about corruption and yet don’t like seeing corrupt people punished? In any case Mumba has not been convicted. He has just been charged and will be allowed due process. In developed countries, Mumba would not have been allowed to stand for president of a major party knowing that he was being investigated by the police. But in our country we have a contemptuous attitude towards the law. I hope he can exculpate himself.

      I think any well thinking and meaning Zambian condemns the vice and should welcome any attempt to bring the culprits to book. However, Sata and his Govt have totally lost the moral authority to champion the fight against corruption. There in too much of it even at the top of Govt, even to an extent that Mm’membe, Nchito, Mahtani and other known “active vice players” are using state machinery to protect them. Any objective observer will be rightly suspicious that this is politically motivated. That selective targeting of political opponents with corruption charges is what some of us are condemning.

    How come the president who hates corruption has shielded this case and castigated the ACC?
    Is there anything valuable about this corruption fight? Absolutely no!!!
    Anyway, looking at Sata’s friends one should not be surprised at his behaviour. Kaunda, Mugabe etc, cannot make a good combination.

    • Unfortunately, selective prosecutions will continue until principled politicians take over the reigns. We saw selective prosecution under Mwanawasa. It got worse under Banda, and it is continuing under Sata. I personally think Mwanawasa and George Kunda were our best hope. Unfortunately, even they failed our us. They were learned and their government had a lot of goodwill from stakeholders; but it seems not even education is enough to civilize an African. Instead of pushing through meaningful reforms and a good constitution, they gave us the NCC – that is all Mwanawasa and Kunda will be remembered for. Banda and Kunda will be remembered for removing the ‘abuse of office’ clause from anti-corruption legislation. I suppose Sata will be remembered for arresting opponents.

    • The laws in Zambia are adequate enough to protect innocent people. So if the former, or whatever, the man of God is innocent, you don’t have to worry. What is at play now is the law and not what you may perceive. He will have to answer to the law and not PF. God also urges us to exercise loyalty to the authority( in short not breakers of the laws).

  30. This is a pure case of selective justice. When Winter refused to present himself before the ACC in order to answer questions about dubious oil deals was he arrested. It is true what they Bible says that “The guilty are afraid even when no one is pursing them”. The goodness with life is that no matter how confusing or had life may get, God

Everyone has been complaining that if you have a case against Banda and his sons, Dora, “Nervous”, Shikapwasha, Chanda Chimbwi and others, and then take them to court and let them clear themselves before the courts. Few months ago it was people working with Mumba who reported him and not the person people are accussing of arresting him.Sata is just the president and not the law enforcing agent. Do not mix police and sata.People complain about corruption and the need to punish those wanting. What pastor Mumba needs to do is to sit down and reflect on his conduct rather blaming Sata everything that he unknowingly or knowingly he brings on himself. Sata was summoned by the safe investigative branch to answer for $60.000 for two vehicles he bought. It turnout GBM gave Sata.     • When Mumba was being charged by the police, he was being charged against the laws of Zambia and not the PF constitution. And the former man of God has to prove his innocence before the court of law, not Sata or PF NEC. It is the Zambian law that requires that when one is suspected of corruption should be arrested, charged before appearing before the courts of law. Its a well known fact that Sata was arrested several times, but he proved his innocence before the courts of law. Finally, the laws in Zambia are adequate enough to protect innocent people. So if the man of God is innocent the law shall free him.

  42. For the first time let me express this. Most of the guys who are in foreign countries and like to frequently blogging, make me wonder what type of jobs they do. They expose too much ignorance. Every country is governed by laws. It is the law which requires that one is arrested and charged if suspected of crime. If one is innocent again the law will free you through the public court where you have rights to defend yourself.       If I were Nevers Mumba I would very much see this charge as a chance to clear my name and to emerge thence with more political clout.   57. Zambia has got laws based on the constitution, if our investigations take long that does not mean someone becames innocent. Let Justice pravail on Pastor Doc Mumba. People are condemning PF especially those in diaspora mostly out of Touch with reality pa Zed. PF is still very popular here in the country and it has given Zambians a chance to have a new Constitution and you fail to make submission and always crying. PF gov is only following the provisions of the Law based on the constitution which President sata committed to uphold as Republican Presido dont blame Gov blamed the Law if you so wished and dont expect president to interfere in these activities. I’m sure Zambia being democratic and the country being ruled by the law, no one whether man of God or not is above the law. You see the thing with so-called men of god is that they fool themselves to believe they speak to God and that God is speaking to them so noone can argue with them once they have prayed over something. They stop seeing and listening to those they identify as infidels. That is the inherent danger in Zambia being decreed a Christian state.
