NAREP has issued a press statement in response to State House Assistance for Press and Public relations to the President George Chellah.

Below is the full response

NAREP’S RESPONSE TO THE STATEMENT ISSUED ON BEHALF OF STATE HOUSE

Mr. George Chellah has issued a response to the press statement issued by the NAREP President, Elias Chipimo Jnr. on Thursday 10 January 2013. Mr. Chellah’s statement continues the trend of nearly all his previous statements. It appears to have been written in angry haste.

He has asked President Chipimo to “pinpoint where the PF Government has failed, and provide alternative grounded options rather than spend time in a day-dreaming or theoretical session about what he wishes to happen”.

Here is what we asked for in our press statement:

    • Opportunity for our youth to flourish in decent work and enterprise
    • Our women to be protected from violence and discrimination
    • Government to work with traditional leaders to empower rural communities
    • Government to apply public order laws in a non-discriminatory manner
    • Running water in homes
    • Homes connected to a stable supply of electricity
    • Our ministers not to fly abroad for treatment when they have neglected the health institutions at home
    • The PF to concentrate more on promoting development than seeking political domination

Mr. Chellah’s statement sheds an enormous amount of light on why we are not seeing development for our people under the PF. He believes that these requests are “day-dreaming and theoretical”!

Had Mr. Chellah read the NAREP press statement more carefully, he would have noted that we have not said the PF has failed. We in fact point out that it is not our desire to see the PF fail because if they do, it is the people who will suffer. Our statement accuses the PF of placing priority on triggering by-elections and harassing its political opponents at the expense of prioritising development. We stand by this statement.

While we believe that it is important to prosecute those that have committed crimes involving abuse of office, we are in no doubt that the attempted prosecutions against the certain members of the Opposition has not been consistent with a genuine fight against corruption.

We have evidence that the type of things Dr. Nevers Mumba is being accused of having done are flourishing under the PF administration and it is for this reason that we see the recent arrest of Dr. Mumba as being politically motivated. We shall make this information available to the public at the appropriate time.

We pointed out in our statement that the country is in a crisis due to: high mealie-meal prices, continued and preventable daily deaths at clinics and health institutions around the country, continued load-shedding, lack of access to clean water and sanitation, massive formal unemployment, laying off of workers because of the hasty introduction of laws and regulations without adequate consultation, defilement and sexual exploitation of our young women.

However, since Mr. Chellah has asked us to identify the PF failures (and he would do well to remember the saying: be careful what you wish for), we present a summary of some (not all) of the promises that were made by the PF:

      • Demolition of shanty towns and the building of better planned houses in 90 days
      • When PF comes into power there will be no load-shedding
      • There will be no abuse of the public media
      • PF will do away with the Public Order Act (because it’s a colonial law)
      • PF will create employment for the youths
      • There will be better sanitation for everyone (46 years of independence Zambians cannot be using pit latrines)
      • Cholera will be a thing of the past
      • PF will reduce the size of Cabinet
      • PF will increase bags of fertilizer for our farmers
      • PF will deliver a people-driven constitution within 90 days
      • Enactment of the Freedom of Information Bill
      • Imposition of windfall tax on mining companies

We think that if Mr. Chellah sincerely wishes to talk about lies and deceit, we can start with the list above and engage in a sensible dialogue about how we can constructively move forward on each of these matters.

We intend over the next ten weeks, to highlight each of these promises and other areas of poor governance (one a week) and to provide details of the PF’s failures in the specific sectors related to these promises and to other areas of political, economic and social development.

We shall commence with the mealie-meal crisis. We will also set out NAREP’s proposals on the way forward once we have demonstrated the failures.

To be fair and balanced, we will also point out the things PF is doing well and where it has succeeded. Perhaps after more public discussion on these issues it may become a little clearer as to which of us is living in a parallel universe.

    • Zebige: you’re in for a shock. These NAREP guys appear to be living up to the political dream of educated Zambians – politics of substance and development. Big up to NAREP, our politics have remained ancient for far too long!!!

  1. Very mature articulate response from NAREP secretariat its a shame that the highest office in the land has been staffed with inexperienced emotional entities like young George Chellah.

    • When the people ask for issue based politics, this is what they mean. Why cant all opposition political parties learn from young Chipimo? He does not lose anything by not just pointing out PF failures and offering alternatives but appreciates PF successes as well.
      This is what we would like our politics to play out… sensible, mature, articulate and issue based.
      My word of advice to NAREP is that go out and talk to pipo as no all have access to the print or electronic media.

    • Spot on…unfortunately its too advanced for this calibre of dinosaur leaders we have today. We only have ourselves to blame for tolerating the insults and the mudslinging: it very difficult to cheat people in an issue based debate. We deserve better…

  3. This is what i call constructive critisism. I am PF and I feel like Narep is engaging the government on many issues constructively and the motive behind that is very clear. They just want our government to perform for and fulfil their promises for the good of the country. Kudos Narep

    • Thomas say something of substance you seem to come from the same crop of PF human beings. Be analytical and elucidate truths of the article, weigh against your PF govt wrongs and numerous failures that is being crafted for its legacy.

  6. It will do good for the PF to listen and learn rather than showing ignorance of issues raised. The rating of PF achievement in government is poor and the achievements made under MMD might be lost and Zambia shall end up even more poorer. PF is showing its dullness by forgeting the so many promises they made. As if that was not enough dull Serpent Cobra Ukwa Sata CNP during a church service at St. Ignistius that all Zambian children must have 3 square meals and not just his children. That was a silly promise as mealie meal is expensive and how many are having 3 meals? As if that was not enough, Ugly Cobra said that no mother should die in labour yet our mothers ve continued dying in labour. PF leadership is spent force and Zambia is in for a rude shock. For me i casted my vote wisely.

  12. NAREP you just another *****s in the making without direction. The Government is already working on those things you have mentioned, in your dreams you think the damage Banda did to this Country can be reversed in 11 months.
    Let us be practical this Government means well and they are addressing those challenges. What makes you think that your Chipimo can do better. Let us learn to appreciate. These guys are the best so far, not those who were just busy stealing if Ngayo.

So it is now more than 480 days (not 90 days) and there are no descent toilets and there is no sign of so toilets being constructed. So to you and your ugly head was that not a lie by you PF?   13. If all opposition parties could take it like NAREP, we can move well together as a people. Very mature and constructive criticism based on issues rather than personalities. This is really strong criticism which PF can look at objectively and react practically by addressing the issues raised. There are limits of time and space in which some of the issues can be solved given the some are short term medium term and long term. NAREB is not in a hurry of taking things as if PF govt must end today, tomorrow or that next day, forgetting the mandate of five year term. There is wisdom and intelligence being displayed here. Not like them who criticize like the end is now. We are all in it together, shaping the future of the country, whether in govt or not. Talking like Armsterdam can’t help us.

  14. The lack of robust statistical data vis-a-vis disability including prevalence rates in Zambia results in a “democratic deficit” in as much that Disabled People Organisations do not have benchmarks by which to hold the governments to account for disability rights commitments

  15. Expulsion is not the ONLY solution but reconciliation. We would like to see reconciliation to begin from the party level before we can see at National Level. We may not be PF but we like your ministers and any harm to them sends wrong signals to all. The party is not for the few who can speak loud but to all the members .

    • Exactly the point we are saying Shimpundu. MCS was in previous governments and by promising all he did and some in 90 days (especially the constitution), either he knew that was possible or he was on something hallucinogenic.

  21. If NAREP had any seats it would be relevant. As it is, they cannot deny it is theoretical. Anyone drinking beer in a tavern could make these same points, it doesn’t mean they are relevant

  22. If you have evidence of corruption or abuses bring them out, it is your duty as an opposition party. That’s what they call CHECKS AND BALANCES, it is exposing the wrongs of the ruling party not shielding plunders in the name of opposition.
    If you take a first punch in politics, best advice is never to reply to what follows, NAREP is digging it’s own grave if it starts to reply to everything PF says. Chipimo and his people should start selling their policies to the people, confronting PF on issues which were mismanaged by MMD will not win them any followers. MMD had 20 years to put things right but they bombed! and you ask them as your colleagues why they did not correct what you have outlined. Political campaign promises should not be used as reference, but manifesto of party.

    • Really SK? Tell me you dont mean it that political campaign message shouldn’t be used as a basis to judge a party once elected. In your world, how many voters do you think voted PF based on their manifesto and not the message that Sata was delivering on his campaign trail?

  23. Actually George Chellah is as much of a flop in State House as all the other Presidential press Aides we have had. Its not his job to be speaking on behalf of or defending the PF. The PF can be defended by kabimba or its party spokesperson. Chellah is a civil servant who should restrict himself to facilitating Media relations with the presidency (never the PF) By defending the PF Chellah is straying from the job description that we taxpayers pay him for. Mr President give me that Job just for a month and I will clean it up!

  25. I thought the statement would draw us to the glaring abnormality of a Government spokesperson defending the ruling party. I reckon Mr Chella can not differiate his role in the party and government – believes he the bulldog for the Prez.

  27. If Chipimo continues like this, he will be Zambia’s next president. This is the sort of intelligent communication that the opposition are supposed to be doing. UPND have been concentrating on disjointed vocal criticisms that do not carry much intelligent material in them. MMD has the same problems of in-fighting that PF is having, still mired in old kind politics of depending on parliamentary debates. ULP and ADD parties, although small, are headed by educated Zambians like NAREP is but have not been forthcoming in terms of solid point-by-point hammering of PF’s record and instead they have also depended on Parliamentary debates to criticise govt. My only worry is that PF will soon appoint Chipimo in order to shut him up…hopefully he is not doing this as a strategy to be appointed.

    • Well said, however, I feel chipimo is not sure whether to be in opposition or join pf. If MBR gave him a position he could gladly take it. He is lukewarm and this is costing him. To say pf has scored some success is an insult to the pipo. The govt is not performing becoz pf has no road map or manifesto. MBR has everything on his head like a ka ntemba owner.

    • Well said! Since Sata is a disciple of KK Zambians should not be surprised that Chipimo has been appointed to some ministerial position just to shut him up. That used to be Kaunda’s position. Hopefully NAREP does not revolve around Chipimo.

    We join political parties because we believe in what the party stands for not what individuals believe in. Just because HH believe that women belong in the kitchen, it does not mean that’s what UPND as a party believe in.

  33. With this kind of sober mindedness, Chipimo Jnr and NAREP will be a force to be reckoned with in the “very” near future. Unlike other opposition parties led by bumbling egotistic and self-aggrandizing buffoons, Chipimo and his young party are showing maturity beyond their years.

  38. The approach by NAREP is one of maturity. My thinking is that Mr Chellah was hasty in responding to issues raised by NAREP without sober analysis. It is this attitude that made MMD to lose power. Let us admit and say we have not attained what we promised the people but we are working on it. Arrogance and self righteousness in and denial in the face of current issues it will not help anybody lest of all the people in power because the people are seeing these things. Remember that the Zambians are keenly following your progress. So its not NAREP its the people. It we continue to deny the truth much longer I can safely argue that PF is gone come 2016
