Emmanuel Mwamba defends President Sata’s decision to move him to Western Province

Wetsern Province Permanent Secretary, Emmanuel Mwamba has defended President Michael Sata over his decision to transfer him to Western Province.

The transfer, which came barely two months after Mr. Mwamba was transferred from Northern Province to Eastern, has been received with mixed feelings in different sectors.

He said that people should understand that the Head of State had the right to transfer any civil servant to ensure that Government performs.

In an interview yesterday Mr Mwamba said that he hopes that the new permanent secretary Bert Mushala would continue to implement developmental plans, which he had put in place.

“Personally I am a civil servant who is oblige to work anywhere were the Head of State has assigned me,”he said

Recently ,the Church, Chiefs and the Patriotic Front Provincial Committee in Eastern Province were among those that have requested President Sata to consider allowing Mr Mwamba to stay in Eastern Province as he had initiated a lot of development programs which they feared, might not be carried out with his recent transfer.

President Michael Sata swapped Mr Mwamba with his counterpart from Western Province Mr Mushala.

    Does anyone realise that each transfer is money that has to be dished out for nothing? Any civil servant will tabulate the figures that come with these transfers, and because of this this chap will be very rich, legally but immorally.

    • You have to match the skills set of the human resource to the specific requirements of the job. Moving this Mwamba around two places in a space of two months is a clear indication that your president didn’t understand the capabilities of Mwamba with the requirements in eastern province and that’s just poor management. Sata would be fired in a heartbeat if he were working for a Fortune 500 company

Mr. Mwamba I know you as a hard working PS continue with your good spirit to help the people of Western Province develop their province so that at least they appreciate your transfer to that province. Westerners open your doors for the new PS to work with you in Harmony. I do not doubt that to happen. We want to see a Western Province that will be at a higher level in terms of development.

  3. everytime he shifts he has access to a settling in allowance,transport etc.theres no reason for transfering human resource everytime.

    • I thought there is a specified period of qualifying service for settling in allowances. I Supposed that One can not claim/be paid more than once within the same financial year?

  4. The transfers of Mwamba are like the case in Luapula province that has had five permanent secretaries since PF assumed office. Mwamba and PF must prove that they mean business. Do not treat people like kumansansa.

  5. there’s too much tribalism in western province!! Mwamba is hard working but i dont see him performing in western province!! The mentality of indigenous people there is very wrong!! #via abash tribalism

    • How can some pipo say there is tribalism in western province.No one in western province has ever ruled this country and they have never transfered any body any where.

  6. But Sata how do you send some one to the grave yard at the expense of development ….for as long as Lozi people will never embrace a Bemba wait in a few months to come….. RIP Emma Mwamba……..How many Bemba civil servants have died premature deaths in Western Province especially head of departments. Hope God protects him from the indigenous mentality lozis.

  7. Emmanuel Mwamba has impressed many since his appoinment, which was initially received with mixed feelings by many because of his close association with the later former President FTJ. But Mwamba has since distinguished himself greatly and has handled provincial administration so well that he is now one of the most well known provincial Permanent Secretaries! Probably he is being media savy, being a trained journalist himself, he is using the media well!!!
