UPND to petition Chief Justice to constitute medical board to examine President Sata’s mental state

The opposition UPND intends to write to the Chief Justice to request that a medical board be constituted to examine the mental state of President Michael Sata.

“We believe President Sata’s recent behavior and statements raise questions about his current state of mind and we want an independent medical board to examine him,” says UPND presidential adviser Douglas Siakalima.

He told a media briefing in Lusaka today that the UPND is concerned that the Head of State might issue some more statements that might cause chaos in the country.

“We are a responsible, patriotic and concerned political party. We are worried just like everybody else about the President’s state of health.”

Mr. Siakalima said the UPND legal team will be invoking the constitutional provisions that empower citizens to petition the Chief Justice to set up a medical board to look into the state of the President’s mind.

“As a trained psychologist, I can tell you that President Sata has been showing signs that warrant a mental check up by an independent medical board as enshrined in our republican constitution.”

He said the drafters of the constitution were not foolish to put in place such provisions in the constitution as they knew that one day, a man in State House might not be in stable mental health.

At the same media briefing, MMD’s Lawrence Zimba who recently had his Kapiri Mposhi seat nullified by the Supreme Court defected to the UPND.

“UPND is the only formidable opposition, this is the only party that can offer checks and balances to the PF. This government of the PF has failed, farmers in Kapiri are crying that there is no fertiliser.”

Sata is old school and understanding him will help a lot of people not to lose sleep over the old man…UPND should be discussing issues and helping the govt. develop the country, while telling us what they can do for us if given a chance to govern…got to show maturity!

    • Iam really now not bothered about what is going on in the country because at the pace we are moving whether we have someone managing the country or not the results are the same. The country is on auto pilot and am glad UPND have done this even me I have doubts if a normal person can act this way.

  39. I am not suprsied at the level of desperation in UPND. Guys we easily forget that one Hungry Hyena is very desperate to become president of Zambia and is using us as “Useful *****s”. He entered into a marriage of convenience with the PF hoping that he was going hijack the bigger PF and be flouted as presidential candidate and when he realised this was not possible, he jumped out very quickly hoping and praying that PF was going to loose. The leaders of this Party need to be helped to first accept defeat, acknowledge HEMCS as President of Zambia til 2016 and nesure they come to terms with that. Not only examined but held responsible for destroying the once beloved and household party of the nation, under the late great leader Anderson Mazoka who knew how to articulate issues. The duty to call for examination of the president or any leader rests with the ordinary citizens through the parliament which represents people, but not a body which is not elected by the people.

In the first place Syakalima and his UPND have insulted the president and the people of Zambia who elected him and who hold him in high esteem. It is true these things have been published before in the Zambian Watchdog. Seeing that there is no impact from such insulting and hate stories from this obnoxious watchdog, HH and his tiny club of misguided fellows have lost mental equilibrium.     i) 1/3 of MPs need to petition the speaker that the physical or mental capacity of the President needs to be investigated
    ii) The petition needs to specify the particulars in relation to this physical or mental incapacity
    iii) Then, in a vote, 2/3 of the MPs need to be in favour of an investigation into this
    iv) If they are in favour, Chief Justice appoints medical board (in consultation)
    v) Board reports back within 14 days
    vi) If board says they have found President incapable physically or mentally of carrying out his functions, another simple majority vote is required from the MPs to resolve that the President should cease to hold office
    vii) If any of the above parts of the procedures fail, the President…

  104. And UPND Senior member Douglas Siakalima said the party will soon write to the Chief Justice citing provisions of the constitution to constitute a medical board to examine the mental status and stability of president Sata.

    Mr. Siakalima who is also a psychologist said going by the recent conduct of the president he suspects it is time he was mentally checked to determine his suitability and stability to hold office before he does worse things.

    He said in the past the nation has tolerated Mr. Sata’s numerous constitutional breaches and conduct because they thought that was his character but now things are getting out hand.

  124. Politicizing the practice of psychology is unprofessional. The motive here for calling for medical review is completely political. The real motive is to sow seeds of doubt in the capacity of the PF in order to transform UPND into a viable alternative. This is cheap politics. If PF wins on many economic fronts, then it will continue to provide leadership without seeking permission from any opposition party. Any false moves from UPND will fortify PF into a popular and legitimate government of the day. Therefore, free speech means just that. The PF is at liberty to sue for libelous slander.

HH do not be bothered by mental state of our current President but walk with the Zambian people from all Provinces, i.e. if a mother gives birth in a taxi, plizi demand explanation from the GRZ, if people are trading from the streets plizi talk about the alternative, if 51 people perish in a road accident send messages of condolences to the President and inform him that you are going to attend the burial and give little support to affected families, if there is no oxygen at the Hospital sue the GRZ for negligence of duty, if other opposition parties are opposing the good things which the current GRZ is doing, do not support them but stand by the GRZ, Plizi, investigate on behalf of Zambian workers how they are being treated by the so called Investors and condemn or praise where necessary.
