Permanent Secretary for Parliamentary Business Simon Miti says he is shocked to learn that Kazungula District in Southern Province has no health post despite its 14 years existence as a District.
Dr Miti said it was unacceptable for Kazungula to have no health facilities despite records showing budget allocations for infrastructure development.
He described the structure currently serving as a clinic, as dilapidated and sub-standard.
The Permanent Secretary said this when Deputy Secretary to the Cabinet Ambassador Peter Kasanda and his counterpart for Policy Analysis and Coordination Division Bernard Kamphasa toured the area, yesterday.
This was on a fact find mission to assess the extent to which civil servants had implemented government policies as directed by President Michael Sata.
Dr Miti , who once served as Ministry of Health Permanent Secretary in the previous MMD government , was disheartened to see the under five clinic being conducted under a tree.
And Kazungula District Medical Officer Francis Hadunka says his staff were serving the community in the area under challenging circumstances.
Dr Hadunka said health personnel operated in a sub-standard structure and were living in uncompleted houses.
He further said lack of accommodation had resulted in him residing in Livingstone and commutes to work using an ambulance for work in Kazungula.
Dr Hadunka however, said about KR300, 000 was needed to complete three houses for nursing staff.
He appealed to government to quickly avail funds for construction of a district hospital and completion of staff houses.
And Dr Hadunka revealed that an NGO called Shomeka in collaboration with the community, had put up infrastructure for a clinic.
He urged government to step in and complete the structure as major
works had already been done.

I think it’s true that poeple ta MOH miss Dr. Simon Miti because he is not selfish in sharing plundered resources. He gives to his friends as well.

Dr Miti may not have stolen, but he definately failed to monitor what was happening in his Ministry. No one can defend him for that. As PS he should have been closely following how the funds being disbursed to all districts were being used. And for Kazungula, if funds were being released for many years, what happened to these funds then? Someone needs to explain to the nation.
i still remember how Miti was pleading to be forgive for having stolen a lot. and it seems he has been forgiven. but have the people of zambia forgiven him before knowing how much he stole. when will we ever know that stealing is counter production and yet thieves are looked at as HEROES in Zambia.
