Inspector General of Police Stella Libongani has issued a strong warning to Mazabuka MP Garry Nkombo and eight others discharged of murder against inciting members of their parties to engage in offensive activities.

In a news statement, Mrs. Libongani said those released should desist from issuing contemptuous statements or inciting their cadres as these may be grounds of violence.

“We are alive to the fact that some of the accused persons in the Harrison Chanda murder case have been released after a nolle proseque was entered but members of the public should not take advantage of these releases by calling for unlawful assemblies, issuing contemptuous statements or inciting members of their parties to engage in offensive activities as these may be grounds of violence,” Mrs. Libongani stated.

She added, “We expect all political parties conduct themselves in a peaceful manner and that we (police) will receive maximum cooperation from all the stakeholders before, during and after the by-elections.

The Police IG said the Zambia Police service is adequately prepared to maintain law and order during this period.
“It is our desire that the by election will be free of any form electoral violence.”

“As Zambia Police, we have enough manpower on the ground to handle any volatile situation that may arise and those who will opt to perpetrate electoral violence will be dealt with accordingly,” she said.

    • Mo taim tata i don’t hear the police apologizing for arresting the wrong people!!? Ka professionalism mudala should be in order…my opinion.

    • It is a nolle proseque case tata. The case can still be reopened if the public persecutor feels it is right.I don`t think the police should apologize. It happens everywhere around the world. The police in the USA didn’t apologize to Kobe Bryant after he was given one, on rape charges.

    • It will take at least 10 years for Evans to grasp what is happening at parliament. He has to first of all unlearn the f#ck, exsay language, get rid of chibuku mentality in his head, and just be in a right frame of mind to articulate issues. For god’s sake he doesn’t have a degree and don’t expect him to adapt quickly. It will be a horizontal learning curve for him. Vote Musokotwane!

  1. I have no words for what is happening in the PF government but can only cry for my beloved pieceful Zambians. Next time Zambia is voting for a president we need to make a serious reflection & use our heads & refuse to be used again as Zambians.

    • Wasted advice. You do not expect anything reasonable from illiterate and poverty-stricken people who are easily swayed by drums of chibuku and rolls of chitenge material, do you?

  2. Why do Zambians like to use the phrase “we are alive to blah blah blah….” in their speeches?? The sentiments of Ms Stella are typical of a Police state. We are not surprised.

  3. Why issue a strong warning and not a word of caution. The style and language of those in authority should be conciliatory and help to make situations better but this twalaiponona culture is risky to peace in Zambia. Let us see more maturity from political leaders and authority figures. and PLEASE do not let kabimba, Sakeni, William Banda, Mulongoti and others comment!

  4. Typical of a dull person that cannot make informed arrests and all they can do is arrest and get ashamed of whatever they have done. A lot of their actions will haunt them in future.

  5. honestly a degree clause may help, so that some one edecuted will appoint some smart ass and that will smartly affect the nation, if u think Africa is poor coz colonial influence u better think twice coz we r the root cause out our miseries.

  6. We are getting tired of this Police Force(PF) party mwe!! They take turns to come out with rubbish…yaba forgetting it runs in the family.

  7. very dull statements from IG, in UKWA lunacy typical fashion. when a new government is formed arrest these peticoat miscarriagers of justice. please whenever and wherever possible, keep records of these abortions of the law by the police and ukwa. these brainless misfits’ time to pay shall surely come one day. king solomon said there is a time for everything under this god created 6,000 year old sun, you pf atheists

  8. Ichi ichanakashi chabipa umutima efyo chabipa pamenso! People can’t even celebrate their release from incarceration? Mwapya, you will be sued we will get even your pubic hair when you fail to pay damages!

  9. iyoo ci Sata ni ci big galu but .shame shame shame now cage Mwaliteta,Masebo,Evans viva watchdog without watchdog we wudnt have known that PF killed their own .Magistrates and judges country wide be up to your game Zambia is rotten to the core .Meembe is evil so all cases against oppositions drop them please .We suffered for mother Zambia .

  10. Zambia needs serious prayers. Christians it is time to pray for Zambia without ceasing, everything happening in any nation is a reflection of the state of the Church in that nation.

  11. Stella , your *** is swelling or are you attending ovulation , i know you have shuttered fullopian tubes, you **** with the **** of you bos Satani

  12. This useless shameless, *****ic cop makes me vomit each time she says something. She is nothing but a PF vigilant who should not wear police uniform. She is the most useless IG Zambia has ever had. Same thinking like her boss and that stupid Katanga province. Those should be arrested once another government takes over power. They should be retired with zero benefits.

  13. What u expect from a so called Police Force after such a humiliating & costly blunder is an objective statement or no statement at all! It beats my imagination that the IG can still continue to insinuate that the violence emanated from UPND even after the State through the misused & abused nolle indicate that accused PF cadre Lungu, Reserve SGT Mwaliteta & others are the culprits not Garry Nkombo. IG have u warned your Reserve SGT turned MP turned Government Minister, to desist from contempt & violence given that he allegedly assaulted Garry & made contemptuous statements on ZNBC? There have been 2 deaths in Livingstone where Mwaliteta & Kabimba made efforts to blame UPND but backfired on them. U see I want to heed the advice of not insulting women, but I’m really getting a challenge…

    • this is when she talks, after all WHAT these people went through, she opens her mouth only to insult them further!!!!!! talk about bullying tactics!!! the nerve of this IG.

  14. hahahahahahaha. What UPND can do is use this and apply intellectual properties that only the HERITAGE party can muster. Heritage has never incited violence, we stand for truth justice, God, hard work, science, engineering, arts, commonsense and wisdom. Let us pray for Zambia, for God’s wisdom and blessings. Also for our nation to return to worshiping the LORD.

  15. If the entering of Nolle by the State will be used to arbitrary arrest & brutalize innocent citizens, knowing very well that the citizens cannot challenge the State in court due to the technicality of this piece of legislation, then its high time the citizens use other avenues to obtain Justice. Technically u cannot sue the State in the Nolle because the case has not really “disappeared”. Its sort of in abeyance and can be retained. If there is evidence of abuse of this Law locally, why not venture abroad? The Hague for example? Against ZP & Mwaliteta in his person. Its worthy exploring u know.

  16. Violence will not end because this woman see things up side down.instead of warning the perpetrators he is warning the victims.too foolish.

  17. There is a serious problem with the IG , she thinks she works for PF. For starters she should ensure the people who assaulted Garry Nkombo are arrested and the police who witnessed the assault are disciplined.

It is a serious indictment on the police to detain innocent political opponents for weeks on straight forward case. I hope they sue the IG for wrongful detention ,and torture.

  18. Fair enough, but what about the PF cadres who actually do the murdering? What do you say to that. This story is elsewhere on this site, ‘Meanwhile, a PF cadre Henry Harry Lungu 26, unemployed of B2 30 Libuyu compound in Livingstone has been formerly charged with the murder of Harrison Chanda’.

  19. Why some women are very DARK also they keep their mouth open even though they are not talking? i wonder the smell that comes out, but anyway since they are too dark their need pipo to see that thier is person by seeing white teeth

  20. Finally a Zambian president gives women influential positions in the police and instead of executing your job professionally and with integrity as an example of what women can do, you decide to be the worst IG Zambia has ever had and disgrace to the entire female gender. who in future in their right mind will give women a chance to lead the police after what you and Charity have done.

  21. The appointment of women to high positions should be demonstrated with professionalism. Stella, kindly associate yourself with Ireen Mambilima and other women of such standing who act professionally. Why not emulate former IG, Ephraim Mateyo, who usually used to warn both the ruling and opposition parties against breaching the electoral code of conduct? Even if you are a political appointee, remember that you are a fully trained police officer and a university graduate things that you attained without political favour. Your IG-ship will definitely come to an end but your behaviour, attitude and way of life will not be divorced from the education, knowledge and skills that you have acquired since childhood. Dont relegate yourself to the dustbin after your IG assignment.

  22. If the PF was voted for via internet it might lose. The poor man has no access to such gadgets so the PF will rule

  23. What is this dull woman saying. The job of the police is just to apprehend suspected criminals and take them to court. Its the courts which have powers to convict and punish crimals not the police. This Stella stinks!

  24. Dull ugly b.i.t.c.h, I was wonder what the husband saw in this monkey of a woman…atase I cant even imagine sleeping with this chi thing…siingaime naku ima!!!
