South Africa summons Zambia’s ambassador over Guy Scott’s blunt comments

Reuters reports that South Africa’s foreign ministry said it summoned Zambia’s ambassador on Thursday after its vice president was quoted telling a British newspaper that South Africans were arrogant and “I hate” them.

Relations between Zambia and South Africa are normally cordial. But Vice President Guy Scott’s comments reflected the reality that many of South Africa’s neighbours feel they live in the shadow of its dominant economy, which makes up about two thirds of the GDP for southern Africa.

Scott told the Guardian newspaper: “The South Africans are very backward in terms of historical development.

“I hate South Africans … They really think they’re the bees’ knees and actually they’ve been the cause of so much trouble in this part of the world.”

He also likened President Jacob Zuma to FW de Klerk, leader of the apartheid government that ended in 1994.

South Africa, seeking a permanent seat on the U.N. Security Council, has been throwing its weight around the continent, with three overseas military deployments and a successful campaign to place a South African as the leader of the African Union.

Zambia and South Africa, two of Africa’s stronger democracies, have been working to make sure elections planned this year in Zimbabwe are held peacefully after a disputed 2008 poll caused a flood of refugees.

“South Africa has taken note of the negative remarks on South Africa attributed to Mr Guy Scott, the Vice President of the Republic of Zambia,” foreign ministry spokesman Clayson Monyela said in a statement.

The spokesman said the ambassador had been summoned “… to seek an explanation behind the remarks and what it means in the context of our bilateral relations.”

Zambia’s High Commission in Pretoria said in a statement the two countries “enjoy very warm relations” and are “long standing partners in the liberation struggles.” It did not mention the summoning of its envoy.

Scott is one of Zambia’s more popular politicians. He became vice president after Michael Sata, nicknamed “King Cobra” for his sharp tongue, was elected president in 2011.

“I dislike South Africa for the same reason that Latin Americans dislike the United States. It’s just too big and too unsubtle,” he said.

Zambia was the main overseas base from the 1970s for the African National Congress, which now rules South Africa, when it was a liberation movement trying to oust the white-minority government.

Obviously everyone knows there’s elements of truth in wat scotty said but why say it and mess up a little thing called ‘cordial diplomatic relations?’ As a private citizen NOT holding the post of vice president, yes he can blubber all he wants about how he hates the South Africans but he does not have that luxury right now does he? He is VP of a Nation and that demands certain protocols in conduct widely accepted world over. In the end if i have to be truthful, I think Scotty didnt really understand the implications of wat he was saying and maybe since he was talking to a fellow white dude, got carried away and thought he was having a jolly good chinwag in his garden with an old mate from school over a glass of whisky. i can betcha rite now he is as unhappy as most of us are and is kicking himself in the proverbial nuts 🙂 peace out!

    • Well, I’ve always detested the idea of Scott being our Vice President. And now he’s even spoiling the good relations that SA has with Zambia in a world where countries are investing in their multilateral and bilateral relations with other members of this global village. Now, whatever Sata owes Scott, which made him reward Scott with the number 2 position in his cabinet has now brought itself to a long awaited end – making it easy to fire him instantly! I think it’s now time for fresh blood in that office.

    • It’s ok to voice your opinion but not at the country’s expense. SA is an important powerhouse that poor Zambia needs so our politicians need to be careful with how they express themselves. PF Vice President has blundered big time but mistakes and stupidity are now the order of the day with this government.

    • Since you feel this way, how about we stop sending you money and close our borders, not only to Zambians, but to Zimbabweans as well. Let’s see how many millions flood Zambia for work when South Africa’s borders are closed. We obviously think we’re the bees’ knees, so why does the majority of Africa depend on us? While we’re busy cutting off aid to the rest of Africa, how about we stop sending you guys electricity… rely on your own powerstations from now on.

Scott and his PF have publicly confessed that they HATE South Africans it is only fair that the Zambian High Commission in South Africa is shut down. The South Africans should equally recall their High Commissioner. You cannot relate with lunatics. It is like Chainama Hills was emptied of its contents and they were all transferred into the PF government. You do not make enemies with your neighbours!       We have such high unemployment that we can take that risk. Zambia however cannot take the risk of losing investments from South Africa, they cannot risk losing our custom tariffs for using our ports. You shouldn’t go around as a Vice President insulting a country on which you rely heavily, and not only Zambia but a large portion of Africa. If Africans really feel this way, that we think we are the “bees’ knees” then we will gladly shut our borders, bring our soldiers home and not help you at all in the AU. If this is the thanks we get for helping other African countries then it’s obviously not worth it. With that we will cut the electricity we send to half of the African continent.     • Ndobo, it is an interview with the British Guardian newspaper. The Mail and Guardian, Zambian Watchdog, Zambia Reports and many other news outlets have just reprinted the same interview.

      And by the way, The Mail and Guardian which you claim is a ‘stupid white’ paper was a liberal paper that openly campaign against Apartheid and it got banned a lot of times in the 1980s. Today I would characterize it as a paper for the South African rainbow middle class.
      And by the way it is owned by Zambian born Zimbabwean publisher Trevor Ncube.

Much as I know that every one`s opinion must be respected, I strongly believe that not all South Africans are on the wrong side of the law and neither are all of them backwards. Marikana miners made ‘sport’ of by the same Police Force. Dozens perished in a hail of bullets 20 years after the Soweto Massacre. The attitude of RSA towards Africans to their north is very patronizing. A month ago they experimented that attitude with the battle hardened and more experienced Central African rebels, the result was a massacre of SNDF soldiers by the rebels. We need more voices around Africa like that of Guy Scot, otherwise expect colonization and black apartheid…

For example Why should South Africa subject Zambian to yellow fever inoculation when according to the UN Zambia isn’t even in the yellow fever zone. Do you know meat products exported to the rest of africa from SA are generally considered second grade produce by South Africa regulators and not fit for consumption in SA..I support Scot on this score South Africans are very backward and anybody who thinks Scot was wrong is just as backward…

  41. Guy Scott is entitled to express his opinnion and to a greater extent I agree with him. I also read the transcript of his interview and I see nothing wrong with it. I do not think The Zambian government summoned the South African High Commissioner when Zambians were killed and beaten during the homoophoebic attacks that took place there….so their cry is neither here, nor there. I LIVED during the time we hosted refugees and fighters from the ANC in which a lot of Zambians lost their lives. I think ordinary South Africans lack and have no regard for Zambians generally and do not even recall the sacrifices made on their behalf. It is from such a point that Guy Scott came from. The white economy they inherited has made them grow big headed and they have forgotten who they are, literally!

You guys I dont understand why you are so much absolved in what our Scott said.Let the truth be told and dont think there will be a diplomat spat between our two countries.Why shuould Zambians cry louder than the ‘victim’? Some south africans agree with what our Veep said in that interview.and you are busy lynching each other here in zambia than wait for the south africans come for your neck.Poor fellows.I wish you could see things through the eyes of scott and the poor in south africa.Go there and here what those shark dwellers in Alexandria and Tembisa talk about their plight in the midst of the white economy.It is this light that Scott said wht he said.The neauve rich (Blacks) are busy immitating the white life styles instead of helping out the economically marooned majority blacks…

  46. The reaction by the RSA foreign affairs spokesman was arrogant and immature. It was something like this, “how can anyone express such bizarre sentiments on the Continent’s most advanced economy”. Now there lies the real problem with the South Africans. Just because their “white run” economy is big must not mean they must have “bees’ knees”. They don’t give us loans do they? We pay for their goods and services and charged without preferential treatment for the use of their sea ports. They repatriate million of rands in profits from their white owned mall businesses in Zambia. I have South African relatives in Port Elizabeth who I support from my Zambian earnings here. Ask those that attend continental and SADC conferences, u will hear how South Africans throw their weight around…

  48. even if SA was full of its self? what does that have to do with us. what this old man (where ever he comes from) has done is simply made a statement/ problem. well, were are the solutions? even if this is truth to some people, what does it have to do with us. facts of the matter are SA are big boys on the continent. and we are starting behave like poor jelous neghbours. i think we have lots to learn from south africa. democracy for example. politics. These zambian politics are so non issue based. our papers are always, ‘this one said this, the other said this’… no proper developmental issues. and we are trying to extend this to our neighbours.   49. Iam thinking woaw! Been itching to hear it for a long time reminding me of how late president Levy Mwanawasa told Robert Mugabe in frank talk that how he (Mugabe) is embarassing senior African polititians on how to run governments without dictatorial, tyrancy and terror to their own people and that he needed to change with democracy for all Zimbabweans. The complexity with Mr Scott’s candit statement made against South African government to which most us who have followed post Apatheid South Africa will agree is that Guy Scott is Zambian of white stock.

    • The two are different. Guy Scott professed hate: “I hate South Africans” . That was his statement. You cannot have a debate with someone as bigoted as that because everything that flows out of his mouth from there onwards is prejudiced! There was no point in the rubbish spilled by Scott . It just came out of the blue. Mr White the journalist who interviewed Scott confirmed this on ENCA news last night. Scott is an *****. People like you and Scott suffer from a small country syndrome. You hate South Africans because you feel ‘small’.

  52. We South Africans accept that we will not be loved by everyone but we choose to carry on with our lives. Guy Scott should focus on fixing the problems that Zambia is faced with instead of attacking us South Africans. Guy Scott says he hates South Africans but what amazes me is that he forgets how much our businesses have invested in that country. In Lusaka alone we’ve opened a number of chain stores like Shoprite, We’ve got MTN and even have FNB and Stanbic (aka Standard bank). If Guy hates SA so much, then why did he use an SAA flight to go to the UK?. Ordinary South Africans love Zambians but South Africans dont waste their time and complain about other African countries. We’ve got so much in common (e.g. Anthems, Culture i.e. Lozi, ngoni people, etc), dont allow Scott to devide us.

  54. I think it’s really sad that Scott has generalized the way he has. Not ALL South African’s are bad people or think they are the bee’s knees. Some of us are actually sensible and sensitive about what we say about those around us or about our neighbors. I grew up in Zambia and am hurt and ashamed to hear the Vice President of your country refer to ALL South African’s the way he does and to say that he HATES them all. That is not fair to all the decent people in both Zambia and South Africa that are trying to make things work between us. If you don’t need South Africa you don’t have to resort to petty name calling and slander. Keep your unwanted comments to yourself. Rather try to make things work than destroy all the good that has been done by those preceding you.

  57. At any level, this is a diplomatic disaster and needs to be resolved very quickly. Whether you know it or not, Scott is VP and represents all of us. He is old and does not have long to live, but you and I do. And we need South Africa for a lot of things, travel, commerce, etc.
    Scott may cost us a wonderful relationship with South Africa.

    He needs to step down without hesitation.

  58. FYI – Zambia has had some of its best days when we virtually had no diplomatically relations with SA at all. Zambia does not, has never and it is unlikely it will ever need SA. They are the ones who owe us an eternal debt of gratitude for looking after the whole lot of them, the ANC, ZANU-PF – you name them. All the big boys were looked after by us when the rest of the world did not care to even give them a glimpse. It is about time, we re-established the real order of things. Having money does not count for everything – Zambia is the “OLDER BROTHER” and not the other-way around. The VP makes a few light-hearted remarks and they are starting to throw tantrums? Grow up SA – Good friendship is also about taking a mick over each other!

  59. The only item I would want removed is the hate element. How do justify the police dragging a taxi driver to his death whilst someone is filming? Or torching people alive simply because they are foreigners and working hard? Every country should not ill treat foreigners. Look at the crime rate. Some once told me that the reason the late Lucky Dube was murdered was because the thugs thought he was Nigerian!!!!
    And most of you bloggers above are so docile that anything goes in Zambia. SA can trade without paying tax. Even Victoria Falls is marketed as if it is in SA.
    By the way how many wives are first ladies? Just trying to forward think…

Quite shocking that most of you Zambians cannot differentiate between the views of ordinary “poor” citizens and those of an executive and high-ranking official of the state – its second citizen. The impact of this can be far-reaching and disastrous if South Africa chooses a drastic, punitive response, of which I doubt!!. “You simply do not throw stones from glass surroundings” and for this hurts Zambia more than it will to South Africa. For South Africa, this is quite sore when it is pronounced by a white VP of a predominantly black country who totally disregards our cordial bilateral relations at executive diplomatic level, pronounced on the soil of our colonial masters, after a funeral of the apartheid benefactor, propagator and apologist; Mag Thatcher. Big up to Goliath & Goncalves!
