COUNCIL Workers across the country will not get the new salaries and Condition of service this month-end because Government has not exhausted the negotiations with union representative.

Local Government and Housing Permanent Secretary Chileshe Mulenga confirmed the development in an interview in Ndola yesterday.

Dr Mulenga said Government had not revised the salaries and other conditions of service for Council workers because the Zambia Union for Local Authority Workers (ZULAW) house was not in order and that they had not held any by- annual elections which was a requirement in constitution.

Dr.Mulenga said only workers employed under the Public Service Commission (PSC) will receive revised salaries and other conditions of service.

” Council workers are employed under the Local Government Service Commission and not the Public Service Commission.they will not get the new salaries because they belong to a deferent category in the public services,” he said.

He said Government valued the role role that Council workers play in economic development and has assured that his ministry will work had to ensure that of its people are meet.

Dr Mulenga directed the National Housing Authority workers to call off strike saying it was illegal and that no dispute was declared.

“ I written a letter to the union, I made two requests, one I asked them to ask their workers at the National Housing Authority to go back for work immediately because they have not declared any dispute. The ongoing industrial unrest is illegal,” he said.

He said Government treated the unions as a social partners and that it was committed in making sure that workers have reasonable conditions of service.

    • Here, I think the gvt has erred. This announcement should have been made 2 months ago. so that workers are aware of what to expect. Any way the reason given is justified, but what is happening with this ZULAW thing?

    • I agree with you guys, imagine how not so bright some people can be? they must have already increased their credit in the faith that the new salaries will pay back, now with this backslide from the government, tell me how much trouble these families have been put into, partly their fault and a large share PFs in trying to impress the people, what a flop…… shame Ba Sata!

    • @1, @kwekwe,& @cindy babe,
      you are so right.
iam really afraid of what this error will do to our party and its govt.
i foresee strikes and strikes non stop……

  1. Its ok guys, lets go back to our everyday business of sellin land . You think we be feeding en lickin your ass to take our children to school forget will continue sellin land and making more money in our pockets. Moreover we have names of ministers involvedin illegal land selling so we are untouchable.

    • Good one my child! We all know the govt has no money. It’s now divide and rule while they try to minimize the debt. By using the EuroBond funds to finance salaries says alot about the nations state of finances.

  2. I thought they are all civil servants, just pay them what ur paying everyone coz some are more educated than…. and it will badly affect their performance.

  3. Some of know this will happen. It is not only council workers. Even police, nurses, teachers, name it. Some will receive new salaries while others won’t. of course the process will be very selective. lift your fist and get a new salary. what a shame. Announcing what you can’t fulfill. We will meet these perfect fools in 2016. Period>>>>>

  4. When do salaries for other civil servants due ? My account is still showing the old balance when usually my account is credited on either 17th or 18th of every month.

  8. I wish to disagree with this reporting. ZULAWU held their quadrannual conference in Mansa from 26th to 29th and a new national executive committee was assured into office.

prior to that, the previous executiv4e committee had submitted proposals to government in readiness for bargaining. It is not true that we have no executive in place, in fact, the PS was availed with a report of the quadrannual conference and names of new executive members and he suggested that negotiations should start to avoid anarchy.

I wish to mention here also that Local Government workers have two unions, ZULAWU and FIRESUZ. I’m sure the General Secretary will be able to give a comprehensive statement regarding this issue.
