Emmanuel Mwamba has been transferred from the ministry of Information to Cabinet office in the same capacity.

Below is the full press statement

LUSAKA, Monday, October 28, 2013 – His Excellency Mr Michael Chilufya Sata, President of the Republic of Zambia, has with immediate effect appointed Mr. Wamunyima Muwana as Permanent Secretary in the Ministry of Information and Broadcasting Services.

Mr. Muwana replaces Mr. Emmanuel Mwamba who has been transferred to Cabinet Office in the same capacity.
President Sata wishes the duo success and God’s blessing as they serve the nation in their assignments.
Prior to his appointment, Mr. Muwana was Zambia Information Services [ZANIS] Assistant Director Technical Services. He has served the department for over 22 years rising through the ranks up to the position of Assistant Director.

  1. OMG how many times will this guy be moved! I think we need an audit as to how much its costing tax payers with these whimsical decisions.

    • As usual, I knew the meeting was about shuffling , nothing of substance indeed out this President. Infrastructural development could still have been achieved even with the late Chama Chakomba in plot 1, so nothing special about it.

      “DEPUTY Speaker of the National Assembly Mkondo Lungu yesterday ordered Information and Broadcasting Services Minister Mwansa Kapeya to issue a ministerial statement on why his Permanent Secretary Emmanuel Mwamba has appointed himself as chairman for the Independent Broadcasting Authority (IBA).”

      So what happens now, can someone enlighten us ?

    • What is happening with Emmanuel Mwamba? He has been moved around too much:
      2 Nov. 2011 – Northern Province PS – 13 months
      30 Nov. 2012 – Eastern Province PS – 7 weeks
      24 Jan. 2013 – Western Province PS – 7 months 3 weeks
      13 Sep. 2013 – Ministry of Information PS – 6 weeks
      28 Oct. 2013 – Cabinet Office PS –

      How can you change 5 jobs in less than 2 years? This is serious!

    • Us we know that the best Civil Servant has been promoted again, this time to manage the divided Cabinet Ministers.

    • This time, Mwamba has borne the brunt of a dictator for the people of Zambia. He did what we expect of a civil servant. He gave us a platform for freedom of expression. For that he has been fired. For that all Zambians who love freedom of speech have been fired. We completely identify with Mwamba. When Mwamba was being dressed down and humiliated by PF’s Sata, all freedom loving Zambians were with and are with and will be with him!! Mwamba = Freedom of Expression = Zambians. Mwamba was not fired, Mwamba was Promoted to No 1 position in Freedom fo Expression struggle. He is a hero!!!!

    • The guy has been fired no doubt about it. Lets not play with semantics.Sata was not happy with his decision to give nation wide broadcasting licences to radio stations that host people with opposing views from his. Its just a PR move to give him another post.Its not like cabinet was desperately looking for a new PS.Btw is this a new position that has been created? …wasn’t there already a permanent secretary at cabinet?Has the government size increased yet again?

    • Being transfered in PF means being fired. Like what happen to Amos , that transfer to western province is like being fired. When Yaluma wanted to get a cut from Toll gates, he was transfered from ministry of works and supply

    • His excellency is now being decisive. This is good because Mwamba was fighting other peoples’ battles…Cabinet office now fo Ba Mwamba, doing what?? Drinking tea… Winter was right that this guy was in a wrong place and party altogher!

    • The Winner is Freedom of Expression. Make no mistake, Zambians will fight for Freedom of Expression from this moment onwards. Mwamba is the torch bearer, he is our wayshower. He is the hero. For a man to be humiliated on account of fighting for liberty of all, is the greatest honour!!!

  4. This is the influence of M’membe and the cartel. This shows you that they have prevailed over the president who seems to have no bolls. Believe it or not, the cartel is ruling and Sata is just a powerless figurehead. M’membe and Wynter know too much about Sata and that is why he will always succumb to their whims.

    • I agree with you totally just check the editorials of late they have done a u-turn from being against PF to singing praises of Sata. I wish Zambians could see the liars that the POST are they are only there for their own good not informing us the truth, they are no different from Sata their friend

    • Yes the president is being decisive regardless of who is behind the decision.mwamba was trying to help GBM but the boss is speaking the same language with Winter and Scot………No village politics. Mwamba can not issue a liccense without the minister…….this issue is just a scapegoat..Mwamba does not know what has hit him

  8. Mwamba, The most impermanent Permanent Secretary…. How much money has the treasury spent on this guys transfers so far? This is wasting money with impunity. If the guy is not good at anything, why not fire him?
    Oh I’ve just had an epiphany, Mwamba is one of the people who were giving Sata informing wen the PF was in opposition, So Mwamba is no expendable…Now I get It.

  9. In as much as I don’t like Mwamba and his loud mouth, the main victim from from Sata’s seemingly uncoordinated action is the Freedom of Expression. The revocation of nationwide coverage for QFM and Radio Phoenix is the darkest day for media freedom.

    I would have cherished to listen to HH or Father Bwalya from Mongu or Solwezi on “Let the People talk” or those phone interviews. The sad thing is that Sata is boldily tells us the reason for such revocation and w don’t even seem concerned. Instead the main headline is about Mwamba’s firing and not the violation and raping of media freedom

    I repeat: I don’t care for Mwamba and have no use for him, but SATA should have left our Media Freedom!!!!!!

    • Mwamba will not ‘die’ in vain. He is the offering for Freedom of Expression. He is a freedom fighter. He has earned himself a place in glorious liberation struggle for freedom of expression against KK and Sata and PF.

  12. The transfer of Mwamba to another Ministry is merely an act of burying dirt under the carpet. We still have to know whether State House has a “King Cobra” or an “Earthworm” to deal with the dormant hot issue relating to the Bemba Royal Establishment. This is the problem that is real as the strength and weakness of the PF is hinged on the mode of wisdom to deal with Chitimukulu and his influential subjects in Northern and Muchinga Provinces.

  13. Lusaka Times, don’t be like Zambian Watchdog in twisting issues. Emmanuel Mwamba was Permanent Secretary – Information. He is now permanent Secretary – Cabinet Office. I don’t see any firing here. Are you writing for the gullible? Please, I ‘m not the type.

  14. Mwamba called for the arrest of Malupenga. So what will happen to hat order? What of his appointmnet of his fellow jocker Anthony Mukwita. Can it also be reversed?

  15. Mwamba played himself in the hands of the Bwinjimfume cartel too openly and got his hands burnt very quickly. I doubt he can use his ‘engineering’ on FTJ to support his case and expect the cartel to reward him.

  16. I thought Private Radio stations couldn’t broadcast nationwide due capacity constraints. I am surprised the reasons are completely different. Why then are they allowed to broadcast at all? Its like being allowed to be half dead or half alive for all yo days whichever one you prefer.

  18. @6 jairos, its not that the cartels knows too much about the president, the president is simply not making us comfortable with his unpredictable decisions that seem to represent influence from that little small thing mmembe
    Vj had more on the past 4 presidents he got fired, why not fire winter and muzungu opusa.

    • I don’t hate this winter but his manipulative methods of getting other members in trouble,in all this drama only Kabimba supported by his white friend made alarming Statements against their own party,we up to now are waiting for punishment on Kabwamba. If he won’t be disciplined it will bring a new era in PF of sacred cows….Mr president how then do you expect Kabwamba to work with say Hon kapata.

  19. I guese the president to some extent is justified in revocking the licences. We are not yet at the level of civility just look at LT headlined. Last time I checked the dictionary fired and transfaredhad two very diffrent meaning. But maybe the queen has also harmonised some english words.

  20. To bad for Mwamba. it was my first to see a public reporting against the serving minister.Mwamba made a lot of mistakes in a short time at information. Am happy that he has been transferred, i wish he was just fired because he contributed to the PF wrangles through his leadership style

  23. My advise to the incoming PS for information, dont be too vocal like Malupenga or Mwamba. Operate from the sidelines, leave the talking to Kapeya the Minister, the politician, that way you wont be fired too quickly. Malupenga was very excited to be PS. He thought he owned the world and Mwamba thought the same. Both were too green, very inmature. A PS works behind a Minister. He should never at anytime think he is a politician. When you are too vocal you expose yourself. You become the target of politicians and even a scapegoat. Avoid that. Nakuuzako chabe at no cost.

  25. The Chap is too personal with issues and thought he was best PS. Always on news. He was advised to tone down.He should learn to live with people. Especially elders. Next he will be thrown in a Bin…!
