Government bemoans poor work culture in districts

Western Province Minister says the poor work culture among government Heads of Departments (HODs) has dragged government progress backwards.

Ms. Josephine Limata observed that HODs had no regard for subordinates and were also reporting late and knocking off early for work.

The Minister noted the need for unity and love between superiors and subordinates.

She was speaking in Kalabo district when she met government heads of department at the council chambers.

Ms Limata said heads of departments were fond of undermining and intimidating their subordinates which should not be the case are they are all regarded as civil servants.

The minister noted the need for all government employees in the district to observe protocol if harmony was to prevail.
She reminded the civil servants to not themselves in partisan politics but to instead resign and join politics if they wished to.

“Don’t put your selves where you are not, you are not politicians but civil servants,” she said.

Meanwhile, the minister has warned civil servants in the district to eliminate tribalism at the work place.

She said there was no need for anyone to segregate the other on tribal grounds but instead embrace the one Zambia one Nation slogan.

Meanwhile, Ms Limata has reiterated that those saying that the Patriotic Front (PF) government has done nothing were not telling the truth.

The Minister said government has done a lot considering the various massive infrastructure development taking place in the country.
She said this at the District Community Development offices in Kalabo at the launch of the Farmer Input Support Programme (FISP) distribution programme in conjunction with the Ministry of Community Development Mother and Child Health.

The Minister said those who insisted on saying that the government has done nothing have an in-born characteristic of opposing and gossiping despite seeing the developmental projects that were going on in the country.

The Western Province Minister sighted some of the developmental projects in Kalabo and Western province as a whole as the construction of culverts on the Kalabo-Mapungu Road, the electrification of Sikongo and Luampa and some Rural Health Centres and Secondary Schools among others.

The Minister is on a three day tour of developmental projects in Kalabo and the newly created Sikongo district.

  2. I think the work culture in all government departments is generally bad.Ask any pensioner the hustle it involves to move a file from one office to another until they get their terminal benefits.

Its like implementing fully the decentralization policy Getting and letting the wards,constituences and districts doing their plans.Those developmental plans on resources being submitted to a province then the province to the ministry thereby making and positioning people to get involved as drivers of national planning creating an effective budgetary feed back process for implementation and monitory of many local projects.currently there is a challenge say in districts like the Kalulushi District e.g Health posts and clinics resourcing and planning of man power allocation and medicines e.g returns and resourcing of ARVS and inadequate attention to reports submitted to address the challenges

  4. Ms Limata my advice to you… fire anyone practicing Tribalism without a warning, as for those coming late, warn them three times and pay them according to the hours they work.

It a countrywide affliction.When i walk the many slums of Lsk i don’t see poverty.I do see sloth,indiscipline,no respect for rules and love of free stuff.Then a common theme emerges of zedians avoidance of anything too demanding,too rigid or requiring diligence -thats when i see the source of poverty.These govt workers are from that same widespread zambian seed.

  6. I agree with the Minister. work culture in districts is bad. Take for instance Kabompo district the Council secretary is never at station. He is either in Lusaka or Kabwe what he does only god knows. His deputy she is ever nursing a child. We went to the offices on Monday at 8hrs there was only one person. The Director works not even office orderlies had reported. Kabompo needs supervision. the district seats on money they can tap in from companies doing mineral explorations in the area. Timber & cattle industries can give kabompo they much needed revenue. Baane lets work.

  7. Then some blogger after “poppin jay” will come and discredit the little effort being made to encourage change in work ethics.
